Explore ways to encourage downtown as a vibrant destination. a. Review zoning ordinances to evaluate infill development policies to incorporate compatibility standards for new construction and redevelopment. Short Community Development b. Develop events and activities that attract residents and visitors to downtown. Mid Recreation 7 Goal Areas •Goal 1 : High-Value City Services •Goal 2 : Desirable and Sustainable Development •Goal 3 : Transportation and Mobility •Goal 4 : Environmental Stewardship and Recreation •Goal 5 : Public Safety 8 Goal 1: High-Value City Services Objectives: 1.Establish financial sustainability for all funds. 2.Devise a comprehensive funding strategy for capital needs. 3.Grow partnerships to provide efficient and cost-effective services to the community. 4.Ensure sufficient resources and staffing to meet service demand. 5.Recruit and retain a high caliber workforce to ensure ongoing high-quality services. 6.Seek community engagement through a variety of communication methods to reach all residents. 9 Goal 2: Desirable and Sustainable Development Objectives: 1.Intentional land use planning that balances commercial and residential development for an expanded and diverse tax base. 2.Preserve and enhance Prior Lake’s small-town feel. 3.Explore ways to encourage downtown as a vibrant destination. 4.Encourage development and preservation of quality life-cycle residential housing options. 5.Create beautiful public spaces and transportation corridors to bring people together and foster a sense of place. 10 Goal 3:Transportation and Mobility Objectives: 1.Maintain quality local street system based on a financially stable plan that meets Overall Condition Index (OCI) targets. 2.Integrate trails for connectivity to neighborhoods and city and regional assets. 3.Support transportation designs that ensure pedestrian mobility and multi-modal transportation options. 4.Focus on key corridors that take advantage of partnerships with state and county projects. 5.Promote neighborhood connectivity and safety through development and street reconstruction projects. 11 Goal 4:Environmental Stewardship and Recreation Objectives: 1.Balance growth and development with the community’s desire for preserving open space. 2.Protect the integrity of surface water resources in Prior Lake. 3.Employ emerging technologies to preserve and protect our natural resources. 4.Develop recreation opportunities and park amenities for all stages of life and interests as well as provide public spaces and amenities that connect the community to our natural environment. 5.Provide high-quality drinking water for the community and protect drinking water sources. 12 Goal 5:Public Safety Objectives: 1.Enhance partnerships with community and public safety entities. 2.Become educated about the Six Pillars of 21st Century Policing. 3.Facilitate the safe movement of people and vehicles. 4.Identify problems that could become intrusions to the community through code enforcement. 5.Ensure a safe and quality built environment. 13 Questions •Agree with the vision? •Goal areas represent the input of the community survey, residents, departments and councilors? •Concur with the objectives prepared so far? •Should goals and objectives align with the proposed budget and CIP? •Who is accountable for implementing the plan? 14
