HomeMy WebLinkAbout8A Boudin and TH13 Signal Improvements Report Phone 952.447.9800 / Fax 952.447.4245 / www.cityofpriorlake.com 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: MAY 7, 2018 AGENDA #: 8A PREPARED BY: JASON WEDEL, PUBLIC WORKS DIRECTOR/CITY ENGINEER PRESENTED BY: JASON WEDEL AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING STAFF TO COMPLETE CONSTRUCTION PLANS FOR THE BOUDIN STREET/TH13 SIGNAL IMPROVEMENTS AND OBTAIN A QUOTE FROM SCOTT COUNTY TO INCLUDE THE CONSTRUCTION WITH THE CSAH42 IMPROVEMENTS DISCUSSION: Introduction With the upcoming closure of Commerce Avenue at CSAH 42 it is anticipated that the volume of traffic utilizing the Boudin Street/TH13 intersection will increase. As such, it is important to modify the existing signal system at that location to provide a dedicated left turn arrow. The dedicated left turn arrow will facilitate more vehicles making that turning movement per signal cycle. This will be important for mitigating the additional traffic flow associated with the revised Commerce Avenue configuration. City staff is moving forward with construction plans to modify the Boudin Street/TH13 signal system which adds a dedicated left turn arrow. The City Council is being asked to consider approval of the proposed project and expenditure of City funds to complete the construction work. History The current configuration of the intersection of Boudin Street and TH 13 includes a left, thru, and right turn lane. Despite having a dedicated left turn lane, there is not a dedicated left turn arrow as part of the signal system. Vehicles wishing to turn left have a permissive green light which requires them to wait for openings in the on-coming traffic to make a left turn movement. The left turn lane is approximately 100-feet in length which only provides enough storage for five vehicles. During a.m. and p.m. peak traffic, it is an issue getting all the left turning vehicles through the intersection during a single cycle of the signal. Included as part of the current CSAH 42/TH13 reconstruction project is the closure of the Commerce Avenue connection at CSAH 42. A new cul-de-sac will be constructed in its place. Traffic accessing Prior Lake businesses located in the southwest corner of this intersection will have an increased reliance on the intersection of Boudin/TH13. It is therefore important to make modifications to the existing signal system to improve the function of the intersection to the extent practicable. Current Circumstances The proposed Commerce Avenue closure was the primary motivation for evaluating what improvements could be made at the Boudin Street/TH13 intersection. However, within the last several weeks the County has informed the City that the construction staging plan has been modified to include two full closures of CSAH 42 to ensure that most of the construction work is completed in 2018. The closures will be between TH 13 and Quebec Avenue as well as between Rutgers Avenue and TH13. These closures will increase the volume of traffic using the Boudin Street/TH13 intersection, increasing the need to make improvements to the signal system as quickly as possible. ISSUES: The burden to make the improvements to the existing signal system has fallen completely on the City of Prior Lake. This is largely due to the limited queuing area on the Prior Lake side of the intersection. The City did reach out to MnDOT, Scott County and the City of Savage to see if any of these government entities would be willing to participate in the proposed improvements, but none of them has offered to help. MnDOT owns the north and south legs of the intersection and as such they have stated that they do not have any issues with the functionality of the signal’s current configuration for traffic flow on TH13 and therefore would not be interested in participating. However, they did state that they would not oppose the addition of a left turn arrow for Boudin Street. The City of Savage owns the South Park Drive leg of the intersection. Similar to MnDOT, the City stated they do not have any issues with the functionality of the signal’s current configuration and they also have multiple alternatives for accessing their businesses and therefore are not interested in participating in the project. Scott County stated that the Boudin Street/TH13 signal is not within their jurisdiction, so they are not willing to participate with the project. However, the County did offer to utilize their contract for the CSAH 42 project and add the signal modifications at Boudin Street as a change order to their project. The CSAH 42 project includes the construction of several signal systems, so their contract includes many of the necessary bid items for this signal work. This will save the City time and money by avoiding having to complete a standalone construction bid package and obtaining bids as a separate project. FINANCIAL IMPACT: The estimated cost to complete the signal modifications is $60,000. This includes construction costs of $48,000 and soft costs (legal, engineering, and administration) of $12,000. The proposed funding sources are to either use City State Aid Funds or to include the cost in our 2018 bond issuance and pay for it through the general tax levy. If the City Council authorizes staff to move forward with these improvements, the next step would be for the City to provide construction plans for the proposed improvements to Scott County. The County will then use those plans to obtain a quote from their CSAH 42 contractor for the work. The quote will then be brought back to the City Council for final authorization to proceed. The decision on how to fund the improvements would need to be made at that time. ALTERNATIVES: 1. Motion and second to approve a Resolution authorizing City Staff to complete the construction plans to add a dedicated left turn arrow to the Boudin Street/TH13 signal and obtain a quote from Scott County to include the construction of the signal improvements with the CSAH42 project. 2. Deny this item for a specific reason and provide staff with direction. 3. Table this item until some date in the future. RECOMMENDED MOTION: Alternative #1 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 18-___ A RESOLUTION AUTHORIZING STAFF TO COMPLETE CONSTRUCTION PLANS FOR THE BOUDIN STREET/TH13 SIGNAL IMPROVEMENTS AND OBTAIN A QUOTE FROM SCOTT COUNTY TO INCLUDE THE CONSTRUCTION WITH THE CSAH 42 IMPROVEMENTS Motion By: Second By: WHEREAS, The City of Prior Lake has identified the signal system at the intersection of Boudin Street/TH13 to be included in a project to add a dedicated left turn arrow; and WHEREAS, the cost to complete this project is proposed to be funded entirely by the City of Prior Lake; and WHEREAS, Scott County has agreed to include the proposed improvements as a change order to their existing CSAH 42 project and invoice the City the cost of the improvements. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. City Staff are hereby authorized to complete the construction plans for the signal improvements and obtain a quote from Scott County to include the construction of the signal improvements with the CSAH 42 project. 3. The construction cost of the signal improvements is anticipated to be no more than $60,000 and the staff is directed to return to the city council to consider a contract for the completion of this work.
