DISCUSSIOn: Introduction The purpose of this agenda item is to consider approval of an on-sale temporary liquor licenses for Shepherd of the Lake Lutheran Church. They are planning a fundraising event at which they will be having a beer tasting. History State statute allows non-profit organizations to apply for temporary liquor licenses as a means to raise funds for their organizations. Temporary licenses may be is- sued for up to four consecutive days. The City may not issue more than three (3) four-day temporary license, four (4) three day licenses, six (6) two day licenses, or twelve (12) one day license, in any combination not to exceed twelve days per year to any one organization or for any one location. No more than one temporary license may be issued to any one organization or for any one location within any 30-day period, unless the licenses are issued in connection with an official com- munity event. Current Circumstances Shepherd of the Lake Lutheran Church is planning a Team Tailgate event on Sun- day, September 30, 2018. The event will be held in their parking lot at 3611 North Berens Road NW. Activities will include food vendors, a band, bounce houses, game area, football watching tent and a beer tasting tent. The beer tasting area will be fenced to ensure that no alcohol will be served to minors. A community event permit has been approved for this event. This is the first time Shepherd of the Lake Lutheran Church has applied for a temporary on-sale liquor license. Conclusion The Prior Lake Police Department has completed an investigation of this applicant to ensure that all requirements and issues concerning public safety and compli- ance have been met. Shepherd the Lake Lutheran Church has provided proof of liquor liability insurance for this event. FINANCIAL IMPACT: Shepherd of the Lake Lutheran Church has paid the $75.00 license fee for this event. 2 ALTERNATIVES: 1. Approve as part of the consent agenda the license request for Shepherd of the Lake Lutheran Church for Sunday, September 30, 2018. 2. Remove this item from the consent agenda for additional discussion. RECOMMENDED MOTION: Alternative #1. 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 18-___ A RESOLUTION APPROVING A TEMPORARY ON-SALE INTOXICATING LIQUOR LICENSE FOR SHEPHERD OF THE LAKE LUTHERAN CHURCH Motion By: Second By: WHEREAS, Shepherd of the Lake Lutheran Church is planning a Team Tailgate fund raising event in the church’s parking lot at 3611 North Berens Road NW on Sunday, September 30, 2018; and WHEREAS, State statute allows non-profit organizations to apply for temporary on-sale intoxicating liquor licenses as a means to raise funds for their organizations; and WHEREAS, Shepherd of the Lake Lutheran Church is planning a beer tasting as part of this fundraising event. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. A temporary on-sale intoxicating liquor license is approved for Shepherd of the Lake Lutheran Church, 3611 Berens Road NW for Sunday, September 30, 2018. 3. Service and consumption of alcohol is limited to a fenced in tented area. 4. Shepherd of the Lake Lutheran Church shall provide proof of liquor liability insurance as prescribed by M.S.
