HomeMy WebLinkAbout5O Summit Preserve Booster Station Report Phone 952.447.9800 / Fax 952.447.4245 / www.cityofpriorlake.com 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: NOVEMBER 20, 2017 AGENDA #: 5O PREPARED BY: JASON WEDEL, PUBLIC WORKS DIRECTOR/CITY ENGINEER PRESENTED BY: JASON WEDEL AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION ACCEPTING BIDS AND AUTHORIZING THE EXECUTION OF THE CITY’S STANDARD CONSTRUCTION CONTRACT FOR THE SUMMIT PRESERVE BOOSTER STATION DISCUSSION: Introduction The purpose of this agenda report is to consider approval of a resolution accepting the bids and authorizing the execution of the City’s standard construction contract for the construction of the Summit Preserve Booster Station. History The City has included in the long range water system plans the construction of a second booster station to serve the Summit Preserve area which lies north of CR42 and east of CR18. Preliminary analysis was completed in 2007 when this area was planned to include multi-story apartment buildings. Since this time, development needs have changed and this area is now being developed for single family homes and townhomes. Current Circumstances The request for bids was advertised in October and November and the bid opening was held on November 8, 2017. The City received four bids for the construction. Magney Construction, Inc. $537,400 Rice Lake Construction $540,700 Municipal Builers, Inc. $562,919 MN Mechanical Solutions $576,000 Conclusion All of these companies would be qualified to complete the project. Magney Construction had the lowest bid so staff is recommending awarding the contract to them. ISSUES: The City’s engineering consultant, Bolton & Menk, has worked with Magney Construction on other projects and recommends awarding them the contract for construction. Attached is a letter from Bolton & Menk recommending the selection of Magney Construction, Inc. 2 The cfity has long planned to install this booster station to serve this area because of the topography. This construction is analogous to the booster station which waqs constructed in the Wilds to make development in the area possible. In both cases water fund monies was earmarked so these projects could be concluded. FINANCIAL IMPACT: The funding for this project was included in this year’s budget. The City had originally budgeted $500,000 for this project. However, once the design was initiated it was quickly determined that the budget would need to be adjusted. The budget was therefore revised to $650,000 which included design and construction. The funding is coming out of the Water fund. Based on the low bid received for the construction, the updated cost estimate is show below. Motion and second as part of the consent agenda to approve a resolution accepting bids and authorizing the Mayor and the City Manager to execute the City’s Standardized Construction Contract with Magney Construction, Inc. for the Summit Preserve Booster Station. 2. The recitals set forth above are incorporated herein. 2. The Mayor and the City Manager are authorized to execute the City’s Standardized Professional Services Agreement with Magney Construction, Inc. for an amount of $537,400. 3. Four (4) bids were received and ranged from $537,400.00 to $576,000.00, as shown in the following bid summary. The engineer’s estimate for this project was $550,000.00. The low bid was 2.3 percent lower than the engineer’s estimate, and all bids were within 7.2 percent of the low bidder. Therefore, we feel the specifications were not restrictive to force a non-competitive bid situation. Since the bids received were competitive and responsive, we feel rebidding of the project would not provide any cost savings. The lowest responsive bid for this project was received from Magney Construction, Inc. In our opinion, Magney Construction Inc. is experienced in the type of work required for this project. The company has fulfilled the bidding and contract requirements. Based on their experience and qualifications, along with their acceptable bid price, we recommend that Magney Construction, Inc. be awarded the Project on the Total Base Bid Amount of $537,400.00.
