Introduction
The purpose of this agenda item is to request City Council approval of
appointments to City Advisory Committees for terms expiring October 31,2005.
DISCUSSION:
Historv
The bylaws for the City Council's various advisory bodies provide that the terms
of advisory body members expire on October 31. Advisory body members are
subject to a term limit as well to encourage new persons to be come involved in
the advisory committee process. Incumbents who have not yet reached their
term limit were asked to reapply. We also placed notices in the local newspapers
and on the Website.
Current Circumstances
Shown below is a table showing the vacancies on each advisory committee, the
interview teams for each body and the candidates interviewed.

Conclusion
The City Council should determine if it concurs with the appointments
recommended by each of the interview committees. Council members Zieska,
Petersen and LeMair will be available to respond to questions. A copy of the
applications submitted is attached.

ISSUES:
Only one of the proposed appointments raises a policy issue which the Council
should consider. There are three vacancies on the Lake Advisory Committee and
we are recommending the appointment of four individuals. This means that until
someone resigns, the committee will be six rather than five members.
The interview committee is recommending two of the three applicants on the
basis of their past involvement in civic affairs. In the case of Mr. Marchessault,
his service was in Burnsville but it was civic involvement of a significant
magnitude.
Both of the recommended candidates live on the lake. Both offer significant civic
experience. The LAC has had some difficulty achieving quorums in the past.
The fourth candidate would fill any future Lake Advisory Committee vacancy to
bring the total number back to five. This same thing was done some years ago
with the Park Advisory Committee when two qualified candidates became .
available for one opening.
ALTERNATIVES: 1. Adopt the resolutions making the appointments in accordance with the
recommendations of the interview committees.
2. Adopt the resolutions with modifications.
3. Take no action.

Transportation business for over 28 years.
Currentlv I am a Board Member for the Transportation Club of Mpls & STP. This is a non-profit
organization that benefits the Children's Heart Hospital at the Univ of MN. It is strictlv a
volunteer position.

management of up to 250 people in a Distribution Center. This all requires skills in managing

I am very committed to this community it's resources and the 2030 vision. Prior
Lake has a very unique opportunitv with its location to the Metro, resources and
citizens. The Lake is one of manv resources and one that add value to our
communitv. Lake living- has been a kev part of mv life for over 40 vears. I g-rew up
on a lake in Iowa and learned very earlv on the opportunities, benefits and
advantag-es of living- on or near a lake. I have lived on Prior Lake since 1987. We
use the lake dailv throug-hout the vear, boating-, fishing-, skiing- in the summer and
maintaining- an ice rink in the winter for the kids. I have experienced hig-h and low
water levels. hig-h and low traffic water surface use and development of lake shore
and structures surrounding- the lake. Collectivelv this first hand knowledg-e has
provided me with a baseline of past and current use of Prior lake. I listen well and

By the time Business Card Service Inc. (BCSI) celebrated its 50th anniversary in 2004, President
Jim Marchessault had a little time to relax.
The former 60-hour-a-week executive has a profitable, technologically advanced business in
Burnsville whose products are fixtures at Fortune 500 companies.
But instead of relaxing, Marchessault has channeled some of that free time into civic leadership -
and in the same year his company turned 50, he was awarded a prestigious Community Builder
Award by the Burnsville City Council.
Mayor Elizabeth Kautz presented the award Nov. 1, congratulating Marchessault for his business
success. "However, Jim, we feel your numerous contributions to the Burnsville community far

celebration, is a past chair of the Chamber of Commerce and has had a hand in economic-growth
initiatives.
But until about five years ago Marchessault was consumed, and occasionally distressed, by a
business whose roots lie in a downtown Minneapolis print shop started by his grandfather,
Armond Marchessault.
The World War 1 veteran was making a living printing wedding invitations when his son, Paul
(Jim's father) landed extra business printing "calling cards" for Honeywell Corp.
The cards were getting in the way of invitations, Armond decreed, so Paul took apart a printing
press and reassembled it in the basement of his parents' house.

