Meeting Minutes
February 15, 2018
I. Call to order
Sarah called to order the regular meeting of the Citizen Engagement Committee at 4:30
p.m. on February 15, 2018 at city hall.
Present: Brandy Blanch, Alexandra Matjya, William Kallberg, Marcia Diers, Sarah
Watters, Dave Elbon,
Absent: Jessica Weber (excused), Eileen Newsome (excused) Kim Churchill (excused),
Annette Thompson (excused), Lori Olson (excused)
Guest: Amanda Schwabe, Planner
II. Minutes were approved, motion by Marcia, second by Bill
III. Sign up for Newswire and FB
Sarah talked with three people and got one to sign up.
Marcia talked with about 10 people and got one to sign up, also put it on Nextdoor.
Alexandra talked with a few and told them to sign up.
Brandy talked with a few and put it on FB.
Bill mentioned he wasn’t sure where to tell people to sign up on the website.
Dave says there is a “Notify Me” link at the top of the page as well as “E-news” sign up
links on the Newsletter page, under the residents tab in communications, on the
Communications page and under the “I Want To” tab.
IV. Teen/Youth Representative on CEC
Sarah and Dave said this is being reviewed by the attorney and the bylaws should be
finalized in the end of February. This will be revisited at our March meeting.
Sarah stressed the importance of having a fair process that would be open to everyone.
V. June Town Hall
Sarah reviewed the different ways we could do a virtual Town Hall.
Dave talked a little about Civic Engagement platforms and how they work, specifically
Scott County’s Peak Democracy/Open Gov. Dave asked the committee to look at how
Scott County used it for the 13/21 public input process. Dave sent out a link the next
day. Dave is researching different companies to see what is available and pricing.
Sarah suggested it should be a multi-prong approach to reach a wider variety of
residents.
Marcia asked do we know how many home businesses are in Prior Lake and how do
they affect physical businesses.
Sarah asked if we know the breakdown of commercial, retail, etc.
Marcia asked how do the businesses affect the tax base in Prior Lake.
Dave mentioned the Businesses Pages newsletter sent by Amanda did a nice job of
summarizing recent developments.
Bill wonders if people see an email from Amanda would they open it not knowing who
she is. Another good reason to start using Constant Contact.
Bill asked about working with the new Celebrate Prior Lake since it does a nice job of
highlighting downtown businesses.
VI. Communication Priorities
Dave talked about the importance of getting the word out about upcoming road
construction projects. Talked about the streets map on our website that shows current
and future projects.
VII. New Business
Marcia talked about her idea of an historical project telling the story of Prior Lake.
She is not asking this committee to take this on as a project but she was looking for
feedback and to help get the word out.
She summarized the project in a one-page document that can be found in our folder in
the document center.
Dave suggested even doing video interviews as part of the research. Getting stories
from long-time residents such as Ed Spieker could be very valuble.
VIII. Adjourn
Sarah adjourned the meeting at 5:40 p.m.

Homework: Invite at least two people to the Mayor’s Town Hall March 15
