CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE MAYOR
AND CITY MANAGER TO EXECUTE THE CITY'S STANDARDIZED
PROFESSIONAL SERVICES AGREEMENT FOR THE PREPARATION OF A
MASTER PARK PLAN FOR THE KOP PROPERTY
I ntrod uction
The purpose of this agenda item is to identify a landscape architect and
authorize the funding for the completion of a park master plan for the Kop
property.
History
The City Council, while determining the most appropriate way to memorialize
the Kop / Felix / Nauck farm house directed that a master plan of this 15.18
acre property be prepared. The purpose of the master plan is to integrate the
Kop property into Lakefront Park and to assure that, in accordance with the
2030 Vision, this property will act as a link between the lake, park and
downtown.
Current Circumstances
Proposals have been solicited both from Brauer and Associates, and Ingraham
and Associates. Both firms are well regarded for their master planning
capabilities, and both have worked with the City on Lakefront Park in the past.
The proposals from both firms are based upon the same work outline in an
effort to maximize comparability. A copy of each proposal is attached.
Ingraham and Associates proposes to complete the master plan for $6,275.
Brauer's proposal is $7,500. Both are "not to exceed" proposals.
Conclusion
This is a professional service and so the Council is not constrained by "lowest
responsible bid", but may consider other factors,
The work plans for both consultants are identical. However, the Council may
wish to consider whether one public meeting should be added to the process
once the draft concept plan has been prepared. This would allow for public
input before the Park Advisory Committee and City Council are asked to
approve the final plan,
Based upon the schedules contained in the proposals, it appears that the
master planning will be completed by December 2005/January 2006.

Since the actual construction is not yet included in the Capital Improvement
Program, the Council should determine if this timeline is satisfactory.
Both firms have done quality work for the City in the past. Given the lower
quote by Ingraham and Associates, and the fact that it is a "not to exceed"
amount, the staff recommends that they be designated to complete the Kop
property master plan,
The 2005 park maintenance operating budget has $3,000 remaining for
professional services. This amount, plus $3,275 from the contingency fund
are recommended to fund this work.
1. Adopt a resolution appointing Ingraham and Associates to complete a '
master plan for the Kop property in accordance with their August 30, 2005,
proposal.
2. Take no action and direct the staff to assemble additional information.

WHEREAS, The City acquired a 15.18 acre parcel of land formerly owned by the Kops; and
WHEREAS, This land is strategically located between Lakefront Park and the Downtown; and
WHEREAS, The 2030 Vision and Strategic Plan seeks to assure a connection between the lake,
park and Downtown; and
WHEREAS, The 2030 Strategic Plan objective is most likely to be accomplished by the completion
of a master park plan for this property; and
WHEREAS, Not-to-exceed quotes have been secured from Ingraham and Associates ($6,275) and
Bauer and Associates ($7,500); and
WHEREAS, Both firms provided quotes based on the same project process and both have done
competent work on other projects relating to Lakefront Park;
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The quote of Ingraham and Associates in the amount not to exceed $6,275 is hereby accepted.
3. Funding for the master plan shall be derived $3,000 from the 2005 park maintenance budget and
$3,275 from contingency.
4. The Mayor and City Manager are hereby authorized to execute the City's Standardized Professional
Services Agreement for the completion of the master plan to integrate the Kop property into
Lakefront Park.

Re: Kop Property Park Master Plan
Dear Frank:
Thank you for taking the time to discuss the Kop property and the City's need for a
creative park master plan. On behalf of Ingraham & Associates Inc. I am pleased to
submit this proposal to prepare a master plan for the Kop property and the surrounding
gateway lands. We have extensive experience preparing park master plans, gateway
designs and plans for history, educational and recreation areas. Our proposal is based on
working closely with City staff to prepare a master plan that is integrated with roadway
expansion plans and Lakefront Park.
We propose a ten week master planning process. The end product will be a master plan
that takes advantage ofthe gateway location, the site's history, agricultural roots, rich
natural resources, views and the relationship to downtown. The master plan will enhance
Lakefront Park, the community image and accent Prior Lake's rich history in a creative,
sustainable and interactive manner.

