HomeMy WebLinkAbout03 23 2017 EDAC minutes 1 4646 Dakota Street SE Prior Lake, MN 55372 CITY OF PRIOR LAKE, MINNESOTA ECONOMIC DEVELOPMENT ADVISORY COMMITTEE MEETING MINUTES – March 23, 2017 1. Call to Order The meeting was called to order at 7:30 a.m. in the WagonBridge Conference Room at Prior Lake City Hall. Members present: Lloyd Erbaugh, Jeff Petschl, Kim Prchal, Stephanie Carroll, Thane Tande, Bill Henry, Ron Martin and Chamber Liaison Sandi Fleck. Staff present: Casey McCabe. Guest present: Dave Chromy. 2. Approval of Meeting Minutes a. February 23, 2017 MOTION BY PRCHAL and SECOND BY HENRY to approve the February 23, 2017 meeting minutes. Motion adopted unanimously. 3. Old Business a. EDAC Commercial Area Liaison EDA Report EDAC Members: discussed the number of completed visits and the need to complete a commercial area liaison report for the EDA. The EDAC had a goal of contacting every brick and mortar business in 2016. All committee members who have not entered their business visits into Dropbox should do so as soon as possible to allow a report to be completed for the EDA. Erbaugh: stated he had completed some visits in the Commerce Avenue and South Lake Village areas and he will enter those visits in Dropbox. Mr. Erbaugh also informed the committee that Ms. Rosenfeld cannot assist with the Commercial Area Liaison visits. EDAC Members: would like the EDA report to include a recommendation to continue the program; increase the focus on the liaison relationship with their commercial area; and a recommendation to follow up in 2017 with all of the brick and mortar businesses that were not contacted in 2016. 4. New Business a. Commercial & Industrial Demand Analysis (verbal report) McCabe: provided a summary of the Scott County Commercial and Industrial Demand report completed by Maxfield Research, specifically related to the identified demand for retail, office and industrial growth projected for Prior Lake through 2040. b. Discussion with Dave Elbon, Communications Coordinator Dave Elbon, Communications Coordinator for the City of Prior Lake, attended the meeting to discuss opportunities for the EDAC to communicate with Prior Lake’s businesses, to gather business comments and to promote their respective commercial liaison areas. Mr. Elbon stated that the EDAC could have their own Facebook page, separate from the City of Prior Lake page, with multiple groups. Mr. Elbon commented on the city’s use of Facebook, Twitter, Next Door and other social media programs and offered to assist the EDAC where appropriate. c. City of Prior Lake Promotional Video EDAC Members: reviewed a promotional video prepared by the City of Jordan, MN as requested by the EDA. The EDAC found value in a similar video for the City of Prior Lake which focused on business development over residential development. The EDAC further recommended finding a partner, such as the Chamber, SMSC, RiverSouth, etc. to coordinate efforts on this project. 5. Other Business a. EDA Meeting Update McCabe: provided a summary of the March 20, 2017 EDA meeting which included the following agenda items: ➢ EDA 2017 Revenue & Expenditure Report (2/28/17) ➢ EDAC Member Appointment ➢ EDA 2016 Revenue & Expenditure Report (Y/E 12/31/16) ➢ EDA 2017 Budget – EDA Tax Levy ➢ Schedule and Set Agenda for Joint City Council/EDA Meeting ➢ Tax Abatement Inquiry ➢ City of Prior Lake Promotional Video b. Staff Update None. c. Residential and Commercial Activity Update EDAC Members: received a copy of the residential and commercial activity update as of February 28, 2017. d. Member Ideas/Recommendations A summary of the Mayor’s Town Hall Forum related to communication was shared with the committee. 6. Next Meeting Date. The next regular meeting of the EDAC will be on Thursday, April 27, 2017 at 7:30 a.m. 7. Adjourn. MOTION BY HENRY and SECOND BY PETSCHL to adjourn the meeting. Motion adopted unanimously.
