HomeMy WebLinkAbout5D 2018 Overlay Feasibility Study Report Phone 952.447.9800 / Fax 952.447.4245 / www.cityofpriorlake.com 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: DECEMBER 4, 2017 AGENDA #: 5D PREPARED BY: JASON WEDEL, PUBLIC WORKS DIRECTOR/CITY ENGINEER PRESENTED BY: JASON WEDEL AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION ORDERING THE PREPARATION OF A FEASIBILITY REPORT FOR THE 2018 OVERLAY PROJECT DISCUSSION: Introduction The purpose of this agenda item is to initiate the process for the 2018 Street Overlay project in accordance with Minnesota Statutes (M.S.), Chapter 429 History The City’s goal is to annually complete 3.5-4.0 miles of mill and overlay type improvement projects. The 2018 project anticipates the use of assessments to finance a portion of the project costs. The M.S. Chapter 429 process applies to all projects that will be financed in whole or part through special assessments or bond proceeds. Current Circumstances The first step in the process is for the Council to order the preparation of a Feasibility Report for the improvement project. The Feasibility Report will identify the improvements to be made, estimated project costs, and a project financing summary. Similar to 2017, it is proposed that the project will include assessments consistent with the City’s 2018 Fee Schedule. The 2018 Overlay Project proposes to improve the roads in the Carriage Hills, Wild Oaks Terrace, Simpkins, Fairlawn shores, Priorwood/Tranquility, and Lime/Center neighborhoods. The total length of streets proposed to be overlaid is 3.56 miles. Conclusion Ordering the Feasibility Report is the first step in the M.S. 429 process. The Feasibility Report will provide the details needed for the City to make decisions on how to proceed. ISSUES: The City is required to assess a minimum of 20% of the cost of public improvement projects completed through the Chapter 429 process. The Feasibility Report will determine the estimated costs of improvements and 2 methods of financing. The Feasibility Report will also determine if the assessment will meet the minimum requirement as set forth in the Chapter 429 process. The preparation of the Feasibility Report is only the first step in the public improvement project process. Following the receipt of the Feasibility Report, the Council will direct City staff to abandon or proceed with the improvement project, depending upon whether the requirements for the Chapter 429 process are being met. If the Chapter 429 process is to proceed, the Council can then schedule a Public Hearing to consider resident feedback on the project. Following a Public Hearing, the Council will consider whether to move forward by authorizing the preparation of plans and specifications. Once completed, the City Council will be asked to approve the plans and specifications, authorize advertisement for bids and then award the contract. FINANCIAL IMPACT: The Feasibility Report will be completed by City staff. The financial impact of the project will be further analyzed in the Feasibility Report including the preparation of the preliminary assessment roll. There is currently $650,000 included in the draft budget for the Public Improvement Revolving fund in 2018 for this project. ALTERNATIVES: 1. Motion and second to approve a resolution as part of the consent agenda ordering the preparation of a Feasibility Report for the 2018 Overlay Project 2. Remove this item from the consent agenda for further discussion. RECOMMENDED MOTION: Alternative #1. 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 17-___ A RESOLUTION ORDERING THE PREPARATION OF A FEASIBILITY REPORT FOR THE 2018 OVERLAY PROJECT Motion By: Second By: WHEREAS, The 2018 Public Improvement Revolving fund allots funding for annual mill and overlay improvements identified to be Carriage Hills Parkway, Wild Oaks Terrace, Simpkins, Fairlawn Shores Trail, Priorwood/Tranquility Court, Lime/Center Road; and WHEREAS, It is necessary to determine the feasibility of undertaking the construction of said improvements within this project area including partial depth milling of the pavement surface, spot subgrade corrections and an overlay of the streets with a new bituminous layer; and WHEREAS, It is proposed to assess the benefited property for all or a portion of the cost of the improvements, pursuant to Minnesota Statutes, Chapter 429 and; NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. That the proposed improvements be referred to the Public Works Director for study and that the Public Works Director is instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvements are necessary, cost effective and feasible and as to whether they should best be made as proposed or in connection with other improvements, and the estimated costs for the improvements as recommended.
