MINUTES
JULY 13, 1998
The Parks Advisory Committee meeting was called to order by Ron Ceminsky at 6:34 p.m. on Monday, July 13, 1998.
Members present were Ron Ceminsky, Thea Fluhrer, Bob Rykken and Tom Schutz. Pat Heaney, Kathy Smith and Tom
Reddinger were absent. Council representative Jim Petersen was present. Staff members present were Paul Hokeness, Director
of Parks and Recreation, Chris Esser, Recreation Supervisor and Nancy McGill, Parks and Recreation Secretary.
TOM SCHUTZ MADE A MOTION TO TABLE THE MONDAY, JUNE 8, 1998 MINUTES. THEA FLUHRER
SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY.
THE MINUTES FROM THE MAY 11, 1998 MEETING ALSO HAVE BEEN TABLED.
Ron asked for the Staff Reports.
Paul's staff reports:
Conceptual Plans for Lakefront Park Multi-Purpose Building - Two conceptual plans were given to the Committee to review.
Paul recommends to enlarge space to 30' x 50'. Ron Ceminsky and Tom Schutz questioned the rustic design; felt it should be
a more upscale and modem structure. Paul reminded them that we had discussed this issue in our community meetings and that
the buildings need to fit well in the natural park setting. We can make them good functional buildings that are still very nice.
Approximately $350,000-$400,000 has been budgeted for the building project. Lakefront Projects will start this fall. Brauer &
- A..ssociates will also design the amphitheater but the Prior Lake Players and the Windjammers will be included in the design
process.
Lakefront Park may have to be closed for the 1998-99 winter season. There was some discussion on putting up temporary
boards and warming house. Tom Schutz proposed the possibility of putting a temporary sheet of ice at the Pond's in the
parking lot area for this season.
Residents will need to be informed of the Lakefront Park construction. We may need to utilize other communities facilities if
we don't open Lakefront. We are meeting with the soccer people on Friday to discuss alternative soccer locations.
Library/Resource Center - Authorization for bid advertisement will be on the City Council Agenda on July 20th. The City
Council found it unnecessary to have a Construction Manager. By using local company's to do the excavating and grading
work, we anticipate saving a substantial amount of money. We will also be eligible for a sales tax exemption and will bid the
project accordingly.
The ground breaking is scheduled for late August or early September.
Land Acquisition Update - There has been no response from the Menden's to the letter sent to them. Some discussion
followed.
TOM SCHUTZ MADE A MOTION TO CALL A JOINT MEETING WITH THE CITY COUNCIL TO DISCUSS LAND
ACQUISITION. BOB RYKKEN SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY.
_ Paul said that he would talk to Frank regarding the best time to conduct this meeting.

-~ Dond's Update - The trails and parking lot have been based. The irrigation lines will be installed in the football and soccer
.ields this summer. We will do this work in-house. When the system was installed, we designed it so we could do this at a later
date.
Chris's staff report:
Summer Program Update - The "Playground Roar" is the new newsletter distributed each session this summer to inform
participants of various upcoming events as well as pictures of previous events that the children have participated in. We have
received lots of positive feedback. We have a great staff this year. The Special Events have been popular and well attended.
Swimming lessons start this week and the final session of Tennis lessons. 130 children participated in the Fire and Rescue
Safety C~mp and was once again a success.
Park Patrol Officer Update - Two officers have been hired this year, Heather Kuchinka and Mike Buetow. There has been
some vandalism at Sand Point Beach. We will be staking out the park this week.
Dance Director - The position has been posted and the deadline has been extended to Friday, July 17th. We hope to have the
position filled by the first of August.
Lakefront Days Update - Lakefront Days will be held with activities planned from Wednesday, July 29th through Sunday,
August 2nd. The Ice Cream Social and Windjammers concert will be held on Thursday, Prior Lake Golf Open on Friday as
well a hog roast, dance, and car show. The Lakefront Pacer will be held on Saturday rnorning. Other activities include a
parade, bingo tent, and teen activities. A dance will be held on Saturday evening. Sunday includes softball tournaments at the
Pond's - Mangan Fields. We will need a schedule of volunteers to work at the City Store and the Information Booth.

Tom Schutz questioned the concession stand at the Pond's and indicated that he noticed it wasn't always open. Chris said that
he has spoken to Pam Whitemore about this situation. Paul indicated that we originally had a contract with P.L.A.Y. to operate
the concession stand with any profits made going back into the park system.
Chris indicated that we will be hosting two softbalI tournaments. The ASA (District 4 - Men's C) on August 14 - 16th and the
USSA on August 28-30th. There will be a gate fee charged and would like to use the revenue for new netting at the Pond's.
Thea Fluhrer suggested that local restaurants be informed of the tournament dates and Jim Peterson suggested a welcome sign
for the two groups.
Ron asked for New Business.
No New Business.
TOM SCHUTZ MADE A MOTION TO ADJOURN THE MEETING. BOB RYKKEN SECONDED THE MOTION.
MOTION CARRIED UNANIMOUSLY.
The meeting was adjourned at 8:56 p.m.
The next meeting will be held on Monday, August 10, 1998 at 6:30 p.m. at the Prior Lake Maintenance Center.
