TOPICS: A. Duluth/TH13 Intersection Project Discussion The city has been successful in receiving just over $700,000 from MnDOT as an incentive to complete this improvement project in 2018. Project completion in 2018 is intended to assure that access and egress to area businesses is assured and that there is a “backage road” paralell to TH13 which can carry traffic north and south from Mushtown on the south to Couty Road 21 on the north when TH13 is closed for overly in 2019. Materials related to this presentation are included in this agenda packet as part of agenda item 7B Street Reconstruction Plan Amendment which, on page 51 to 58 includes the PowerPoint from the December 4th meeting. Jason has spent considerable time talking about the project with area business owners to assess their persectives to integrate them in the project. Some of that input is not consistent with the direction provided to the staff on December 4. Tonight’s city council agenda item 7B is consistent with the city council’s earlier direction to proceed with this project on two paralell tracks from a funding standpoint. B. Candy Cove Conceptual Alternatives At the city council’s March, 2017 Retreat the staff was directed to proceed with potential safety and aestetic improvements to the Candy Cove Dam. Initially the assumption was that complete removal would be appropriate. Subsequent cost estimates as well as other safety considerations quashed that approach. 2 On October 16, 2017 council passed resolution 17-169 contracting WSB to create conceptual designs for the Candy Cove Dam restoration. Council concluded this project which could improve safety for boaters, swimmers, snowmobilers and property owners in this area as well as improve the aestethics of the dam to assure that necessary safety meessages are redily obervable. Attached you will find four concepts that WSB has prepared for council discussion. Jason Wedel will review each. In order to proceed to receive cost estimates, the staff is asking the city council to narrow the preferred concepts to one or two. In doing so the city council could select one concept, blend the concepts or develop new alternatives. Once the city council has provided this input we will ask WSB to prepare cost estimates on the final concept or concepts. C. City Council Retreat The city council members have concurred that a 2018 city council retreat is in order. Ann has been in touch with councilmembers and the tenative retreat is scheduled for 1:00-5:00 pm on either February 23 at Club Prior or March 6 at Lakefront Pavillion. We would like the city council to decide upon a date. Some city council members have offered potential topics which are: • Annexation • Debt • TH13/CR42 • Succession • Town Hall Topics • Community Park Development/Park & Trail Plan • Directives Follow Up • SMSC Commercial Development • Fixed Assessment Amount • Kids Don’t Float • Crime Once the topics are identified, a small statement of objective for each would help to determine whether and who might act as speaker and/or facilitator. The council should confirm which topics they would like to discuss so staff may prepare any needed items and determine if staff should be present. D. Emerging Issues The council may have other issues it wishes to discuss which we have not placed upon this agenda.
