AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION APPROVING THE PROJECT
MANAGEMENT TEAM (PMT) DESIGN RECOMMENDATION FOR THE
CH21/TH13 IMPROVEMENTS
DISCUSSION: Introduction
Scott County has requested that the City of Prior Lake approve the Project Man-
agement Team (PMT) design alternative recommendation for the CH 21 and TH
13 improvement project. This approval is intended to assure that Scott County
and the City of Prior Lake are in agreement on the proposed concept design of the
project so that final design can commence. Once the design is complete, the pro-
ject will be brought back to the City Council for municipal consent and approval of
a cost share agreement.
History
In 2005, a corridor study for County Highway 21 was conducted. This study pro-
vided the framework for several projects which have since been completed. Other
improvements within the corridor were delayed until funding was secured. Addi-
tional studies have since been completed within the downtown area including a
study of the realignment of County Highway 21 as well as a study of the south
downtown road network.
In 2016, Scott County applied for funding for improvements to State Highway 13
and County Highway 21. The application was approved and federal funding is
now programmed for this project for the year 2019. With federal funding pro-
grammed, detailed design work is the next step.
Current Circumstances
Now that federal funding has been identified for this project, the next steps that
must be completed to preserve those funds is broken down as follows:
• Preliminary Design (May – November 2017)
• Final Design (November 2017 – December 2018)
• Construction (May – October 2019)
The Preliminary Design process was initiated in early 2017. Scott County con-
tracted with the engineering firm Bolton & Menk to lead this process. As part of
the development of a preliminary design, a Project Management Team (PMT) was
created to provide input and facilitate public engagement on design concepts for
these improvements.

The PMT is made up of staff from the various governmental agencies that have ju-
risdiction within the project corridor including staff from the City of Prior Lake, Scott
County, and MnDOT. In addition, the City contracted with the engineering firm
SRF to provide additional technical input on the impact of the various design alter-
natives on the local street network.
The public engagement process began on June 29th at an open house where the
public was asked to provide direction on the project purpose, goals, objectives,
history, opportunities, and impacts on the project area. Based on this information
seven project goals were established:
1. Enhance vehicle mobility on major transportation corridors
2. Maintain and enhance local roadway system
3. Safely accommodate all users along the major transportation corridors
4. Provide a comprehensive network for nonmotorized transportation that is
compatible with the major transportation corridors
5. Provide infrastructure improvements compatible with the natural and hu-
man environment
6. Develop a financially responsible infrastructure implementation plan
7. Preserve and enrich the character of Downtown Prior Lake
Based on these project goals, four project alternatives were subsequently devel-
oped by the PMT. The differences between the alternatives were differentiated by
where primary intersections would be located (Arcadia Avenue or Main Avenue)
and what type of control would be used at those intersections (traffic signal or
roundabout). The four alternatives are as follows:
• A-1 (signals at Arcadia and TH13, right-in/right-out at Duluth and Main)
• A-2 (roundabouts at Arcadia and TH 13, ¾ at Duluth, WB ½ EB ¾ at Main)
• B-1 (signals at Main and TH13, roundabout at Duluth, ¾ at Arcadia)
• B-2 (roundabouts at Duluth, Main, and TH13; ¾ at Arcadia)
It should be noted that the application that was used to solicit federal funding is
consistent with Alternative A-1.
The PMT also provided information related to the benefits and challenges for each
of these alternatives. Once these four alternatives were established they were
communicated to the public through a variety of methods. These methods included
the project website and Speak Up Scott County Forum, three corridor visioning
workshops, small group meetings with the Prior Lake EDA/EDAC, Prior Lake Ro-
tary Club, Prior Lake Talk of the Town event, public open houses, Prior Lake High
School Student Council, individual conversations with downtown business owners,
and six pop-up meetings including the farmers market and other events.
During the public engagement process, the PMT took the feedback they were re-
ceiving as well as spent more time evaluating the four alternatives. As a result,
they revised Alternative A-1, added a new option (Alternate A Hybrid) and elimi-
nated the B-2 alternative. This information was presented at the Open House that
was held on October 10th.

