ECONOMIC DEVELOPMENT ADVISORY COMMITTEE
MEETING MINUTES – July 27, 2017
1. Call to Order
The meeting was called to order at 7:32 a.m. in the Wagon Bridge Conference Room at Prior Lake City Hall. Members
present: Lloyd Erbaugh, Bill Henry, Kim Prchal, Thane Tande, Jeff Petschl, Wade Larson, Chamber Liaison Sandi Fleck
and EDA Chair Dave Chromy. Staff present: Casey McCabe.
2. Approval of Meeting Minutes
a. June 22, 2017
MOTION BY HENRY and SECOND BY LARSON to approve the June 22, 2017 meeting minutes. Motion
adopted unanimously.
3. Old Business
a. Outreach & Marketing Subcommittee
Prchal: stated the committee will need to identify a date for the fall business event; she will email options to
committee members for a vote. An Economic Development focused website was discussed as well as the
benefits and challenges of having the website operated by the City of Prior Lake or the EDAC. Ms. Prchal added
the EDA asked the EDAC to request a budget allocation for 2018 so the committee will need to identify a
budgeted amount and request 2018 funding from the EDA.
b. EDAC Name Change Discussion
Prchal: commented on a few potential names for the EDAC and stated she will be sending out a Doodle Poll to
see what name is preferred by the committee.
4. New Business
a. EDAC Action/Discussion Items
McCabe: stated the July 17th EDA work session topics included a discussion about EDAC goals, direction and
priorities. The EDA discussed multiple projects in which the EDAC could assist the EDA and the City of Prior
Lake in 2017 and 2018, including:
CH21 Corridor Study – One potential project included communicating with all businesses in town related to the
CH21 corridor planning which is currently underway. A website has been created: https://clients.bolton-
menk.com/movingforward13-21/ which includes project and study information, opportunities to participate in the
planning and discussions as well as multiple surveys related to the upcoming project. The EDA would like to
encourage all businesses and residents, not just those downtown, to participate in this process. The EDA felt
the EDAC could greatly assist in getting the word out through the commercial area liaison program.
Communication - The EDA felt the EDAC could assist with communicating to businesses about other upcoming
projects, particularly Duluth Ave and Hwy 13 intersection. The Engineering staff have been asked to develop a
fact sheet that will be made available on the City and/or 21/13 website. The EDAC will also be asked to help get
this information out to business owners so they are aware of their opportunities to participate in the discussion
and can properly plan for these upcoming projects.
Chromy: added that additional traffic improvements are needed in the South Lake Village prior to the Duluth and
Hwy 13 intersection work.
MPLS/STP Magazine - The EDA would like the EDAC to weigh in on how the City can capitalize on and get the
most out of the MPLS/STP magazine coverage. The August MPLS/STP magazine has a 32-page article on
Prior Lake which highlights the city’s recreation, entertainment and overall quality of life. This type of coverage
is extremely positive and the city would like to promote the article and build upon the positive momentum.
Winter Event - The EDA has discussed opportunities to bring visitors to the community all months of the year.
One option would be to host a large winter event that would draw residents from other communities. The Vikings
Winterfest was successful last year so one option would be to build upon that with similar events. Another option
would be to identify a niche event that may draw crowds from a broader area. The EDAC’s role in this type of
planning was discussed and the consensus was for the EDAC to play a supporting role; potentially to the
Chamber of Commerce.
5. Other Business
a. EDA Meeting Update
McCabe: provided a summary of the July 17, 2017 EDA work session, which included the following discussion
items:
➢ CH21 Corridor Improvement Project Update
➢ Development Update
➢ Prior Lake Super Bowl Activities
➢ EDAC Goals/Direction/Priorities
➢ Comprehensive Plan Process Update
Chromy: added that communication with local businesses related to the CH21 corridor construction work will be
critical as 2019 may be a difficult year for businesses due to the anticipated construction.
b. Residential and Commercial Activity Update
EDAC Members: received a copy of the residential and commercial activity update as of June 30, 2017.
c. Staff Update
i. Development Map
McCabe: informed the EDAC that a development map has been added to the City of Prior Lake website.
A link can be found on the homepage under “Related Links” and the map is intended to inform residents
of upcoming development projects and provide information for projects that are under construction.
ii. Land Use Plan Update
McCabe: stated the Land Use Plan update being completed as part of the 2040 Comprehensive Plan
is nearly complete. A draft land use plan will be shared with the EDAC at a future meeting.
iii. Planner
McCabe: announced that the City has hired a new Planner; Amanda Schwabe will begin working for
the City of Prior Lake on August 21, 2017.
d. Member Ideas/Recommendations
None
6. Next Meeting Date. The next regular meeting of the EDAC will be on Thursday, August 24, 2017 at 7:30 a.m.
7. Adjourn. MOTION BY PRCHAL and SECOND BY PETSCHL to adjourn the meeting. Motion adopted unanimously. The
meeting adjourned at 8:54 a.m.
