MEETING MINUTES – September 27, 2018
1. Call to Order
The meeting was called to order at 7:30 a.m. in the Wagon Bridge Conference Room at Prior Lake City Hall.
Members present: Kim Prchal, Stephanie Carroll, Jeff Petschl, Tim Marco, Thane Tande and Wade Larson. Staff
present: Casey McCabe and Amanda Schwabe.
2. Approval of Meeting Minutes a. August 30, 2018
MOTION BY PRCHAL and SECOND BY TANDE to approve the August 30, 2018 meeting minutes. Motion
adopted 4-0.
3. Old Business a. Economic Development Website Update
Schwabe provided an update as to the status of the economic development website. She shared that
Designwrite Studios will be providing a draft of the website later this week. The draft will be brought before
the sub-committee the week of October 1st for review and comment. It is anticipated to bring the final draft
to the BEC at their October meeting with a final version for the EDA in November.
4. New Business a. Guide to the Commercial Development Process
Schwabe explained that the Economic Development website sub-committee was interested in updating
existing handouts and developing new handouts/guides for prospective business/property owners who are
looking to develop or redevelop property in a commercial district.
PRCHAL questioned if BEC members would be interested in researching area communities for examples
of development guides that Staff can use as a reference.
BEC members volunteered to research area communities and share details as to what components of the
guide(s) that they think would be most beneficial to prospective developers and/or business owners
navigating the City processes.
5. Other Business
a. EDA Meeting Update
MCCABE shared that the EDA approved a development assistance request for soil corrections at 17098
Adelmann Street SE.
MCCABE provided an overview of 2018 commercial activities to date.
MCCABE explained that he had provided contact information for BEC and EDA members to the Chamber
of Commerce for inclusion on ribbon cuttings/grand openings announcements. BEC members are
encouraged to attend these events if available.
b. Residential and Commercial Activity Update
BEC members received a copy of the residential and commercial activity update as of August 31, 2018. c. Staff Update
i. Downtown Design Guidelines
MCCABE shared that Staff is interested in reviewing and updating the Downtown Design
Guidelines. He stated that the current guidelines require multi-story buildings in the downtown area
and that recent projects have obtained variances to the height and building material requirements.
These projects been since been completed and have been well received. McCabe questioned
what level of interest the BEC would like to have in the review of the guidelines.
PETSCHL stated that change is good. He suggested adjusting the height regulations based on
the location of the property.
MARCO questioned what feedback the Planning Commission would be looking for.
MCCABE stated that the Planning Commission would be interested in hearing from the perspective
of business owners related to building heights, materials, signage, etc.
Based on feedback from members, Staff will work with the Planning Commission to revise
guidelines and provide a future update(s) to the BEC.
d. Member Ideas/Recommendations
PRCHAL questioned members on the ongoing business visits. She stated that she recently updated the
list and encouraged members to update the list of contact information and visit dates if visits have been
conducted and not yet recorded.
6. Next Meeting Date.
The next regular meeting of the BEC will be on Thursday, October 25, 2018 at 7:30 a.m.

AGENDA ITEM: ECONOMIC DEVELOPMENT WEBSITE UPDATE
DISCUSSION: Introduction
The creation of an Economic Development website is underway with support from the EDA via
engagement of a website vendor, formation of a subcommittee and website construction.
History
During the July 9, 2018 EDA meeting, the EDA directed staff to obtain quote from web develop-
ment vendors for a separate economic development website. Three quotes were received, and
the EDA directed Staff to engage a vendor. Designwrite Studios was engaged for this project who
then developed website examples in WordPress format for review by the Economic Development
Website subcommittee.
Current Circumstances
The Economic Development Website subcommittee met on October 4, 2018 to discuss website
layout and content. Staff then provided feedback to Designwrite Studios to finalize the layout for
the homepage of the website. Staff continues to work to provide additional supporting documen-
tation for the website including, but not limited to, photos and content language.
Conclusion
Designwrite Studios will be incorporating additional content provided by Staff for final review by
the subcommittee in early November.

