HomeMy WebLinkAbout01 16 2018 Food Truck PresentationFOOD TRUCKS Prior Lake City Council Work Session January 16, 2018 WHY NOW Currently have one known food truck, Smashed Potatoes, operating independently in the city Boathouse Brothers Brewing opening soon and interested in food truck to complement their offerings El Jefe Mexican Cuisine at Prior Lake farmer’s market and wants to expand Be prepared for future requests Ensure the public health Know who is conducting business in our city 2 CURRENT CITY REGULATIONS Peddlers License. $55 per person, licensing person not the business Intended for door-to-door sales 3 STATE RULES In Scott County, food trucks are regulated by the Sate of Minnesota (Minnesota Department of Health) Plan review conducted and food license issued by the State All food storage and preparation must take place in unit or at a permanent approved food establishment. Food may not be stored or prepared in a private home. State defines three kinds of food trucks: 1.Mobile Food Unit: A food establishment that is a vehicle mounted unit, either: (1) motorized or trailered, operating no more than 21 days annually at any one place, or operating more than 21 days annually at any one place with the approval of the regulatory authority; or (2) operated in conjunction with a permanent state licensed business licensed at the site of the permanent business by the same individual or company, and readily movable, without disassembling, for transport to another location. 2.Seasonal Temporary Food Stand: A food establishment that is a food stand which is disassembled and moved from location and location, which operates no more than 21 days annually at any one location or may operate for more than 21 days annually at any one place with the approval of the regulatory authority. 3.Seasonal Permanent Food Stand: A food and beverage service establishment that is a permanent food service stand or building, but operates no more than 21 days annually. 4 OTHER CITIES EAGAN: Not allowed on public property (unless in a city park as part of event) EDEN PRAIRIE: Not allowed in commercial areas EDINA: Only allowed as part of a city approved event LAKEVILLE: Downtown district only MINNETONKA: Reduced annual food license fee to $250 in 2018 from $490 in 2017 SHAKOPEE: Only allowed in private driveways or in a private business’ parking lot TAKEAWAY: Every city regulates food trucks differently based upon the unique needs of the community 5 WHAT WE WANT TO KNOW Location Hours of operation Appropriate state licenses Water source Grey water and waste discharge plan Fire safety 6 CONSIDERATIONS Fees Private/Public property (city parks) Public right of way Community Events Farmers Markets Differentiate between vendors that prepare food on site (restaurant style) versus pre-packaged sales (chips, hot dogs, ice cream) 7 QUESTIONS FOR COUNCIL FEEDBACK Should staff develop an ordinance to regulate food trucks in Prior Lake? Should food trucks be restricted to private property or allowed on public property (parks) or in the public right of way? Should the days and times of operation be restricted? Should there be a fee for a food truck permit? If yes, annual or per day? How should staff deal with food trucks that participate in community events/farmers markets? Any thing else? 8
