CONSIDER APPROVAL OF A REPORT REGARDING A CHANGE IN THE
C.R. 82, BAY KNOLLS DRIVE SAFETY FENCE MATERIAL COMPOSITION
Introduction
At the September 6th City Council Meeting residents living on Bay Knolls Drive
in the Glynwater Development requested that the composition of the safety
fence for the CR 82 project be changed from vinyl coated chain link to wood.
History
The proposed CR 82 project will construct a 450 foot long, 5-11 foot high
retaining wall along Bay Knolls Drive. As part of the wall construction a 4 foot
high safety fence will be constructed on top of a 2 foot concrete parapet along
the top of the wall. This fence is proposed to be vinyl coated chain link.
Residents along Bay Knolls Drive immediately adjacent to the wall and fence
have requested a change in fence material from chain link to wood. At the
September 6th City Council meeting staff was directed to obtain costs from the
County for the proposed change to a 6 foot wood safety fence. Additionally
staff was to work with the Glynwater Homeowners Association on a
contribution amount for the upgrade in safety fence materials.
Current Circumstances
Scott County has completed a design analysis and cost estimate for the
proposed safety fence material upgrade. The County estimates the total
upgrade cost to be $14,700 for the fence. However, the retaining wall parapet
will also need to be upgraded. The change from an open fence to a solid
fence on top of the wall requires additional wall reinforcement that will cost an
estimated $8,000. This reinforcement is needed to meet wind ,load
requirements for the parapet portion of the wall. The total estimated cost for
the safety fence upgrade is $22,700.
As a contribution to the City the Glynwater Homeowners Association has
agreed to donate 20, 6-8 foot spruce trees to the City. These trees are
currently planted between Bay Knolls Drive and CR 82. The Homeowners
Association has been asked to move these trees prior to construction. Staff
has inspected the trees and estimates their value to be $6,000 ($300 each).
The trees are healthy and in a very accessible location for transplanting. The
City has immediate use for these trees on several on-going park projects.
(Replacement trees are already included in the County Road 82 project for this
area.)
The City has received several requests for fencing along CR 82 to impede
sound. This request is not for a sound barrier but rather a change in fence
composition for a required safety fence. The City does not provide sound

barriers or fences.
In this case, however, the County plans clearly show a retaining wall with a
fence mounted at the top. Accordingly, the City Council has directed that we
evaluate whether the change in materials (metal to wood) would be more
effective.
The Council also directed that the staff determine the level of contribution to be
made from the homeowner's association. We sought to have the City and
association share the additional costs equally. In this case, this means that
the association would have to increase their assistance by $5,350 to reach
one-half of the additional cost of $11,350. The Council should determine if
they believe that a 26% contribution by the association is sufficient.
The Council should also consider as part of this decision the fact that the fence
is mounted on a poured concrete retaining wall that will not have an upgraded
finish. The City standard for retaining walls in residential areas on this type of
projects is typically a split face block or finish which improves aesthetics.
However in this case there is no proposal to upgrade the wall finish which does
save the City approximately $6,000 depending on bid prices. If the cost of the
wall finish is factored into the total cost for the City the actual cost increase is
$16,700. A contribution of one half of the upgrade costs would then be
$8,350.
FINANCIAL
IMPACT:
The total cost of the proposed change is $22,700 which is 0.68% of the
estimated City project cost of $3,340,000 for this project. The proposed
contribution by the Glynwater Homeowners Association has a value of
approximately 26% of the upgrade cost.
The additional costs can be covered by the 10% contingency included in the
current construction cost estimate for the project.
ALTERNATIVES:
The alternatives are as follows:
1. Direct staff to include this change in the final construction plans with
the homeowner's association contribution set at $6,000 (value of the
trees) or $11,350 (the value of the trees plus $5,350).
2. Deny this item for a specific reason and provide staff with direction.
3. Table this item for speCific reason.
RECOMMENDED
MOTION:
Alternative #1 above.

Most of us, and many other residents of this area do not favor the widening
of County Road 82, but that is behind us.
We, in Glynwater East, will incur a further intrusion due to the inclusion of a
wall across the street from our homes.
According to planners these changes are being made to help all members of
the driving public to have safe and easy transportation: people who are
inconvenienced, whose home values will decrease, and whose domestic
tranquility will be impaired, should be willing to sacrifice so that the many
may benefit.
We believe that since so many are benefiting they should be willing to bear
some small expense toward alleviating some of the disturbances we will
incur in making their journey easier and safer.
We ask that the wall be constructed in a way that will reduce the noise that
reaches our homes. This could be accomplished in either of two ways:
1. A separate sound barrier
2. Raise the height of the wall by four to six feet
Either of these would eliminate the necessity for a fence as proposed in the
present plan, would incur less in maintenance cost in the long run, and the
additional cost would not be a great burden when shared by all who benefit.
