CITY COUNCIL WORK SESSION REPORT

AGENDA ITEM: COUNTY ROAD 21 DOWNTOWN CHARACTER REVIEW WITH
BOLTON & MENK, CIP, EMERGING ISSUES
INTRODUCTION: The purpose of this agenda item is to provide the city council with
information about the city’s various development fees and respond to any
questions councilors may have.
TOPICS: A) County Road 21 Downtown Character Review with Bolton & Menk
Tonight’s first topic includes a presentation on the streetscaping elements
and materials proposed for inclusion in the County Road 21/TH13 Corridor
Project. Members of the design team in charge of this aspect of the project
will be present. The design elements have been reviewed by the
Downtown Character Advisory Committee on two separate occasions and
the current design is a result of their input. The intent is to receive general
approval of these elements from the city council, so they can be
incorporated into the plans and specifications for the project. It is
anticipated that municipal consent will be placed upon the July 16 city
council agenda in order that the project may proceed toward construction
in 2019.
B) CIP
Finance Director Cathy Erickson and Public Works Director Jason Wedel
have provided a report and Power Point which they will share with the city
council regarding the update of the Capital Improvement Program(CIP).
This is the first in a two-part series. Our hope is to receive city council
feedback upon these portions of the CIP. At the next work session (July
16) we hope to receive direction on the remaining portion of the CIP. At
that point it will be appropriate to proceed to the public hearing and
hopefully adoption of the CIP on August 6.
C) Emerging Issues
At this writing I am not aware of any emerging issues the city council may
desire to discuss, however I typically learn about them during the agenda
review process.
