Maintain quality local street system based on a financially stable plan that meets Overall Condition targets. INTRODUCTION: The October 1, 2018 City Council meeting agenda included the following item 5F: Consider Approval of the Resolution for a 2019 Road Improvement Project: Ordering the Preparation of a Feasibility Study for the Fish Point Road (County Road 21 to Fawn Meadow Curve) Reclamation Project: City Project #TRN19-000002 The purpose of the agenda item 5F is to initiate the process for local improvements set forth in the 2019 portion of the 2019-2023 Capital Improvement Program in accordance with Minnesota Statutes (M.S.), Chapter 475. The City Council passed a motion to include the item as a workshop topic on the October 15, 2018 City Council Work Session to discuss resident and financial impact of including Fish Point Rd in the 2019 road projects. TOPICS: Financial Impact of including Fish Point Rd in 2019 road projects: The City uses the Five-Year Capital Improvement Program (CIP) to plan its infrastructure improvements and the financing for capital improvements. The Fish Point Rd project is in the CIP designated for improvement in 2019. The project funding is proposed to include special assessments and financing through bond proceeds, and therefore requires the City to follow the requirements of M.S. Chapter 475. The CIP estimate for the Fish Point Road Improvement is $636,000. The financial impacts of the project will be further analyzed in the Feasibility Report including the preparation of preliminary assessment calculations. This project does not impact the 2019 tax levy. We would receive the bond proceeds in 2019, and the tax levy to support the debt service payments would begin in 2020. 2 At the 10/1 Council meeting, Councilor Thompson asked if we are increasing debt above what’s planned for. To answer this, no, we are not increasing debt beyond our CIP and long-range financial plan. The CIP and financial plan include Proposed CIP Debt in 2019 of $2,500,000 which includes the Fish Point Road project. The projects/items included in the 2019 Proposed CIP Debt are as follows: 1. CR21/TH13 Project 2. Fish Point Rd (CR21 to Fawn Meadows Curve) 3. Equipment Replacement Plan (water tanker) 4. PIR Fund (bonding for 2019 mill & overlay assessments) Councilor Thompson also referred to $250,000. This is the projected debt principal payment the city will make in 2020 on the 2019 proposed debt. ($2,500,000 of 2019 proposed CIP debt paid over ten years = $250,000/year) Residential Inconvenience of including Fish Point Rd in 2019 road projects: At the 10/1 Council meeting, Councilor Braid and Mayor Briggs, expressed concern regarding the level of construction and resident impact due to significant road work on two major intersections in 2019. The current projects scheduled for 2019 include the Duluth/TH13 intersection project, the CR21/TH13 intersection project and the TH13 reclamation project. These projects will overlap from a timing perspective. The intent is to get the Duluth/TH13 project constructed in the spring as soon as weather permits with completion by early July. The CR21/TH13 project as well as the TH13 reclamation project will be on going through out most of the summer in 2019. The proposed Fish Point Road project could be scheduled any time during the 2019 construction season. As part of the feasibility study we would evaluate the project schedule and determine when the optimal time would be to complete the work. The entire project should only take about six weeks or less due to the fact that it does not include replacement of sanitary sewer or watermain. It could therefore be scheduled any time between April and October. The City has tried to commit to two miles/year of road reconstruction to maintain the current service level of our streets. To date, we have not accomplished this goal. In addition, due to short falls in our sewer and water funds we have revised our CIP to alternate full street reconstruction with street reclamation projects. If the City completes all of the projects as currently shown in the CIP the overall condition of the City’s street pavement will still continue to decline. Fish Point Road was selected for 2019 because it is not a full reconstruction. Per the CIP, the City is also anticipating a full reconstruction of Fish Point Road between TH13 and 160th Street in 3 2020. By completing the reclamation of Fish Point Road south of CR21 in 2019 in combination with the full reconstruction of Fish Point Road to the north in 2020 the entire roadway will be in good condition and able to serve the residents in that area for years to come. CONCLUSION: Staff recommends moving forward with the proposed Fish Point Road reclamation project in 2019. The total project length is less than ½ mile and can be completed within a tight time frame of 4 to 6 weeks. If the project is delayed it will put the City further behind on our street replacement. The CIP includes the full reconstruction of Fish Point Road between TH13 and 160th Street in 2020. That is a very large project and it would be too costly to try to include the 2019 reclamation with it. The 2019 reclamation project is relatively small and allows the City to continue making street improvements without falling further behind.
