Focus on key corridors that take advantage of collaboration with state and county projects. DISCUSSION: Introduction MnDOT has requested that the City of Prior Lake approve the construction plans for the TH13 reclamation improvement project. This approval assures that MnDOT and the City of Prior Lake agree on the proposed design of the project and facilitates moving forward with review and approvals. History This project is located on TH13 from County Road 21 south to County Road 282. The main purpose of the project is a full depth reclamation, which involves full replacement of the existing pavement and medians. The project limits do extend further south of County Road 282, but that area only involves drainage improvements such as culvert replacement and ditch grading and will not impact the roadway itself. The project specifics include installing a traffic signal at the intersection of TH13 and CR12 (170th Street), constructing northbound and southbound left turn lanes and a northbound right turn lane at CR81 (Fairlawn Avenue), constructing northbound and southbound left turn lanes at the Spring Lake public access, constructing northbound right turn lane at 180th Street, and constructing a new pedestrian trail along the west side of TH13 from Five Hawks north to Anna Trail. This project is scheduled for construction in 2019 and will require a full closure of TH13. The construction will occur in stages that begin at the south end of the project limits and will progress north. The construction staging is being coordinated with the CR21/TH13 and the Duluth/TH13 projects that will also be occurring in 2019. 2 Current Circumstances The final design of the project has been underway for a while and has been done in coordination with the CR21/TH13 project. Most of the improvements involve replacing the existing pavement. The new items include the addition of turn lanes as mentioned above, a new signal at the intersection of TH13/CR12, and the extension of the pedestrian trail along the west side of TH13 from Five Hawks to Anna Trail. As part of the TH13 Mill & Overlay Project, MnDOT made some modifications to TH13 that included eliminating the by-pass lanes and designating them as right turn lanes. As part of the 2019 reclamation project there are not any existing by-pass lanes so there will be no subsequent modifications to right turn lanes. MnDOT also modified the speed limits along TH13 in 2018. There are no proposed changes to the speed limits as part of this project. The City and MnDOT have been working to improve communications between our two organizations and there is currently a City Council work session scheduled on October 15, 2018 with MnDOT to discuss various topics related to our joint facilities located within Prior Lake. Conclusion The final design is now 100% complete. MnDOT is requesting that the City Council authorize the City Engineer to approve the plans so that they can proceed. The proposed bid opening for this project is December 21, 2018. City Staff recommend approval of the attached resolution authorizing the City Engineer to approve the final plans for the TH13 Reclamation Improvement Project. ISSUES: Included with this project is the installation of a new traffic signal at the intersection of TH13 and CR 12 (170th Street). This intersection has been the location of several accidents over the past few years, so this is a highly anticipated improvement. Included with the signal will be a pedestrian crossing that will facilitate pedestrians crossing TH13 along the south side of the intersection. This will provide a connection between the existing sidewalk on Turner Drive to the sidewalk on 170th Street. The location of the pedestrian crossing across TH13 was selected for the south side of the intersection due to the primary traffic movement coming from east-bound 170th Street being a turn left (north) onto TH13. This movement would conflict with pedestrians crossing TH13 if the crosswalk was located on the north side of the intersection. The connection to Turner Drive will require removal of one tree and several bushes that were installed as part of the Hickory Shores subdivision to provide screening from TH13. The trees and shrubs are located within the City’s right- 3 FINANCIAL IMPACT: ALTERNATIVES: RECOMMENDED MOTION: of-way, so no special permission is necessary. However, staff will contact the home owner’s association for Hickory Shores to notify them of this work. The City is not participating financially for the road and signal improvements. The only cost participation for the City is related to the construction of the new pedestrian trail from Five Hawks north to Anna Trail. Per MnDOT’s cost participation policy, the cost for new trail improvements is split 60% MnDOT and 40% for the local match. Based on the current engineer’s estimate for the trail the cost split is as follows: City (40%) $173,106.56 MnDOT (60%) $259,659.84 Total $432,766.40 This segment of trail was presented to the City Council at the Work Session on February 20, 2018. At that time the total cost of the trail was estimated to be $488,000 and the City’s portion was $195,200. Now that the plans have been completed the estimated cost of the trail has been reduced slightly. The funding for the trail is proposed to come from the City’s Park Dedication Fund 225. 1. Deny this item for a specific reason and provide staff with direction. 3. Table this item until some date in the future. A motion and a second for approval of alternative #1. 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 18-___ A RESOLUTION AUTHORIZING THE CITY ENGINEER TO APPROVE THE FINAL CONSTRUCTION PLANS FOR THE TH13 RECLAMATION IMPROVEMENT PROJECT (CITY PROJECT #TRN19-000002) Motion By: Second By: WHEREAS, MnDOT has authorized the final design for the TH 13 Reclamation Improvement project; and, WHEREAS, A preliminary design has been provided that includes the installation of a traffic signal at the intersection of TH13/CR12 as well as the construction of a pedestrian trail along the west side of TH13 from Five Hawks to Anna Trail; and WHEREAS, WHEREAS, MnDOT has requested City approval of the recommended TH 13 final construction plans as presented; and MnDOT and the City of Prior Lake will work cooperatively to finalize the cost participation for the construction of the pedestrian trail based on a 40% City/60% MnDOT cost split and utilizing actual construction costs. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The City Council hereby approves the TH 13 final construction plans as submitted by MnDOT at the City Council meeting of September 4, 2018. PASSED AND ADOPTED THIS 4th DAY OF SEPTEMBER 2018.
