Dear Mr, Carlson:
The City of Prior Lake has completed its review of the site plan application for the
addition to Carlson's Hardware, We have also received the proof of recording and the
assent form for the approved variance, This letter serves as the official notice of
approval of the site plan for this addition, Attached is an approved set of plans for your
files, Approval of this site plan is subject to the following conditions:
1. The addition must be constructed as shown on the approved plans,
2. The exterior of the addition must match the exterior of the existing building,
3, If necessary, a new manhole must be constructed outside of the building envelope,
Our records indicate the existing manhole is located under the existing loading dock,
Please work with the Engineering Department to determine the proper location for
any new manhole,
4. Any building permits necessary for the addition must be obtained prior to any
construction on the site.

CEDURE FOR AN APPLICATION FOR SITE PLAN APPROVAL
Overv ew: The site plan review procedure is an administrative review performed by City staff for uses
which, because of their nature, operation and location in relation to other uses, require a more thorough
revie procedure. The purpose of this procedure is to identify all relevant issues and permit requirements
prior t the application for a building permit.
Pre-A lication Procedure: Prior to submitting an application for Site Plan approval, applicants are
enco aged to meet with the Planning Staff to discuss the following:
. City Plans and policies that might relate to or affect the property,
. Preliminary development or building plans for the property,
The a licant is res onsible for understandin the re uirements of the Ci Zonin Ordinance
inc1ud ng setbacks, landscaping, parking, required improvements, submittal requirements, signs, and so
on, T e Planning Staff will also advise you of other potential governmental jurisdiction involvement.
The fi llowing must be brought to the pre-application meeting:
. The location of the property; and
. Any preliminary plans developed for the property,
If ad ision is made to proceed after the advisory meeting or meetings, a formal application is made,
Proce s: Within ten (10) business days of submission of the application, the applicant will receive
forma, written notice from the City about whether the application is complete, The Planning Department
will r fer the application to City Departments and to other interested parties, The Planning Department
will en review the proposed development for compliance with the provisions of the Zoning Ordinance,
the S division Ordinance and other applicable ordinances. Within 60 days of receipt of a complete
applic tion, the Planning staff will take action to approve or deny the application.

Following are the results of the preliminary plan review for the Carlson Hardware Addition, Our
review was based on the Minnesota State Building Code (MSBC) which adopted with
amendments the 1997 Uniform Building Code (UBC) with handicap regulations of the
Minnesota Accessibility Code Chapter 1341, Also requirements of the 1998 Minnesota State Fire
Code (MSFC) which adopted with amendments the 1997 Uniform Fire Code (UFC),
Site Comments:
I, Complete a Building Code analysis on existing building and addition, UBC Chapter 5.
Include the following:
a. Occupancy Classification,
b, Type of Construction
c, Location on Property
d, Allowable Floor Area
e, Height and number of stories
f, Exiting calculations
g, Plumbing fixture tabulation
2, Submit a Site Utility plan,
The following are building plan comments:
3, Submit a soils report,
4, Provide soils and structural engineers plan on the method of protecting adjacent
buildings of Extra Innings and Viking Liquor from excavation disturbances, Notify
adjacent owners as per UBC 3301.2
5, Submit signed Certificate of Survey. Submit signed HV AC, plumbing, fire alarm, and
sprinkler plans, May be submitted at a later date,
6, A S,A.C, determination must be completed by the Metropolitan Waste Control
Commission, Contact Jody Edwards at 651.602,1113.
7, Depending on construction materials, provide parapets on exterior walls of building
adjacent to property lines, UBC 709.4
8, Submit Energy Envelope Calculations. MN Energy Code 7670.0100
9, Provide separate lavatories for each sex, UBC Table A-29-A.
10, A fire suppression system is required to be installed throughout the new addition and
existing building, MSBC 1306,0100 Subpart 3 #8.
II, Provide a Post Indicator Valve (PIV) on sprinkler supply line into building, Locate a
minimum distance away the height ofthe building,
12, Provide emergency lighting and exit signs, UBC 1003,2,8
13, Sprinkler system shall be monitored by a remote station, MSFC 1003.3.1
14, Provide fire extinguishers minimum 2AIOBC rated, within 75 feet travel distance of
all areas, UFC 1002,
IS, Provide a Fire Hydrant within ISO feet of the Fire Department connection and all
areas of the building shall be within 300 feet of a Fire Hydrant.
16, Enunciator panel must be located in the front Vestibule,
This is a preliminary review on a Survey only, Other code items will be addressed when
the preliminary plans are submitted, The building plans must be reviewed by the Cites
Developmental Review Committee (DRC) which consists of representatives of Planning,
Engineering, Parks, Finance, and Building Departments, The DRC must approve the
plans before a building permits can be issued,