Kop Property - Park Master Planning Proposal
Project Understanding
The City of Prior Lake recently took possession of the Kop property, a 15 acre historic homestead
site located next to Highway 13, Main Street and Lakefront Park, and near the downtown area,
The City needs a creative and functional park master plan to guide phased development, use and
restoration of the property,
The Kop property has a rich history and is an important link to the city's agricultural roots, The
site has exceptional views of Lakefront Park and the downtown. The Kop house, accessory
buildings and a windmill tower are located on the property. The City has a plan for re-use of the
house foundation as an interpretive element. The site has a nice oak savanna area as well as areas
of lesser quality and invasive plants.
Main Street at CR 44 is planned to be relocated to the northwest into the Kop property. The City
currently uses the Quonset hut for storage of the Zamboni, The storage needs are to be addressed
in the master plan.
The Kop property and the associated lands to the southeast and east act as an important gateways
into the City, into the downtown and into Lakefront Park. Additional parking is needed for the
popular fishing pier located just northwest of the Kop property,
The Kop property is a strategically located parcel with historic and natural resources, It can serve
as the gateway and trailhead hub and should reflect the city's agricultural heritage in an engaging
manner. A key part of the process will be to determine the best method for portraying the history
of the Kop property and the agricultural theme of the site.

Master Plan Process and Deliverables
Ingraham & Associates proposes a four-step process to prepare the Kop Property Park Master
Plan for Prior Lake,
1. Goals and Site Analysis
We will meet with City staff to discuss goals for the property. We will prepare a base map of the
property, including the planned road re-alignment and adjacent gateway lands. We will conduct a
site evaluation and will prepare a site analysis diagram, noting issues and opportunities. We will
review site history and explore possible themes for the site. A Park Program Statement listing
key goals, issues, facility needs and desired activities, City staff will bring the draft program
statement to the PAC for their review and input.
Deliverables:
a.) Site analysis diagram (resources, vegetations, slopes, access, views, etc,)
b.) Park Program Statement (facility needs, historic interpretation, desired activities, etc.)
2. Draft Park Concept Plan
Based on the goals, themes and program information gathered in Step I, we will prepare a draft
park concept plan and alternatives. The park concept plan and alternatives will illustrate different
design approaches to meeting the city goals in a creative and functional manner,
Deliverables: Park master plan concept alternatives consisting presentation drawings and
identification of key features and facilities.
3. Concept Plan Review and Selection
We will meet with city staff to review and select a preferred concept plan or combination of
features from the concept plan alternatives. The concept plans will include design ideas for
gateway character, natural resource management, landscaping concepts, access, trails, parking,
storage, picnicking, historic, farming and natural resource interpretation,
Deliverables: Paper and digital copies of the plan alternatives,
4. Final Master Plan, Phasing and Cost Estimate
We will prepare a final park master plan and summary report based on review meetings results
and staff selection of a preferred concept plan, A phasing plan and construction cost estimate will
be prepared, We will review the final draft of the plan and report with City staff prior to
presenting the final master plan to the PAC and the City Council at a joint meeting,
Deliverables: Final park master plan to include a color site plan, details of key features,
natural resources/gateway/landscape concept plan, phasing plan, summary report, and
cost estimate by phase, Digital file and a paper reproducible copy will be provided along
with color presentation drawings suitable for public display,
Option: Construction Drawings
We will provide you with a quote for preparation of park construction plans once the final Park
Master Plan is completed, The construction plan quote will be based on the phasing priorities and
available site improvement budget.

Consulting Services Fees and Schedule
Our not-to-exceed fee for the park master planning process and deliverables is $6,275,00. This V
includes three meetings with City staff, a presentation to the City Council/P AC, preparation of a
program statement, site analysis, concept designs, cost estimate, final design and deliverables
(color and digital). Additional work or meetings beyond the defined scope and directed by the
City will be billed at an hourly rate. The above fee does not include preparation of optional
construction plans,
Greg Ingraham will be the project manager and lead park planner. He will facilitate the review
sessions and will coordinate the design work. Greg will be assisted by Stephen Wensman,
Landscape Architect and Tyler Pederson, Park Planner.
We anticipate the park master plan process to take approximately 10 weeks, The proposed
schedule is based on an early September start date and assumes the ability to schedule review
meetings in a timely manner. We can adjust the schedule to meet city needs, meeting dates or an
alternate start of work date,

As requested, the following outlines our proposal. For consistency, we envision the same basic steps as per the
outline you sent me, including:
1 ) Goals and Site Analysis
2) Draft Park Concept Plan
3) Concept Plan Review and Selection
4) Preliminary Master Plan and Cost Estimate
5) Final Master Plan and Cost Estimate
The only qualifier is that we would suggest 3 meetings with the Park Commission and then one with the City
Council. Also, we would recommend that Open Houses be held as part of two of the meetings with the
Commission to allow residents to comment.
Our total estimated hourly not to exceed fee for this work is $7,500, This fee includes the meetings listed ~
above, as well as any required for meetings with staff, Our fee is based on other similar-sized projects.
We also fee that we can add value to the project given our previous work with Lakefront Park. It would be a
great opportunity for us to be able to complete the design work for that area,
