AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE
PURCHASE OF A SANITARY SEWER CAMERA
DISCUSSION: Introduction
The purpose of this agenda item is to seek City Council approval to
purchase a sewer mainline camera which has been identified in the 2018
budget approved by City Council.
History
Sewer backup claims comprise a significant portion of liability cost for the
League of Minnesota Cities Insurance Trust (LMCIT). Sewer backups not
only cost a lot of money but sewage in basements cause significant
inconvenience to property owners.
The main objective for sanitary sewer televising is to obtain visual
documentation of the sewer main, sewer manholes and
residential/commercial lateral connections overall condition. This
documentation can be used to plan regular maintenance along with
informing staff when larger replacement or rehabilitation projects are
needed.
Televising the City sanitary sewer is also helpful in identifying inflow and
infiltration (I & I) issues which result in the City paying the Metropolitan
Council for the treatment of groundwater at the waste water treatment
plant.
To date, the City has been contracting sewer televising out to various
vendors each year. The budget in 2017 for televising sanitary sewer was
$40,000. Our conclusion is that the way we have been doing sewer
televising is not as cost effective as it could be.
Contracting for televising actually results in a reduction of lineal feet each
year when in fact our mileage is growing. By using our own crews we can
increase the televised mileage with little additional budget impact.
Current Circumstances
In consideration of these facts the approved 2018 budget includes the
purchase of a televising camera. The total budgeted amount is $100,000

which includes the camera, the trailer, and all of the other necessary
components.
Once the televising camera is acquired, the City will utilize in-house staff to
complete the annual televising program rather than hiring outside vendors.
Having the camera will also allow for timely responses when sewer
backups are encountered. Previously the City would have had to borrow a
camera from an adjacent community or hire a contractor to come televise.
Conclusion
Having a televising camera will allow City staff to complete more
inspections of our existing sanitary sewer and do it more cost effectively.
The City will also be in a position to identify any I & I issues that may be
occurring and use that information to apply for grants to make the
necessary repairs.
ISSUES: There are no issues that I am aware of regarding the purchase of this piece
of equipment. It is a new piece of equipment that requires a trailer so it will
take up storage space at the Maintenance Center. That will not be an
issue now, but as our City fleet of vehicles and trailers increases space
limitations is something that will need to be considered.
FINANCIAL
IMPACT:
Rent or own is a common question which we discuss in public works as
part of each budget cycle. We believe that the miles of sewer combined
with the average lifetime of a sewer and our desire to minimize liability
exposure justifies the purchase rather than continued rental of a sewer
camera and accessories.
The City received two quotes for the camera. The first quote is from Aries
in the amount of $71,225.00 and the second quote is from Envirosight in
the amount of $85,085.00. Both cameras were tested and it was
determined that the Aries camera will meet the City’s needs and is the
least expensive.
The cost of the camera is $71,225.00. In addition to the camera, the City
will also need to purchase a trailer, laptop computer, monitor, and
generator separately. The total cost will be within the $100,000 included in
the 2018 budget.

agenda authorizing the purchase of a sanitary sewer camera as
detailed in this report

additional discussion.

A RESOLUTION AUTHORIZING THE PURCHASE OF A SANITARY SEWER CAMERA
Motion By: Second By:
WHEREAS, the City has historically contracted for the televising of the sanitary sewer as part of
the annual maintenance program; and
WHEREAS, it has been determined that it would be more cost effective to complete the annual
televising of the sanitary sewer utilizing City staff and a city owned camera; and
WHEREAS, the 2018 Sanitary Sewer Capital Improvement Plan programmed $100,000 for the
purchase of a sanitary sewer camera and appurtenant equipment; and
WHEREAS, quotes were received in the amount of $71,225 from Aries and $85,085 from
Envirosight.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. Staff is hereby authorized to purchase a sanitary sewer televising camera from Aries in the
amount of $71,225 for the camera and accessory equipment associated with the camera not
to exceed $28,775.
3. Funds will be drawn from the Sanitary Sewer Enterprise Fund.
