DISCUSSION: Introduction
The purpose of this agenda item is to request City Council approval to:
1. Establish the pay range for the city manager position;
2. Approve the city manager job description; and
3. Direct the executive search consultant to post and recruit for the city
manager position.
Current Circumstances
City Manager Frank Boyles submitted his retirement notice in July 2018 effective
March 1, 2019. At the August 6, 2018 meeting, the City Council approved the
selection of a consultant, DDA Human Resources, Inc.to conduct an executive
search to find the city’s next city manager. The goal is to have the new city
manager in place by February 1, 2019.
Gary Weiers, the consultant leading the search on behalf of DDA Human
Resources, Inc., has developed a timeline for the process, recommended a salary
range, and reviewed and developed the city manager job description and position
profile. Attached to this report is a memo offering more detail on each item as well
as copies of the job description and position profile.
Mr. Weiers is recommending an annual salary range of $129,000-$165,000 based
upon comparisons to other metro area cities and an analysis of the market, which
is further explained in the attached memo. The job description and position profile
were developed as a result of Mr. Weiers’ individual meetings with the Mayor and
City Councilors, a staff meeting with city department heads, and a focus group
comprised of four (4) advisory board chairs (Planning Commission, EDA, BEC and
Safety Committee). The chairs of the Traffic Safety and Citizen Engagement
Committees were unable to attend.
ISSUES: The City Council will discuss any items of concern regarding this topic during the
work session under Emerging Issues.
FINANCIAL
IMPACT:
No financial impact. The 2019 budget includes a salary equivalent to the maximum
of the proposed salary range.
ALTERNATIVES: 1. Motion and second as part of the consent agenda to approve a resolution
establishing the pay range for the city manager position, approval of the city
manager job description, and direction to post the position for recruitment.
2. Motion and a second remove this item from the consent agenda for additional
discussion.

of the current city manager; and
WHEREAS, The city manager is the only position the city council appoints and the only person

The city manager is the city’s top executive and is responsible for the annual
budget and management oversight of all city departments and services; and
WHEREAS, On August 6, 2018, the city council authorized DDA Human Resources, Inc.
through a standardized professional services contract to conduct the executive
search for this position; and
WHEREAS, A competitive salary based on market comparables are necessary to attract the
most qualified candidates;
WHEREAS, The annual salary range recommendation for this position is $129,000 - $165,000;
and
WHEREAS,
The job description has been reviewed and updated with input from city councilors,
staff and advisory board chairs; and
WHEREAS, The position should be posted immediately to allow adequate time to find the best

Dear Mayor and Council Members,
We are nearing the point of posting the City Manager position, so I will attend your meeting on
September 4, 2018, to seek approval to move ahead with the search.
As you know, the information gathering process for developing the position profile has been
taking place for several weeks. Attached to this memo is the draft position profile that will be
discussed and modified as needed at the Council meeting. You will see the profile includes
tentative dates for the final interviews, so I would like to finalize interview dates with you at the
September 4th meeting.
The job description has been rewritten and is attached. The job description was last updated a
few years ago so only minor changes were needed. Action on the new job description will be
needed prior to posting the position.
Another item will be the salary range for the position. I conducted research on comparable
positions and reviewed recent trends with City Administrator/Manager positions. Many City
Managers are being hired in the upper levels of the salary range for the ir position. This is quite
likely the result of fairly intense competition and the possibility that salary ranges have lagged
behind the actual market.
The current salary range for the Prior Lake City Manager position is $119,460 to $149,346. The
current City Manager makes $135,793 and also has a tenure adjustment of $22,500 added to
his salary.
Based on the research I have conducted, I recommend a salary range of $129,000 to $165,000.
It is further recommended that the tenure adjustment be eliminated for the new City Manager.
Having a competitive range for the position eliminates the need for that provision. This range
has been discussed with Mayor Briggs and Council Member McGuire as part of their role as the
Council liaisons for this project. They agree with this recommendation.
An item to begin thinking about is the type of interview process that is of interest to the City. The
final interviews can be done in one day or two days depending on which components the
Council wishes to include in the process. Some of the options for this part of the process
include the following:
• City Tour
• Lunch with leadership staff and Council
• Individual interviews with each Council member
• Community meet and greet event
• Leadership staff interview
• Full Council-formal interview
• Other options
The number of components desired will determine whether the process will take place over one
or two days. There is no right or wrong approach to this, as each City has different preferences.
Information regarding the interview process is provided for your information only at this time. A
decision on interview components will come later in the process.

