EVENT SCHEDULED FOR WEDNESDAY, JANUARY 31, 2018 TO FEBRUARY
3, 2018 IN CONJUNCTION WITH THE SUPER BOWL
DISCUSSION: Introduction
On February 4, 2018, the Super Bowl will be played in U.S. Bank Stadium in
Minneapolis, Minnesota. While the teams playing in the game are yet to be
determined, it is well known that the four days culminating in this event are a
wonderful opportunity to showcase Minnesota and more specifically Prior Lake.
The purpose of this agenda item is to request that the city council consider
designating the “Prior Lake Polar Palooza” as an official community event or
festival and issue a temporary on sale malt liquor license to the Prior Lake VFW
Post 6208 in conjunction with this event.
History
At the initiative of the City, Chamber, areas businesses and interested citizens a
committee was formed in 2017 to assess what activities could be planned to
highlight our community and area businesses for locals and tourists who
participate in the Super Bowl experience.
The conclusion was that there are numerous “party venues” occurring in the Metro
area. There will also be numerous guests at Mystic Lake who will have the time
and inclination to participate in area events. The committee agreed that its focus
should be upon the “Minnesota Experience”.
Events have been planned each day from Wednesday, January 31 to Saturday,
February 3. Each of the events are outlined in the attached press release. The
events of each day are focused upon a different aspect of Prior Lake. On
Wednesday Charlies on Prior will be the focus with the “Ultimate Super Bowl
Experience MN STYLE” providing attendees with the opportunity to ice fish and
snowmobile as part of the Children’s Miracle Network Fundraiser.
Thursday a “Palooza Kick Off Party” will take place in downtown Prior Lake
highlighting our many unique businesses and boutiques.
Friday’s event will feature South Lake Village Mall with the “Quintessential
Minnesota Experience” which includes a hot dish competition with entries
submitted from our best restaurants and local culinary chefs. Minnesota beers and
wines will complement the event.
Saturday is “Outdoor Family Fun” at Lakefront Park with kick sleds, sledding,
skating and carriage rides with DJ to delight adults and kids of all ages.
Current Circumstances
Under Minnesota Statutes events involving liquor beer or wine as is contemplated
on Friday do require certain city council actions.
Hooligans would like to sell beer and wine in the mall area but outside the
premises for which they have an on-sale liquor license. To do so the law requires
that the city must declare the event a community festival which in fact this is. The
city must authorize Hooligans to dispense beer and wine during the festival and do
so in accordance with the safeguards and training as are required by the city. The
first resolution would accomplish these requirements.
Village Liquor, who holds a valid off sale license would like to provide samples of
beers and wines within the mall. The law authorizes such sampling within the
liquor store but additional actions are required if the sampling is in the mall area as
desired. Participants must pay a fee which are donated to a nonprofit organization.
The event may be no more than 4 hours long and the samples limited to beer and
wine. No sales or ordering of the products offered may take place as part of the
sampling event.
The Prior Lake VFW, Post 6208 is seeking a temporary on sale license for this
purpose. An application has been submitted, a background check of the applicant
has been previously conducted. The attached resolution, in accordance with the
law approves the license setting forth the details of the tasting as well as the
requirement that the license is conditioned on conformance with requirements as
identified by the police chief.
ISSUES: The community event outlined above is truly intended to be a family festival.
Activities are intended to be suitable for families with a minimum number of
exceptions. Activities are scheduled during the day and early evening. No
extension of liquor service hours past 2 am are contemplated as such action has
the potential to undermine the public safety and place greater burdens upon public
safety personnel in our area.
FINANCIAL
IMPACT:
The city has budgeted for many of these activities. Some are intended to pay for
themselves. It is likely that additional work hours will be required by police
particularly and likely fire and public works. We do budget for such contingencies
but the magnitude of the funding needed is an estimate at best. The intended
impact is primarily non-financial. It is to encourage our citizens and our guests to
partake of our culture here in Prior Lake, Minnesota and experience firsthand this
wonderful place and our wonderful people. Along the way we hope that our area
businesses benefit as well.
ALTERNATIVES: 1. Motion and second to approve the two attached resolutions declaring the Prior
Lake Polar Palooza a community festival and approving the issuance of a
temporary on sale liquor license to the Prior Lake VFW, Post 6208 for the
Minnesota Experience to take place at South Lake Village Mall on February 2,
2018.
2. Take no action which will result in the modification or cancellation of all or a
part of this community event.