Alternate A-1 was revised to relocate the left-in from northbound TH13 to Pleasant
Street. The original concept had a new location for this entrance several hundred
feet to the south from the current Pleasant Street connection. Unfortunately, the
cost for soil corrections in this area made it cost prohibitive. The A-1 revision put
the left-in at the current location. MnDOT has indicated that they would not ap-
prove this modification.
The Alternate A hybrid option included a roundabout at Arcadia, signal at TH13, ¾
access at Duluth and right-in/right-out at Main. The B-2 alternative was eliminated
due to concerns with having the traffic at the roundabout at Main backing up into
the roundabout at TH13 due to their close proximity and causing neither intersec-
tion to function at an acceptable level of service.
These alternatives were reviewed by the City’s consultants at SRF. A variety of
evaluation criteria was developed to review each of the design alternatives and the
impact they would have on the City’s local street system in the downtown area.
These criteria support and are in alignment with the original project goals and in-
clude:
• Travel pattern changes and travel times
• Driveway and parking impacts
• Traffic volumes
• Delays and queues
• Vehicular and pedestrian safety
• Streetscape opportunities
• Property impacts
Each of the alternatives was rated as Good, Fair, or Poor for each of these criteria.
The results of the SRF study were presented at the City Council Work Session
held on October 16th.
Based on public feedback, the PMT added another alternative after the open
house on October 10th as Alternative B Hybrid. This alternative included a rounda-
bout at TH 13, a roundabout at Duluth, ¾ access at Arcadia, and a ¾ access for
eastbound traffic at Main and ½ access for westbound traffic at Main. This alter-
native was added after SRF had completed their review of the design alternatives.
The final list of alternatives reviewed by the PMT were therefore as follows:
• A-1 Modified (revised left-in at Pleasant not approved by MnDOT)
• A-2
• A Hybrid
• B-1
• B Hybrid
The PMT met on October 31th for a final review of the design alternatives and to
receive additional input from MnDOT regarding their general acceptance of a
multi-lane roundabout at CR21 & TH13. During that meeting a consensus on the
recommended design alternative was reached.

Conclusion
The PMT is recommending Alternative A-2 be selected to move forward with final
design. The support for the PMT recommendation will now be presented by Scott
County Engineer Tony Winiecki.
ISSUES: The County Highway 21 and Trunk Highway 13 project is an important project for
the community and the downtown Prior Lake area. This project brings change to
the downtown area to address current and future needs. It is important for the City
and the County to be in agreement on the preferred alternative so that the final
design can begin. It is necessary to begin design immediately to facilitate construc-
tion in 2019 incompliance with the requirements for utilizing the federal funds pro-
grammed for this project.
The PMT has been and will remain an effective means of facilitating communication
between all parties regardless of the stage of the project. The PMT will continue to
meet throughout the final design process as well as facilitate public input on final
design elements.
The final design will be brought back to the City Council in late 2018 for municipal
consent as well as approval of a cost share agreement.
FINANCIAL
IMPACT:
The City’s 5-Year Transportation Plan has programmed $500,000 in the year 2019
for this project. An additional amount is set aside for the extension of Arcadia in
2020 which could be repurposed by the city council to support this project. A more
refined estimate of the actual City share of the project cost will be determined once
final construction plans are completed.
ALTERNATIVES: 1. Motion and second to approve a Resolution approving the Project Manage-
ment Team recommended design alternative A-2 for the County Highway
21/Trunk Highway 13 Improvement project.
2. Deny this item for a specific reason and provide staff with direction.
3. Table this item until some date in the future.

A RESOLUTION APPROVING THE PROJECT MANAGEMENT TEAM (PMT) RECOMMENDATION FOR
THE DESIGN OF THE CH 21 AND TH 13 IMPROVEMENT PROJECT

WHEREAS, Scott County has authorized the preliminary design for the CH 21 and TH 13 Improvement
project; and,
WHEREAS, A preliminary design alternative was developed with the following considerations 1)
Roundabout at intersection of CR21 & TH13 2) Roundabout at intersection of CR21 & Arcadia
Avenue 3) ¾ access at intersection of CR21 & Duluth Avenue 4) ¾ access for east-bound
traffic and right-in/right-out access for west-bound traffic at intersection of CR21 & Main
Avenue 5) ¾ access at intersection of TH13 and Pleasant Street; and,
WHEREAS, Scott County has requested City approval of the recommended CH 21 and TH 13 preliminary
design as presented by the Project Management Team; and,
WHEREAS, Scott County and the City of Prior Lake will work cooperatively to identify the funding necessary
to complete these improvements.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council hereby approves the CH 21 and TH 13 preliminary design alternative A-2 as submitted
by Scott County Engineer Tony Winiecki at the City Council meeting of November 6, 2017.
