HomeMy WebLinkAbout5L 2018 1st qtr Donations and Grants Report 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: JULY 16, 2018 AGENDA #: 5L PREPARED BY: DANIELLE AMIRA, ACCOUNTANT PRESENTER: CATHY ERICKSON, FINANCE DIRECTOR AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION ACCEPTING DONATIONS AND GRANTS TO THE CITY DURING THE FIRST QUARTER OF 2018 DISCUSSION: Introduction The purpose of this agenda item is to consider acceptance of donations and grants made to the City during January, February and March of 2018 and to authorize city staff to amend the budget for any additional revenues received and expenditures that may be incurred to comply with grant agreement and restricted donations. History Minnesota State Statute 465.03 requires that the City accept a grant or demise of real or personal property and maintain such property for the benefit of its citizens in accordance with the terms prescribed by the donor. In addition to being a legal requirement, this resolution encourages transparency in government and accountability. Current Circumstances A resolution has been prepared that identifies the donations and grants that were received during the 1st quarter of 2018 and the terms in which they were presented. If a donation or grant was accepted under separate resolution, it has not been included in this current list. While it is certainly our intent to include all donations and grants for the 1st quarter of 2018, we recognize that we may have inadvertently missed some. Those will be addressed in subsequent resolutions. Conclusion Staff is requesting that the Council accept the donations and grants received and authorize them to amend the budget. Staff intends to seek Council acceptance of donations and grants each quarter during the year and amend the budget when appropriate. ISSUES: This agenda item allows City Council to publicly recognize the donations and grants made to the City in the interest of transparency. FINANCIAL IMPACT: Certain donations and grants and their corresponding expenditures are reflected in the annual budget due to their recurring nature. Acceptance of additional donations and grants may result in additional or offsetting expenditures depending on the terms prescribed by the donor. 2 ALTERNATIVES: 1. Motion and second as part of the consent agenda to approve the 1st Quarter of 2018 Donations and Grants as submitted. 2. Motion and second to remove the Donations and Grants from the consent agenda for additional discussion. SouthWest Metro Drug Task Force $10,783.38 Drug Task Force Officer Prior Lake-Savage Optimist Club $1,500.00 Polar Palooza Prior Lake Area Chamber of Commerce $500.00 Polar Palooza Vladimir Drakh $1,725.00 Memorial Bench Misc Club Prior Donations $197.39 Weekly Wooden Box Donations NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. City staff is authorized to amend the budget to comply with grant agreements and restrictive donations. 3. The grants and donations are hereby officially accepted and acknowledged with gratitude to the donors. Passed and adopted by the Prior Lake City Council this 16th day of July, 2018.
