The purpose of this procedure is to identify all relevant issues and permit requirements prior to the application for a building permit. Pre-Application Procedure: Prior to submitting an application for Site Plan approval, applicants are encouraged to meet with the Planning Staff to discuss the following: . City Plans and policies that might relate to or affect the property. . Preliminary development or building plans for the property. The applicant is responsible for understandin2 the requirements of the City Zonin2 Ordinance, including setbacks, landscaping, parking, required improvements, submittal requirements, signs, and so on. The Planning Staff will also advise you of other potential governmental jurisdiction involvement. The following must be brought to the pre-application meeting: . The location of the property; and . Any preliminary plans developed for the property. If a decision is made to proceed after the advisory meeting or meetings, a formal application is made, Process: Within ten (10) business days of submission of the application, the applicant will receive formal, written notice from the City about whether the application is complete. The Planning Department will refer the application to City Departments and to other interested parties. The Planning Department will then review the proposed development for compliance with the provisions of the Zoning Ordinance, the Subdivision Ordinance and other applicable ordinances. Dave gave a brief introduction of the site portion of the project. The work will include: a. A new bus loop at the northeast corner of the site. A new vestibule will be added to the building at this location to facilitate student loading. b. The team would like to propose a new curb cut for parent drop off to allow separation of buses and parents. c. A new fence at the south parking area to separate automobile traffic from playground activities. This fence will be gated at drive lanes to allow the play area to be used by cars for events at the facility_ d. A new loading area will be designated at the northwest corner of building to facilitate use of the former Industrial Tech loading dock area for district storage. 2. A discussion of the project ensued. The highlights were as follows: a. The committee indicated that a new curb cut would likely not be a problem. Some concern was raised about the proximity to the existing crosswalk. The committee suggested that other driveways along fishpoint could be eliminated to reduce intersections along site. The driveway immediately south of the crosswalk was mentioned. The committee also felt that the southern most driveway would not meet current guidelines because it is too close to the County 42 intersection and should be eliminated. b. The committee indicated that storm water could connect at the north side of the site. The City will verify pipe loading and confirm. It was noted that a loading dock has a 50' setback requirement from residential. The design has a 50' setback, but screening will be requested to mask the loading dock activities from the houses to the north. The group indicated that the north lot line would be a "side" lot line and a 10" setback would apply as well as any easements that may exist. If a retaining wall is required for the loading dock drive the 10' setback would apply. It was also noted that retaining walls over 10' tall will require a structural design by a certified engll1eer. d. In addition to landscaping at the loading dock suggested because of the change in use, it was also felt that landscaping would be required at the new bus corral to mitigate headlights shining on/into houses to the north. Dave pointed out that a significant grade change occurs over much of the north property line that already mitigates this issue with the houses. The committee recognized this and it would be factored in the review. e. The new vestibule on the building requires a site plan review. The committee thought that the entire project could be reviewed in as little as two weeks from the time it is submitted. Our review was based on the Minnesota State Building Code (MSBC) which adopted with amendments the 1997 Uniform Building Code (UBC) with handicap regulations of the Minnesota Accessibility Code Chapter 1341 and with requirements of the 1998 Minnesota State Fire Code (MSFC) which adopted with amendments the 1997 Uniform Fire Code (UFC). General Contractor Items: 1. Separate permits for Building, Plumbing, HV AC, exit & emergency lighting and Sprinklers required. 2. Electrical permits will be required from the Minnesota State Board of Electricity. 3. Submit sprinkler plans designed by licensed contractor/designer. May be submitted at a later date. 4. Existing Sprinkler system must be evaluated by a licensed sprinkler contractor for compliance. UFC 1001.5.1 Report of inspection will be required. Architectural Items: 5. Submit Energy Envelope Calculations for new roof. 6. Sht. SO.I: Submit the Structural Engineers requirements for Special Inspections UBC 1701.5. See enclosed. 7. Sht AO.O: a. Bldg #1: . Is the sprinkler increase being used for the Ihr fire resistive type of construction substitutions per UBC 508? b. Bldg #3: . This appears to be a two-story building. If Bldgs #1, 2, and 4 were removed, then the lowest floor level would be a story according to the definition of a story. UBC 220. . Assembly occupancies with an occupant load of over 1000 are not allowed in basements with type II one-hour construction. UBC 303.2.2. . Not more than one half of the total number of exits or total exit width may be provided by horizontal exits. UBC 1005.3.5.1 . All portions of a building shall be presumed to be occupied at the same time. UBC 1003.2.2.2.1. . Provide the occupant load calculations of Jerabek Hall. . Provide the existing and required exiting door and stair widths UBC 1003.2.3.2. c. Bldg #4 . Surrounded by Bldgs #1,3 and 5, only one side open. Although existing portions of the building do not meet allowable areas and exiting requirements, please complete the code analysis with the correct overages of the building. It might be advisable to suggest to the school district to correct the deficiencies in future upgrades. 8. Confirm that existing corridor walls are of one-hour corridor construction. UBC 1004.1. 9. Room 508 District: Will there be an open flame or spark generated in this occupancy? Provide letter stating use. 10. Rooms 509, 510, 540 and 541District: Provide list of items stored. 11. Room 541 District: Separate room from E occupancy. UBC 302.1. 12. Provide proof of upgraded wall between S-3 and E occupancy to meet 3 hour rated construction. 13. Room R68 and R 70 Toilets: provide 18" area on latch side of door. MSBC 1341. 0442. 14. Room L90 Ramp Handrail: Provide Handrails on both sides of ramp. MSBC 1341.0432, Subpart 5. 15. Screen mechanical roof top equipment per City Code 11 07.2202 (1) with one of the following methods: 2 a. A parapet wall b. Other code items may be addressed at time of the building permit application. The building plans for the phase I foyer addition and the Phase III pavement addition and reconfiguration must be reviewed by the Cities Developmental Review Committee (DRC) which consists of representatives of Planning, Engineering, Parks, Finance, and Building Departments.