Prior Lake Polar Palooza
Chamber and City partner to deliver winter family fun!
PRIOR LAKE, MN January 9, 2018. The Prior Lake Chamber of Commerce and
the City of Prior Lake will be hosting the inaugural Prior Lake Polar Palooza.
The Prior Lake Polar Palooza will showcase the city as we host a schedule of
family friendly activities beginning on Wednesday, Jan. 31 through Saturday, Feb.
3, 2018.
The fun begins on Wednesday, as Charlie’s on Prior restaurant hosts a fundraiser
for the Children’s Miracle Network. The Ultimate Super Bowl Experience MN
STYLE will provide attendees the opportunity for ice fishing and snowmobiling with
NFL Alumni & Hall of Famers.
On Thursday, join in the Palooza Kick-off Party in downtown Prior Lake from 5 – 8
p.m. with downtown boutique stores open for shopping & giveaways.
Friday delivers a quintessential Minnesota Experience at South Lake Village
shopping mall. From 5 -8 p.m., taste Minnesota wines and beer while helping
judging a hot dish competition! Entries will be submitted from the best restaurants
and culinary chefs here in Prior Lake.
The Palooza concludes on Saturday with outdoor family fun in Lakefront Park from
12:30 – 3:30 p.m.. A DJ with contest and prizes along with Kicksleds, sledding,
skating and carriage rides insure an activitiy for kids of all ages.

RESOLUTION 18-___
A RESOLUTION DECLARING THE “PRIOR LAKE POLAR PALOOZA” A COMMUNITY
FESTIVAL

WHEREAS, the City of Prior Lake promotes tourism and community festivals to foster a sense
of community and promote the vitality of area businesses; and,
WHEREAS, The Super Bowl is to be played at the U.S. Bank Stadium in Minneapolis,
Minnesota which will result in considerable numbers of tourists visiting the area
from January 31 to February 3, 2018 who may be interested in visiting the city; and,
WHEREAS,

City representatives together with area business persons and the Prior Lake Area
Chamber of Commerce have planned events to be conducted within the City of
Prior Lake in conjunction with the Super Bowl; and,
Collectively these events are referred to as “The Prior Lake Polar Palooza.”
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council hereby declares the Prior Lake Polar Palooza to be a community festival.
3. Hooligans is hereby authorized to sell and serve liquor within the South Lake Village Mall
as part of the “Minnesota Experience” which will take place on Friday, February 2, 2018
from 5pm to 8pm.
4. Sales shall be conducted within the mall area, with suitable security to assure that minors
may not purchase or consume liquor products, that servers have received state required
training and that access and egress to the mall area shall not allow liquor to be brought on
the site or consumed outside of the mall area designated for this event.
5. All liquor sales shall be conducted in compliance with any additional requirements the police
chief deems necessary.

A RESOLUTION APPROVING A TEMPORARY ON-SALE INTOXICATING LIQUOR LICENSE
FOR THE PRIOR LAKE VFW POST 6208 IN CONJUNCTION WITH THE “PRIOR LAKE
POLAR PALOOZA

WHEREAS, Minnesota Statutes Chapter 340A authorizes the City to issue on and off sale
liquor and 3.2 malt liquor license, Sunday licenses, and club licenses, and
WHEREAS, Prior Lake City Code sets forth the application investigation and approval
process for such licenses, and
WHEREAS, The Prior Lake VFW Post 6208 has submitted a temporary on sale
intoxicating liquor license application for the purpose of conducting a wine
tasting as a fund raiser on February 2, 2019 from 5pm to 8pm as part of the
Minnesota Experience which is sanctioned and part of the Prior Lake Polar
Palooza a community festival, and
WHEREAS, The wine and beer tasting will take place within the South Lake Village Mall
which has been donated to the Prior Lake VFW, Post 6208 by the owner Beal
Make for this purpose; and,
WHEREAS,
The police department previously conducted a background check of the
applicant in conjunction with the 2017-2018 club license issuance.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein,
2. The liquor license for wine and beer tasting only for the premises of South Lake Village Mall
on Friday, February 2, 2018 from 5pm to 8pm is hereby approved.
3. Servers shall be trained in accordance with state requirements, samples shall be
administered so that minors may not consume them and access and egress to the sampling
area shall be monitored so that samples may only be consumed within the building area.
4. The license is conditioned upon compliance with any other recommendations made by the
police chief.
