REGULAR CITY COUNCIL MEETING MINUTES
February 20, 2018
CALL TO ORDER
Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors McGuire,
Thompson and Burkart, City Manager Boyles, City Attorney Schwarzhoff, Finance Director
Erickson, Police Chief Elliott, Fire Chief Steinhaus, Planner Matzke, Public Works Director Wedel,
Assistant City Engineer Monserud, Water Resources Engineer Young and Executive Assistant
Schroeder. Councilor Braid was absent.
PUBLIC FORUM
Mayor Briggs reviewed the process for the public forum and explained that items scheduled for
public hearing or items for which a public hearing has been held but no final action taken, are not
eligible for discussion on the public forum.
Lord of the Gears Robotics Team: Explained they are doing a Rain It In project. Suggested the
world is at risk of running out of clean water due to water waste. Stated collecting rain water in
barrels and treating it to be used for these tasks can help solve the problem. Explained that they
hosted a fund raiser to raise money for rain barrels to be handed out at the Prior Lake Spring
Lake Clean Water Clean Up event; the most common rain barrel costs between $120 to $160 with
an average payback in five years. Asked for the councils help to promote rain barrels and infor-
mation in our community.
McGuire: Stated this was an excellent presentation.
Briggs: Asked if they had a request for the council or wanted to raise awareness.
Lord: Responded they are raising awareness and promoting the Rain It In project to collect rain
water.

Planner Matzke presented on this agenda report dated February 20, 2018.
Briggs: Asked if this went before the Planning Commission and if they had an opinion.
Matzke: Responded this type of item normally does not go to the Planning Commission unless it
has a critical issue and this did not.

Briggs: Stated there was a joint meeting for the Savage Chamber of Commerce and Prior Lake
Chamber of Commerce to discuss the work on County Road 42 and Highway 13 where a num-
ber of items were discussed. Noted for Prior Lake there were a couple of questions that came
forward regarding the closure of Commerce Avenue NE at County Road 42. Requested Wedel
to comment on the email that came in regarding this topic. Explained WCCO was taking votes
for the best snowmobile club in MN and the Prior Lake Snowmobile Association has been an-
nounced the winner.
