RE: Stove usage - Harbor Church
Leanne, The Fire suppression system that services the kitchen range exhaust hood has not
been tested for ten years. This would need to be tested before we could allow its use. The
district has a company that tests its other kitchen hoods at the area schools. I would
assume it would not require an extensive amount of work, if any to get the system into
cornplience. Bob

Subject: Stove usage - Harbor Church
Hi Bob,
After we spoke I called Lori to double check about the stove usage.
She said they were planning to have a class where some cooking such as
Spag. and tacos, etc. would be a part of the class (with the parents).
What would we need to have done to use the stove? If too costly we
would need to change the class. I tried calling you, but "all circuits
are busy" can you believe it? Please advise, Leanne

RE: Community Education Facility within MN Valley Community Church
Dear Ms. Weyrauch:
The Planning Department has reviewed the request to utilize the Minnesota Valley
Community Church site as a Community Education Facility over the next year. The site
at 5995 Timber Trail SE is zoned R-1 (Single Family Residential) and the use of
educational is permitted within the R-1 Use District, with the following conditions:
1) Buildings shall be located at least 50 feet from a lot in an "R" (Residential) Use
District.
2) An off-street passenger loading area shall be provided in order to maintain
vehicular and pedestrian safety.
3) Outdoor areas intended for group activities shall be located at least 25 feet from
any lot in the "R" Use District and shall be buffered from such residential lot with
a bufferyard, Type C as defined in subsection 1107.2005 (attached).
In addition. staff has concerns about circulation patterns for vehicular traffic (particularly
in relation to the outdoor play area). Please provide a narrative that outlines how these
concerns will be addressed.
If you have any questions. please contact me directly at 952-447-9813.

RE: Community Education Facility within Harbor Church f/k/a MN
Valley Community Church
Dear Ms. Moore:
I am writing in response to your letter dated May 12, 2005 regarding
the conditions of usage and how concerns regarding circulation
patters for vehicular traffic will be addressed.
First, the building is located at least 50 feet from a lot in an uRn
(Residential) Use DistricL Second, there is off-street passenger
loading area in the front and the rear of the building, which allows for
vehicular and pedestrian safety. Third, the outdoor area is located at
least 25 feet from any lot in the URn Use District and has a buffer yard.
Lastly, years ago the Rustic Hills Pre-School was located in the same
part of the building that we are proposing to use and utilized the lower
level for drop off and pick up of children. Thus, we are proposing to
use the lower level entrance for drop off and pick up of children.
Parents would park their vehicles and walk their child inside to the
pre-school and then back up their vehicle and leave from the road
that goes to upper level. There are parking spaces in the lower level,
and we may need to repaint the stripes to show the designated
parking spots. The outdoor play area is not in use until after all
children arrive and parents have left, thus there will not be vehicular
traffic at the time of outdoor play. There will also be no school bus or
Head Start van drop offs or pick-ups at this location.
Please let me know if you need any more information.
Thank you,
Leanne J. Weyrauch, Director
