HomeMy WebLinkAbout08 06 2018 Public Presented PaperworkPrior Lake Bluff Ordinance Nemecek Landscaping Project Overview Our hillside is falling into the lake Previous homeowner did DYI projects Did not use the right sized boulders and building materials We have tried to stabilize the existing structures the best we can There is no evidence the hillside is going to stabilize on its own Homeowners’ Expenses to Comply with the Ordinance = $8,500 -$12,000 Stamped engineer drawing (as-built): $1500 -$2000 Reasonable and needed requirement. Soil Testing (soil boring and testing on at least one hole): $3000 -$4000 Geo Testing (post-build report): $3000 -$4000 If the engineering firm requires soil testing, post-construction report, etc., that should be between the homeowner and engineer, not the city. Post project survey (post-build report) $1000 -$2000 Should not be required at all as it is not a structural report. Our project is estimated at $35,000. Permitting is 24%-34% of total project. Current Ordinance •Stairways, lifts and landings are allowed. This will not stop erosion. Likely will increase erosion under and around the structure and around footings. •Boulder walls are less of community eyesore. Combined with shaping and vegetation this can help stop erosion. •Minnesota doesn’t require any permitting for walls under 4ft (1300.0120) outside a bluff. •Replacing existing walls also fall under this ordinance. No grandfather clause. •These pre-and post-permitting requirements cost home owners an additional $8,500 -$12,000. •Non-bluff homeowners do not have to comply with this ordinance. The City should be encouraging bluff owners to stop erosion, not penalizing them.
