History This project includes the conversion of the existing traffic signals at the following locations to include flashing yellow arrows: • CSAH 21 at Coachman/Jeffers • CSAH 21 at CSAH 82 • CSAH 21 at Fish Point Road • CSAH 42 at McKenna Road • CSAH 42 at CSAH 18 This project was originally anticipated to be completed in 2017 and was included in the City’s Capital Improvement Plan. The project was ultimately delayed by Scott County and is now proposed to be constructed in 2018. Current Circumstances Scott County is proceeding with completing the conversion of the signal systems identified above to include flashing yellow arrows. Flashing yellow arrow traffic signals feature a flashing yellow arrow in addition to the standard red, yellow and green arrows. When illuminated, the flashing yellow arrow allows waiting motorists to make a left-hand turn after yielding to oncoming traffic. Otherwise, the traffic signals will work the same as before. The County is the lead agency on this project and as such will prepare the construction plans, bid the project, and oversee the construction. The City will be responsible for a portion of the cost of the improvements as outlined in the proposed cooperative agreement. 2 Conclusion This project will help improve traffic flow at these intersections by allowing traffic to make left turns when there is no on-coming traffic. This is a benefit to the citizens of Prior Lake as well as regional users of the Scott County Highway system. Staff is recommending approval of this agreement. ISSUES: The cost split for this project is consistent with Scott County policy and existing agreements between the City and the County for the construction of traffic signals. The cost share is primarily based on the number of legs at the intersection that are under the jurisdiction of the County and the City. For example, the intersection of CSAH21 at Coachman/Jeffers. The north and south bound legs of that intersection are under the jurisdiction of Scott County and the east and west legs are under the jurisdiction of the City of Prior Lake. Therefore, the cost for the improvements at that location are split 50/50 between Scott County and Prior Lake. FINANCIAL IMPACT: This project was originally included in the 2017 Capital Improvement Plan at an estimated cost of $75,000 and was proposed to be funded through the general tax levy. However, since the County did not move forward with the project it was not included in the 2017 bond sale. This project has subsequently been moved to the 2018 Capital Improvement Plan. The revised cost estimate from Scott County is $85,875 for the City’s share of the project cost. This is proposed to be funded by the general tax levy and will be included in the City’s 2018 bond sale if necessary. ALTERNATIVES: 1. Approve a resolution authorizing the Mayor and City Manager to enter into a Cooperative Agreement with Scott County for cost sharing of the Flashing Yellow Arrow Project as part of the consent agenda. 2. Remove this item from consent for discussion RECOMMENDED MOTION: Alternative 1 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 18-___ A RESOLUTION AUTHORIZING THE MAYOR AND CITY MANAGER TO ENTER INTO A COOPERATIVE AGREEMENT WITH SCOTT COUNTY FOR THE INSTALLATION OF FLASHING YELLOW ARROWS AT CERTAIN LIGHTED INTERSECTIONS Motion By: Second By: WHEREAS, Scott County has identified five intersections within the City of Prior Lake to be included in the Flashing Yellow Arrow Project; and WHEREAS, the cost to complete this project is proposed to be partially funded by the City of Prior Lake; and WHEREAS, Scott County has prepared a Cooperative Agreement outlining the financial obligations of the City for this project. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The Mayor and City Manager are hereby authorized to enter into the Construction Cooperative Agreement with Scott County for cost sharing of the Flashing Yellow Arrow Project. 3. The funding for this project will be from the tax levy and will be included in the City’s 2018 bond sale if necessary.
