HomeMy WebLinkAbout5G Sand Point Beach Park Ponds Report Phone 952.447.9800 / Fax 952.447.4245 / www.cityofpriorlake.com 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: FEBRUARY 5, 2018 AGENDA #: 5G PREPARED BY: PETE YOUNG, WATER RESOURCES ENGINEER PRESENTED BY: PETE YOUNG AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION ACCEPTING BIDS AND AUTHORIZING THE EXECUTION OF THE CITY’S STANDARD CONSTRUCTION CONTRACT FOR THE SAND POINT BEACH PARK PONDS MAINTENANCE AND RETROFIT PROJECT DISCUSSION: Introduction The purpose of this agenda item is to seek City Council authorization to enter into the City’s standard construction contract for the Sand Point Beach Park Ponds Maintenance and Retrofit Project. History Each year the City Council adopts the Capital Improvement Program (CIP) which involves funding for various improvement projects. The CIP calls for stormwater pond maintenance and retrofits to ensure proper function of the City’s network of stormwater ponds. The Sand Point Beach Park Ponds Maintenance and Retrofit Project was identified within the CIP allocation. The existing ponds, adjacent to the Sand Point Beach Park parking lot, were constructed in 1984 to slow down the rate of runoff entering Lower Prior Lake. They were not originally intended to provide water quality treatment. Over the past 34 years, the ponds have filled with excess sediment from a 65-acre contributing drainage area, limiting their effectiveness. Major maintenance is needed to return the ponds to their original condition and restore their rate control capacity. Staff worked with the Prior Lake-Spring Lake Watershed District (PLSLWD) and identified the ponds as a water quality retrofit opportunity under the PLSLWD’s Lower Prior Lake Diagnostic Study and Implementation Plan (2013). The PLSLWD subsequently applied for and received state grant funding for completing projects identified in the Study, including the Sand Point Beach Park Ponds Maintenance and Retrofit Project. The PLSLWD, through a combination of their budget and grant funds, allocated approximately $130,000 to help complete enhanced water quality treatment as part of the project. Current Circumstances Sand Point Beach Park is one of our five popular Community Parks and one of our most visible amenities. Performing the needed maintenance, 2 while improving water quality using outside grant funding, represents a rare opportunity to treat runoff from a large drainage area and make a major impact on water quality for Lower Prior Lake. The project design includes both regular pond maintenance items and retrofit items targeting enhanced phosphorus removal. Regular pond maintenance items include sediment removal, stormwater structure replacement, pond expansion, and site restoration. Enhanced phosphorus treatment, funded by the PLSLWD, includes installation of an iron- enhanced sand filter (IESF). The City and PLSLWD previously worked together to successfully install a similar IESF at Fish Point Park to address excess phosphorus loading. Water discharging from the ponds enters a bay of Lower Prior Lake near the end of Shady Beach Trail NE. Based on past communications with local residents, this bay is shallow and experiences periodic algae blooms along with heavy aquatic vegetation growth. Phosphorus is a nutrient needed for plant growth, and when it is available in excess quantities in surface water, it can drive algae blooms. The proposed project directly addresses phosphorus loading, increasing the pond system’s annual phosphorus treatment capacity by 172% (15.4 lbs to 41.9 lbs). Treating this additional 26.5 lbs of phosphorus could potentially reduce algae in Lower Prior Lake by over 13,250 lbs each year. This number, based on the common approximation of 1 lb of phosphorus resulting in the potential growth of 500 lbs of algae in surface water, provides another way to help quantify the potential impact of the project. Plans and specifications (Attachment 1) were prepared by the City’s consulting engineer for this project and advertised for bid. On February 2, 2018, 6 bids were received and publicly opened and tallied as follows: Company Name Bid BKJ Land Company $298,485.10 GF Jedlicki, Inc. $383,431.50 Landwehr Construction, Inc. $397,740.70 New Look Contracting, Inc. $296,450.50 Peterson Companies $388,398.00 Valley Paving, Inc. $347,325.40 Conclusion Staff is recommending that the City Council accept the bids and award the project to New Look Contracting, Inc. and approve the resolution to authorize the execution of the City’s standard construction contract for this project (Attachment 2). The PLSLWD funding will be secured through agreement (Attachment 3). If approved, construction will commence in February 2018 with substantial completion by May 25, 2018. ISSUES: City staff worked with our engineering consultant to ensure the project design considers the future maintenance burden on Public Works staff. 3 Long-term maintenance costs must be a primary consideration when designing stormwater infrastructure systems. Maintenance during the establishment phase must also be considered. The PLSLWD has agreed to maintain the IESF during the establishment phase (first two years af ter project completion). Regular maintenance will be simple, consisting of periodic rough mowing of pond side slopes and maintenance of the IESF surface. On December 11, 2017, seven 5th graders from Sage Academy Prior Lake Savage Area Schools and St. Michaels Catholic School who are part of the Circuit Surge robotics team presented information in support of this project to the City Council during the Public Forum. Staff will provide updates to the team regarding this project, including potential learning and volunteer opportunities at the site during and after construction. The City has an obligation to protect and improve the water quality of our water resources. We are under a State mandate to maintain our Municipal Separate Storm Sewer System (MS4). Allocating resources to complete this type of MS4 maintenance project shows a commitment to an important part of our overall stormwater program. FINANCIAL IMPACT: The City’s CIP reserves $300,000 in 2017-2018 for stormwater pond maintenance and retrofit implementation. Within this allocation, the Sand Point Beach Park Ponds Maintenance and Retrofit Project was identified. Funding for this project will be taken from Account # 602-49420.00- 55530.00. The PLSLWD will provide up to $130,000 to fund enhanced water quality elements of the project through a funding agreement, resulting in a cost of $166,450.50 to the City based on bids received. ALTERNATIVES: 1. Motion and a second as part of the consent agenda to approve the resolution which authorizes the Mayor and City Manager to execute the City’s standard construction contract with New Look Contracting, Inc. for the Sand Point Beach Park Ponds Maintenance and Retrofit Project. 2. Motion and a second to remove this item from the consent agenda for additional discussion. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The Mayor and City Manager are authorized to execute a funding agreement with PLSLWD. 3. The Mayor and City Manager are authorized to execute the City’s Standardized Construction Contract with New Look Contracting, Inc. for an amount of $296,450.50. 4. Expenditures for these services will be drawn from Account # 602-49420.00-55530.00. 5. The 2018 Storm Water Fund budget will be amended to reflect the funding from the Watershed District (account #602-49420.00-33633.00) and the amount of the contract award for this project (account 602- 49420.00-55530.00). 6. Funding will be provided by the respective Fund reserves and project partner contribution.
