HomeMy WebLinkAbout5G ADA Transition Plan Report Phone 952.447.9800 / Fax 952.447.4245 / www.cityofpriorlake.com 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: MAY 21, 2018 AGENDA #: 5G PREPARED BY: JASON WEDEL, PUBLIC WORKS DIRECTOR/CITY ENGINEER PRESENTED BY: JASON WEDEL AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION ADOPTING THE AMERICANS WITH DISABILITIES ACT (ADA) TRANSITION PLAN FOR THE CITY OF PRIOR LAKE DISCUSSION: Introduction The City of Prior Lake is required, under Title II of the Americans with Disabilities Act (ADA) to perform a self-evaluation of its current transportation infrastructure policies, practices, and programs. This self- evaluation identified what policies and practices impact accessibility and examined how the City implements these policies. The purpose of this agenda report is to consider adoption of the ADA Transition Plan for the City of Prior Lake. History On September 18, 2017 City Council approved the selection of Stonebrooke Engineering to complete a comprehensive ADA Transition Plan. The city is required to have an ADA Transition plan under the law. The City had started assembling inventory of all existing facilities to which a transition plan would apply utilizing the City’s GIS mapping and aerial photos and has been working with Stonebrooke Engineering to provide a complete inventory of the City’s facilities. As part of the ADA Transition Plan, a requirement was to present the plan at a public meeting. The plan was therefore presented at the regular City Council meeting on April 2, 2018. Feedback provided by the City Council has since been incorporated into the final plan. Current Circumstances The purpose of the study was to develop a Citywide ADA Transition Plan to incorporate all necessary elements required to ensure compliance with current ADA regulations. All facilities were studied so that the City can identify existing obstacles and barriers with City road rights-of-way and can develop a plan for necessary upgrades. The plan has since been updated based on the feedback received at the public presentation. The next step is to formally adopt the plan. 2 Conclusion All of the required steps necessary, as outlined per ADA regulations, for preparation of an ADA Transition Plan are now complete. It is therefore appropriate for the City Council to consider formal adoption of the plan. ISSUES: This is the final step in formal adoption of the ADA Transition Plan. No issues were raised by the public during the public hearing. FINANCIAL IMPACT: The proposed improvements identified in the ADA Transition Plan are proposed to be implemented as part of the City’s annual street reconstruction and mill & overlay programs. Consistent with current practice, as streets are reconstructed or receive a mill & overlay ADA improvements will be included to bring the City’s pedestrian facilities into compliance with ADA requirements. The cost for these improvements are incorporated into the total project cost and budgeted for accordingly. ALTERNATIVES: 1. Motion and second to adopt the resolution approving adoption of the ADA Transition Plan. 2. Motion and second to remove this item from the consent agenda for additional discussion. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1.The recitals set forth above are incorporated herein. 2.The City Council hereby adopts the ADA Transition Plan dated April 2, 2018. Passed and adopted by the Prior Lake City Council this 21st day of May 2018.