SEEKING TO FILL THE POSITION OF
POSITION SUMMARY
The City Manager of Prior Lake is responsible for the
management, administratfon, and supervision of all
appointed positfons in the City and for the
implementatfon of City Council directfves in
accordance with City Ordinances. The Manager holds
overall responsibility for all City departments by
providing visionary, innovatfve leadership,
supervision, and general directfon for the City
management team to coordinate their efforts toward
achieving their departmental objectfves. Dutfes
involve planning, organizing, directfng, and
coordinatfng City finance, public works, fire, police, engineering, administratfon, and building inspectfon
services as provided for in the state law and authorized by the City Council. Work includes responsibility for
interpretfng and executfng ordinances and other directfves of the City Council and for representfng the City
in local, metropolitan, and state actfvitfes of interest to the community. Work is performed with considerable
latftude for independent actfon and decision making under the broad policy guidance of the City Council and
is reviewed through meetfngs, reports, and observatfons of results obtained. The role of the City Manager,
and associated dutfes, is defined by City ordinance, Sectfon 106, City Manager.
COMMUNITY INFORMATION
ECONOMIC VITALITY
Prior Lake is fortunate to be in the heart of one of the fastest growing countfes in Minnesota. It is home to
hundreds of successful businesses including Mystfc Lake Casino Hotel, which is Scott County’s largest
employer. This community is poised for contfnued commercial development with more than 70 acres of pad-
ready commercial, business park, and industrial land. They also have more than 2,500 additfonal acres of
commercial and residentfal land within an orderly annexatfon area that will become available for
development in the near future. Prior Lake is a community that is committed to growing its business
relatfonships and is home to a business-friendly Economic Development Authority (EDA), an Economic
Development Advisory Committee (EDAC), and a Chamber of Commerce that help promote and grow
business in the City.
The City is conveniently located with easy access to major
transportatfon corridors including State Highway 13, County
Highway 42, County Highway 21, and numerous other
roadways that provide easy access to the Twin Citfes metro
and greater Minnesota. MSP Internatfonal Airport is
approximately 25 minutes away and is easily accessible.
The City of Prior Lake, Minnesota, is located in
Scott County at the southwest edge of the Twin
Citfes Metropolitan Area. This thriving, vibrant
city with 25,735 residents is known for its
beautfful lakes, numerous outdoor amenitfes,
recreatfonal opportunitfes, entertainment
venues, outstanding schools, and high-quality
neighborhoods. The City boasts the lowest city
tax rate of the seven communitfes in Scott
County.
Prior Lake is a growing community with a small town feel. This City is home to a community-minded citfzenry
who volunteer and support community initfatfves.
The Shakopee Mdewakanton Sioux Community (SMSC) is located in Prior Lake and offers their own array of
opportunitfes to the public including restaurants, Playworks, Dakotah! Fitness, Dakotah! Ice Center, two
casinos, and a hotel.
The City’s housing stock offers great diversity for individuals and families of all ages. Prior Lake provides
transit from within the community to other municipalitfes and to downtown Minneapolis by way of the
Minnesota Valley Transit Authority (MVTA).
EDUCATIONAL OPPORTUNITIES
HEALTHCARE
Quality healthcare services are provided by Fairview Clinics– Prior Lake and the Park Nicollet Clinic– Prior
Lake.
At the Fairview Clinics– Prior Lake Clinic, patfents have access to
comprehensive healthcare services. The clinic offers same-day
appointments and extended hours making it easy for families to
get the care they need. Some of the services they offer include
antfcoagulatfon, diabetes
care, family medicine,
obstetrics,
mammography,
pharmacy services, and
more.
Park Nicollet Clinics– Prior Lake Clinic also offers comprehensive
care for the whole family. Some services you can find at this facility
include family medicine, women’s health, well-child and teen visits,
physical therapy, radiology and lab services, rehabilitatfon and
therapy, mobile mammography and more.
Prior Lake/Savage Area School District 719 (PLSAS) serves
approximately 8,500 students from the Citfes of Prior Lake and
Savage and surrounding townships. The District is home to six
elementary schools, one early childhood center, including Spanish
immersion kindergarten, a school for gifted learners in grades 3-5,
two middle schools for grades 6-8, an Alternatfve Learning Program
for students in grades 7-8, an Area Learning Center for students in
grades 9-12, and one high school serving students in grades 9-12.
PLSAS are the first district-wide E-STEM schools in the state of
Minnesota. E-STEM stands for Environmental Educatfon, Science,
Technology, Engineering, and Math. The U.S. Department of Educatfon has also recognized the District as
one of the first Green Ribbon Sustainability Districts in the natfon for its energy efficient buildings, healthy
students and school environments, and environmental literacy of all its graduates.
There are also several charter and private school optfons in the City including Aspen Academy, a K-8 public
charter school serving approximately 540 students, Prior Lake Christfan Academy, a K-12 Baptfst school that
enrolls approximately 70 students, St. Michael’s Catholic School, a K-8 school serving over 500 students, and
St. Paul’s Lutheran School, a K-8 school that enrolls nearly 40 students.
RECREATIONAL ACTIVITIES
Prior Lake is home to a large park and trail system. In fact,
the City is undertaking a Park and Trail Master Plan
Project to establish an overall vision for the system over
the next 20 years. The City also boasts over 17 lakes
including Prior Lake which offers two swimming
beaches—Sand Point Beach and Watzl’s Point Beach. The
City currently operates 55 parks including two athletfc
complexes of 38 and 70 acres. These parks encompass
approximately 1,050 acres of public space. Facilitfes and
amenitfes of the parks include a band shelter, a pavilion, enclosed
picnic shelters, play equipment systems, baseball/softball fields,
soccer/football fields, hockey/pleasure skatfng rinks, basketball/
volleyball/tennis courts, horse shoe pits, an archery range, a skate
park, swimming beaches, a sledding hill, fishing piers, boat slips, and
more than 100 miles of trails and sidewalks. Most of the sites are also
equipped with benches, picnic tables, grills, and related equipment.
Owned and operated by the
Shakopee Mdewakanton Sioux Community (SMSC), Mystfc Lake
Casino Hotel is a popular recreatfonal destfnatfon for residents
and visitors of Prior Lake. Offering gaming actfon, hotel and spa
services, shows and events, bars and dining, and much more,
Mystfc Lake Casino Hotel is Minnesota’s largest casino.
The City is also home to a number of golfing opportunitfes with
courses at the Wild’s Golf Club, Legends Golf Club, Heritage Links
Golf Club, Cleary Lake Golf Course, and the Meadows at Mystfc
Lake Golf Course.
Prior Lake hosts and sponsors a number of annual events and
actfvitfes throughout the year. One of the City’s most notable
events is Lakefront Days. This popular summer event is three days
of fun actfvitfes for the whole family. Actfvitfes include a carnival,
food and merchandise vendors, bands/music, inflatables, a parade,
a bean bag toss tournament, fireworks, and much more.
Other renowned yearly events in the City include the Prior Lake Polar Plunge, Spring-A-Ding, Fourth of July
fireworks and events, Lakefront Music Fest, Night to Unite, Fire Department Annual Chicken BBQ, Fall
Frenzy, Fire Department Open House, and the DecemBRRR DAZZLE. These events offer fun for the whole
family.

