INTRODUCTION: A. Police Department Body Worn Camera Program Update
The purpose of this agenda item is to update the council on the
implementation of the Body Worn Cameras (BWC) and Squad Mounted
Cameras (SMC) Program.
The Prior Lake Police Department purchased a combined body worn
camera and squad mounted camera program in late 2017, following a
public hearing process and city council approval. The program has been
under way for about 4 months now and is mostly operational. Since this
is a new program, the police chief felt the city council may want an update
of the program and demonstration of the equipment.
The police department issued BWC’s to all officers in December and
began training. In January we went live with the program. In March we
started installing the SMC’s in the squads and have 8 of the 11 squads
outfitted. The last 3 squads will receive cameras as they are replaced this
spring.
The cameras have been working well and we are adjusting to them and
the operational differences of handling the evidence. The county
attorney’s office has been very supportive and appreciate the increased
evidence the cameras provide as well as the ease of information sharing
the cloud storage provides.
The police chief will show a few videos, so the council can get an idea of
the view from the cameras and will answer any questions.

B. Joint Meeting with EDA
EDA members will be in attendance for a joint meeting with the City
Council. The EDA will provide a brief update on recent activities of the
committee, as detailed in the attached annual report, as well as discuss
opportunities to identify a sustainable funding source for economic
development initiatives.
In recent years, the EDA has had chances to acquire downtown
properties, including the single-family property across from Sul Lago, the
Professional Building and the former ReMax building, but did not have the
funds available or the ability to respond quickly to the opportunity.
In addition to property acquisition, the EDA would like to pursue other
economic development initiatives, including storefront rehabilitation
matching grants, investing in directional and promotional business
signage, providing development and redevelopment loans and incentives
and attracting new businesses to the community through marketing
efforts.
The EDA would like to be nimble when opportunities arise and additional
funding to the EDA is required to allow the EDA to achieve these
objectives.
The EDA has also spent a significant amount of their time discussing the
upcoming street projects in our community. The EDA and the City Council
wish to be proactive and assist our businesses before, during and after
construction activities.

C. Paddle Pub Discussion
If time is available the staff would like feedback on this topic. The City has
received an inquiry related to a “Paddle Pub.” The interested party has
indicated the Paddle Pub would provide tours of Prior Lake on a pontoon
boat. The boat would hold 8-10 people and be operated by a captain.
Customers could bring alcohol to consume on the boat, but alcohol would
not be sold or provided by the business. However, to allow customers to
bring their own alcohol onto the boat, the business would need to obtain a
consumption and display permit.
There are several practical and legal considerations regarding this type of
business that Council should be aware of.
If time allows, City Attorney Schwarzhoff and Community Development
Director McCabe would appreciate council discussion and direction
related to the Paddle Pub proposal.
City Attorney Schwarzhoff will be providing the Council with additional
information related to this request in a separate communication.

The business of the Economic Development Authority shall include but not be limited to promoting
growth, development and redevelopment of retail, commercial and industrial properties in Prior Lake;
diversifying the City’s tax base; providing tools and incentives to achieve the Economic and Community
Development Vision Element in the City‘s 2040 Vision and Strategic Plan; and providing an incubator
to generate ideas and initiatives to support economic growth and vitality.
