MEETING MINUTES – February 22, 2018
1. Call to Order
The meeting was called to order at 7:41 a.m. in the Wagon Bridge Conference Room at Prior Lake City Hall.
Members present: Kim Prchal, Wade Larson, Tim Marco, and Thane Tande. Staff present: Casey McCabe and
Amanda Schwabe.
2. Approval of Meeting Minutes a. January 25, 2018
MOTION BY LARSON and SECOND BY TANDE to approve the January 25, 2018 meeting minutes. Motion
adopted unanimously.
3. Old Business a. None.
4. New Business a. Marketing/Communication Materials
MCCABE reviewed information presented at the joint EDA/BEC meeting on February 12th. Discussion
followed regarding the type and format for future City of Prior Lake marketing materials. Members
suggested including information for residents, businesses, visitors and recreation in a website format.
Members discussed partnership opportunities with other groups, including but not limited to SCALE, Scott
County CDA – First Stop Shop, MNCAPS.
Staff offered to speak with the communications subcommittee and applicable staff regarding updating the
existing site. Members suggested Staff contact the City of Alexandria for information related to costs,
maintenance, etc. for their website (livingalexarea.org). Staff will bring additional information to the March
meeting.
b. Construction Impact Planning
Schwabe provided an overview of discussion from the joint EDA/BEC meeting on February 12th.
PRCHAL suggested a subcommittee be created like the committee assembled for the Super Bowl to
culminate ideas.
LARSON suggested an increased amount of detour signage during construction periods.
MCCABE stated construction season is May – October. Work on TH13 south of Duluth Ave will begin in
2018. Construction from Duluth Ave to CR21 along TH13 and roundabouts will occur in 2019. He stated
that the final schedule for the 2019 road projects is not complete; however, it is anticipated to be available
by summer 2018.

MCCABE provided brief overview of the February 12th EDA meeting. b. Residential and Commercial Activity Update
BEC members received a copy of the residential and commercial activity update as of January 31, 2018.

The next regular meeting of the BEC will be on Thursday, March 22, 2018 at 7:30 a.m.

DISCUSSION: Introduction
The purpose of this agenda item is to continue discussion about updating the Prior Lake Community
Profile and/or the creation of other City of Prior Lake economic development related marketing/com-
munication materials.
History
The BEC has created and updated a City of Prior Lake Community Profile brochure multiple times;
most recently as an electronic brochure in August 2016. At the February 12th joint BEC/EDA meeting
EDA directed Staff and BEC to review the Community Profile and offer suggestions regarding up-
dating that piece and to develop ideas for new materials aimed at existing business owners, pro-
spective investors and visitors. At the February 22nd BEC meeting, the BEC discussed the existing
Community Profile piece and shared information from other communities online economic develop-
ment materials.
The 2018 Goals for the BEC related to marketing include:
Utilize the Outreach and Marketing subcommittee to promote the business climate while
collaborating with businesses and business organizations in Prior Lake with the use of tech-
nology and social media.
Work with the EDA and commercial liaisons to establish a website and social media strat-
egy dedicated to promotion of economic development successes and opportunities in Prior
Lake.
Current Circumstance
Following the February BEC meeting, Staff had conversations with the Scott County CDA - First
Stop Shop (FSS), MNCAPS, and the Alexandria Area Economic Development Commission
(AAEDC). The FSS shared that they are going away from printed materials as the inquiries they
receive typically request information in an electronic format. The MNCAPS coordinator expressed
interested in a potential Fall 2018 student project to develop marketing and communication materials
to assist in attracting new commercial development to Prior Lake.
Approximately two years ago, the AAEDC developed their current website in house. They also use
existing staff to maintain all the online content. Recently, they moved the hosting of the website to
an outside vendor who completes the background maintenance. Unlike the City of Prior Lake EDA,
the AAEDC is separate from the City of Alexandria. As a result, they had multiple organizations to
work with to create a cohesive marketing strategy without relying on one specific organization to
develop all the materials to attract and retain businesses as well as visitors. Those partnerships
include but are not limited to: The City of Alexandria, Alexandria Convention and Visitors Bureau,
Alexandria Chamber of Commerce and the local technical college. This strategy allowed each or-
ganization to highlight their area of expertise in a complimentary online and printed format.

Conclusion
After Staff conversations with the FSS and the AAEDC as well as review of other communities’
economic development online content, Staff has concluded that most often separate economic de-
velopment related websites are hosted by regional entities, rather than each individual community.
At this time, consideration should be given as to whether the BEC prefers a separate economic
development focused website or if expanding our current economic development information on the
City of Prior Lake website would be appropriate.
FINANCIAL IMPACT: Potential costs related to designing and maintaining a separate economic development website as
well as costs related to designing, printing and updating other printed or electronic marketing/com-
munication materials.
