HomeMy WebLinkAbout05 10 2018 Minutes CEC Committee Meeting Minutes 5/ 10/ 2018 Present : Sarah Watters, Kim Churchill , Alexandra Matyja , Eileen Newsome , Lori Olson , Dave Elbon , Jason Wedel , Marcia Diers, Annette Thompson , Jessica Weber Excused : Brandy Blanch , Bill Kallberg Next Meeting . June 21 , 4 : 30 p . m . , City Hall I Welcome We were all welcomed by Lori II Approval of April Minutes Amended to say April instead of March Motion : Eileen Second : Kim III . Parks System Master Plan Jason gave a brief presentation on the Request for Proposal and the process . There will be more negotiating . Four RFP went out and two were returned . Staff felt one was incomplete . After reviewing the RFP, staff would like feedback on four questions . 1 . Are the steps adequate ? Eileen asked if this format or process is normal for other parks and recreation departments around the metro . Jason answered yes . Sarah asked if they included a list of experiences, including watershed . 2 . Are we missing any stakeholders ? Sarah asked if seniors 55 + were considered . Annette was wondering if Scott Co . will be included and Jason said yes, especially because of the regional parks when it comes to the regional trail system to minimize trail gaps . Generally, everyone in the committee feels all groups are covered one way or another . Lori suggested clubs ( Rotary ) included for possible funding . Eileen asked what is a " more equity based plan " ? Jason replied that we want to make sure we are going out to the community to places like Farmer' s Market . i Lori mentioned to be sure to include minorities and special needs community members . 3 . Anything we need to add for reaching all stakeholders ? Kim felt open houses are not very well attended with agreement from other members . While six open houses appeared to be a good number for pop - up meetings, everyone agreed there should be at least one open house . CEC Committee Meeting Minutes , 5/ 10/2018 Page 2 Lori reminded everyone that this is a 20 -year plan , not an implementation . i 4 . Steering Committee . Mandatory and who participates ? Sarah felt we need people who don ' t already have input such as planning commission members . Annette said we need residents, she mentioned that the last park that was developed included neighborhood residents and that they loved the process . Sarah said we for sure need P . L . A . Y involved . Kim suggested go to organizations like Rotary, Lions and High School and ask them to select some possible members for us . Sarah suggested we could pick five members and solicit five members . Jessica mentioned using previous Parks Advisory members . Jason said Greg is very excited about the City having a comprehensive guide to developing future parks as well as repurposing current parks . Iv . Neighborhood Park Parties Angie Barstad , Parks and Recreation Manager, gave a brief history . One of the goals of the Park parties is to get staff out in the public eye . The other is to get feedback from the different neighborhoods . Different Parks are selected every year . Lori asks everyone to choose a park party to attend . Alexandra suggested a small card to pass out on how residents could get in contact with the city . v . Comments from Homework : CEC Revised Bylaws Eileen questioned the number of committee members . Can students stay on the committee after they graduate ? 402 . Can members transact without a quorum ? Committee Homework : Sign up for one neighborhood park party