Mission accomplished<BR>
"We spent from 1954 to 1975 in my grandmother's basement at 7901 Clinton in Bloomington," said
Jim, who began working for his father as a teen-ager in the mid-'60s.
In 1975 the business - which had 4.5 employee positions, including those of Jim and his father -
was moved from the basement to a building in Edina. The Marchessaults extricated the bulky
printing equipment from the basement by digging a deep crevasse next to the house and knocking
a hole in the foundation.
"Then in 1978 we moved to Burnsville," Jim said. "Our first location was on 12th Avenue - 11930
12th Avenue. That's where the Rental Center is now."
BCSI, which produces business cards, letterhead and envelopes, made a strategic decision it abides
by today.
"It was about 1978 that we made the determination that we would focus just on large
corporations," Jim said. "In doing that, we added Target, we added Pillsbury, we added 3M. We
had steady but not spectacular growth."
The company was also buried in paperwork, at a time when the newest typesetting machines were
being produced with now-primitive telecommunications capabilities.
Marchessault sketched out a vision in which modem communication between BCSI and remote
computer terminals would turn keystrokes into automated printing of labels and invoices.
"Do you know what that vision was?" he says today. "It was called e-commerce."
Today he calls BCSI the nation's most technologically advanced print shop.
"We were pioneers in doing online ordering in August 1983," he said. "Our first online customer
was American Bell out of San Jose, Calif. Not long after that, we added Safeco and 3M."
The company's technical acumen would earn it coverage in a 1989 Wall Street Journal article about
small-firm innovation. But it hasn't all been roses for BCSI.
In 1984 the company finally moved into its own building, on Ewing Avenue south of County Road
42 in what is now known as Southcross Corporate Center.
By 1986, "We were about dead broke," Marchessault said. "In my past I have financed payrolls with
credit cards and ready reserve."
The company had lost several large accounts and was burdened by the costs of a new building. Its
bank threatened to call notes and credit. Marchessault got family members and a neighbor to
invest in the business and took steps to pare costs.
"When you increase overhead and decrease sales, that makes for a very uncomfortable financial
position ... As I recall, the company that underbid us and stole some of our accounts eventually
went bankrupt," he said.

Mission accomplished<BR>
. In 1995, a rejuvenated BCSI built a new corporate headquarters on 143rd Circle, near the old Ewing
Avenue location. There the company employs 120 people, with another 30 at a second location in
Agawam, Mass.
With $20 million in annual sales and 5,000 to 10,000 orders a day, BCSI remains a quiet
company, with no name on its 55,000-square-foot building and no mention in the Yellow Pages.
Marchessault is happy serving 16 percent of Fortune 500 firms, some of which buy their products
through large distributors and don't even know BCSI exists.
"I want to make it clear - I don't want people calling me up for business cards," said Marchessault,
whose wife, Judy, is chief financial officer and brother, Tom, is vice president for operations.
Civic life
Comfortable with his business life, the Prior Lake resident was elected to the Burnsville chamber
board of directors five years ago and served as chair in 2003. He's served on the Burnsville
Economic Growth Committee and on the Southcross Business Coalition, which has defended the
interests of businesses affected by proposed improvements to County Road 42.
Marchessault also served on a committee that offered a business perspective to city officials as they
fashioned new zoning for redevelopment of the north Burnsville's Minnesota River Quadrant.
"That was very worthwhile," Marchessault said. "I didn't have property there, but I'm sympathetic
to landowners, business owners. And I can see the city's new vision, and I completely endorse it,
but at the same time we can't trample over property owners' rights."
Most recently Marchessault served with a group seeking ways to revitalize the Fire Muster and
move some of its activities to the new Heart of the City. He later was named to the regular Fire
Muster board and was this year's events chairman.
"Frankly," Marchessault said, "I think if the mission was to include community members like the
chamber, like the Rotaries, and if the mission was to get the community involved, and if the
mission was to include the Heart of the City, I dare say, mission accomplished."
