Call to order Sarah called to order the regular meeting of the Citizen Engagement Committee at 4:30 p.m. on March 15, 2018 at City Hall. Present: Brandy Blanch, Alexandra Matjya, William Kallberg, Marcia Diers, Sarah Watters, Jessica Weber, Eileen Newsome, Kim Churchill, Annette Thompson, Lori Olson Absent: Dave Elbon (excused) Guest: Jason Wedel, Public Works Director/City Engineer II. Minutes were approved unanimously III. CEC Homework Follow-Up Committee members were asked to (1) invite at least 2 people to the Mayor’s Town Hall in April and (2) review Speak Up and Peak Democracy citizen engagement tools. Lori updated the group that the city had met with the Speak Up vendor to gather more information on the cost and functionality of the system. The city should get a proposal this spring. Lori also informed that the city is going to try a new template for Newswire through “Constant Contact” which makes the format and ability to send mass emails much easier. IV. Upcoming Road Projects Update Jason Wedel, the city’s Public Works Director/City Engineer attended the meeting to provide an update of the major road projects coming up in 2018 and 2019. The CEC had requested more information on this. Jason reviewed the 2018 projects, including CR42/TH13 and the Duluth Avenue/TH13 projects, both of which are partnerships with other entities. Jason also reviewed the primary road reconstruction projects for the city. Jason then previewed the major project for 2019 – the CR21/TH13 project through downtown Prior Lake. Jason highlighted the street project interactive map on the city’s website. Some suggestions were offered by committee members on how the city can best inform the public of these projects, especially around detours and re-routing traffic. Lori and Jason stressed to the group that as things ramp up the city needs their ‘eyes and ears’ open to let the city know how we are communicating. Suggestions included signage at the sites to update drivers and asking the Prior Lake American to provide a weekly road project update in their newspaper. The communication around these major street projects will be an ongoing topic for the CEC. V. Youth Representative Update Lori updated the group that the City Council would be considering approval of amended bylaws to include youth representation on the CEC at the March 19, 2018 council meeting. VI. This Month’s Communication Priorities No update or discussion on this item. VII. Other Business Lori asked the committee if they would be amenable to changing the date of the May CEC meeting, and the committee said they were. The May CEC meeting is moved up one week to Thursday, May 10 to accommodate the schedule for the park system master plan request for proposals. The committee will be asked to comment on the citizen engagement portion of the recommended proposal. VIII. Adjourn Sarah adjourned the meeting at 5:32 p.m. Note: hard stop at 5:30 p.m. to accommodate Town Hall. Next Meeting: April 19, 4:30 p.m. at City Hall. Homework: No homework assigned.