ORGANIZATIONAL CHART
The Mayor and four Council members are the elected policy makers for the City of Prior Lake. They are
responsible for adoptfng and enforcing ordinances, establishing public and administratfve policies,
appointfng the City Manager, creatfng boards and commissions, managing the City’s financial operatfons, and
transactfng all other City business as required by law. Two members of the City Council also serve as the
Economic Development Authority (EDA) along with three members appointed from the public. Council
members are elected to four year terms with two Council members elected at each electfon. The City is
fortunate to have a great Council.
Administratfon at the City of Prior Lake is headed by the City Manager who oversees all departments and is
the liaison between the City Council and the great, team-oriented staff.
A well-run City Council and city administratfon innovates and collaborates, contfnuously raising productfvity
and stretching every taxpayer’s dollar for maximum value. Sound fiscal management includes both
immediate attentfon to the local tax burden and also a long-term view toward building and sustaining the

MANAGER CORE DUTIES
■ Promotes cooperatfve working relatfonships with civic
organizatfons, other governmental agencies, and City staff.
■ Communicates orally and in writfng with residents, the general
public, civic groups, and other stakeholders to resolve concerns,

JOB SUMMARY
Responsible for the management, administration and supervision of all appointed positions in the City and for implementation

• Researches and assists in developing and recommending solutions; interprets ordinances and directives to other
departments, other agencies and the general public.
• Prepares and recommends adoption of ordinances and resolutions as may be deemed necessary for the welfare of the
people and the efficient administration of the affairs of the City.
• Develops and implements administrative policies and guidelines in cooperation with the City Council; advises department
heads and other employees as to administrative procedures and policies; evaluates performance and results in accordance
with overall city objectives and makes appropriate recommendations.
• Keeps informed about issues and represents the Mayor and City Council in regard to local, metropolitan, state and federal
activities of concern to the community.
• Provides organizational leadership and promotes the organizational values.
• Ensures accountability throughout the City organization.
• Supervises and participates in the development of the annual budget and Capital Improvement Program, prepares
supporting information and presents to City Council.
• Oversees and approves budget appropriations; and major purchases pursuant to State Statute and the City’s purchasing
policy.
• Advises the City Council as to the financial status and needs of city government; supervises and participates in projecting
needs for funding and investment.
• Prepares agenda for council meeting; supervises and participates in the development of supporting information; attends
City Council and other meetings as required.
• Administers personnel matters; makes pay changes within established policy and pay ranges. Hires employees based on
budgeted positions and terminates/disciplines employees as deemed necessary.

• Communicates orally, and in writing, with residents, general public, civic groups and other stakeholders to resolve concerns,

• Serves as the City’s public information representative; confers with media and other organizations.

SECONDARY JOB FUNCTIONS:

MINIMUM QUALIFICATIONS:
Education and Experience:
• Bachelor’s degree in Public Administration, Urban Studies Business or related field.
• Ten years of progressively responsible administrative experience in municipal government as a City Manager/Administrator,
Department Manager or similar.
• Ten years of supervisory experience.
Certificates/Licenses Required:
• Possess a valid Minnesota Driver’s License or ability to obtain within one month of hire.
INTERNAL/EXTERNAL CONTACTS:

WORK ENVIRONMENT:
• Job duties are performed in a standard office environment.
• Some work is performed outside of normal business hours attending City Council meetings and representing the City at
various events.
