COMPENSATION PLAN AND INSURANCE CONTRIBUTIONS FOR
UNREPRESENTED EMPLOYEES FOR 2018
DISCUSSION: Introduction
The purpose of this agenda item is to request city council approval for
unrepresented employees for 2018.
History
Most Full and Part Time City of Prior Lake Employees are represented by various
bargaining units. The American Federation of State County and Municipal
Employees(AFSCME) represent our maintenance, office support and professional
employees. Police Officers are represented by Law Enforcement Labor
Services(LELS). Police Sergeants are represented by the Teamsters.
Some employees are not represented by labor unions. They typically comprise the
department heads, division heads and other professional positions.
For non-represented employees the city manager recommends and the city
council confirms the wages and benefits. The city council delegates to the city
manager the authority to establish and oversee the personnel policy which is
followed by our non-represented employees and labor union employees if the
labor agreement is moot on the subject.
Current Circumstances
In 2017 the city council authorized a compensation study. The purpose of the
study was to: 1. assure that our position hierarchy appropriately reflects the
various responsibilities of each job both within the organization and without and 2.
The salary minimums and maximums for each job were comparable to the
seventeen city market which was used for comparison.
The results of the study were adopted by the city council in July for 2017. Attached
for 2018 is the organizational Hierarchy for non-union employees for 2018. Also
attached is the non-union pay structure for 2018. This structure is the same as
adopted by the city council in July but 3% has been applied to the chart. This
amount is consistent with the increases approved by the seventeen area
comparable communities for the coming year, and approved by the City Council as
part of the 2018 budget process.
The salary increases for union positions will be established as required by law, by
negotiation. We hope to bring multiyear labor agreements to the city council for
approval early this year.
The city also provides health and dental coverage and partial funding for non-
represented employees. The insurance premium increases in 2018 were
anticipated at 15% but actually amounted to 12%. From our discussions with our
insurance representatives and with other cities our experience is on the low side.
The city pays the full cost of individual coverage for all plans which is consistent
with the seventeen area comparable cities and the public sector in general. For
employees on the single plus one and family plans, the city and employee are
essentially sharing the cost increase.
ISSUES: The proposed salary plan for unrepresented employees is consistent with our
employee retention efforts. The 2018 premium rates have been set by insurance
providers (Medica and Delta Dental), and the city contribution was provided to all
unrepresented employees as part of the 2018 benefits open enrollment process.
FINANCIAL
IMPACT:
Funds have been budgeted to administer the wage increases as well as the health
premiums as part of the 2018 budgets adopted by the Council on December 4,
2017.
ALTERNATIVES: 1. Motion and second as part of the consent agenda to approve a resolution
setting wages and insurance contributions for non-represented employees.
2. Motion and second to remove this item from the consent agenda for additional
discussion.

A RESOLUTION ESTABLISHING A 2018 COMPENSATION PLAN AND INSURANCE
CONTRIBUTIONS FOR UNREPRESENTED EMPLOYEES

WHEREAS, the City of Prior Lake completed a comprehensive compensation plan in 2017
which the city council adopted in July 2017; and,
WHEREAS, The study established a position hierarchy plan based upon the responsibilities of
each position as identified in each job description; and,

The city council desires to continue to recruit and retain high quality employees;
and,
The staff has presented a report with attachments dated January 8, 2018 which
identifies the wages and insurance contributions to be paid in 2018.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council hereby approves the compensation plan and insurance contributions for
unrepresented employees for 2018 as set forth in the January 8, 2018 staff report.