DISCUSSION: Introduction
One of the goals of the Economic Development website is to provide relevant information to assist
existing and new businesses, as well as developers, navigate City processes. Handouts are cur-
rently available related to building projects such as decks, new residences, fences, etc. as well as
zoning processes including variances and platting.
Current Circumstances
During the September BEC meeting, the topic of developing a guide for commercial development
was discussed. The purpose of the document would be to provide information for property owners,
developers and contractors alike on the process for completing a commercial development in Prior
Lake. While the document may not address every development or building permit scenario, at min-
imum it can provide detail as to stages of a project as they related to City permitting requirements.
The development of handouts and/or guides to development will require multiple city departments
(e.g. Building Inspections, Planning, Engineering, etc.) to be involved to ensure the information pro-
vided is as comprehensive as possible yet easy to understand.
Conclusion
Some BEC members selected communities to research to see if they had a similar development
guide available. Committee members should share their findings, their likes and dislikes with the
rest of the BEC.

AGENDA ITEM: COMMERCIAL AREA LIAISON VISITS
DISCUSSION: Introduction
The purpose of this agenda item is to allow BEC liaisons an opportunity to share feedback from their
2018 commercial liaison area visits.
History
One of the committee’s duties outlined in the BEC Bylaws is, “To serve as a liaison between city
government and the community through interaction with business leaders and community residents.”
To help accomplish this, the BEC has previously assigned some of its members to act as a liaison
to five specific commercial and industrial areas of the community. The role of the BEC liaison is to
help communicate City and BEC activities with business owners and provide an additional point of
contact for their questions and concerns.
Current Circumstances
One of the BEC’s goals for 2018 is to, “Continue to establish and define the commercial liaison
program.” The BEC commercial area liaison assignments for the commercial areas of the commu-
nity are below.
Downtown Area – Prchal / Petschl
Deerfield Business Park / Welcome Avenue Industrial Area – Carroll
Commerce Avenue / Fountain Hills Area – Larson / Tande
Village Commerce / South Lake Village Area – Martin / Briggs
Gateway Area – Marco
Conclusion
BEC members should discuss their business liaison visits and request assistance from other com-
mittee members if needed to complete their visits in 2018.

AGENDA ITEM: BEC 2018 ACCOMPLISHMENTS & 2019 GOALS
DISCUSSION: Introduction
The City Council has invited all advisory committee members, including the BEC, to a City
Council work session on Monday, November 19th at 5:00 p.m. The purpose of the work ses-
sion is to allow all advisory committees an opportunity to present the City Council with a report
of 2018 accomplishments and 2019 goals. The work session also provides an opportunity for
advisory committees to hear accomplishments from other committees as well as what the
other committees will be working on in 2019 to see if there are any collaboration opportunities.
History
The BEC has previously provided a similar annual report to the City Council. The City Council
has asked that all committees provide three accomplishments for 2018 and three goals for
2019.
Conclusion
Staff has proposed 2018 accomplishments and 2019 goals for BEC review and discussion.
Members should discuss the accomplishments and goals below and amend or substitute ad-
ditional items as desired.
2018 Goals
Utilize the Outreach and Marketing subcommittee to promote the business climate while
collaborating with businesses and business organizations in Prior Lake with the use of
technology and social media.
Continue to establish and define the commercial liaison program.
Evaluate the establishment of a business mentorship program.
Work with the EDA and commercial liaisons to establish a website and social media strat-
egy dedicated to promotion of economic development successes and opportunities in
Prior Lake.
Evaluate and respond to business owner comments received at the Talk of the Town
event.
2018 Accomplishments (proposed)
Worked with the EDA to secure funding for the development of an economic development
focused website for the City of Prior Lake. Website is under construction and expected to
be live by the end of 2018.
Continued to establish the Commercial Area Liaison Program through communications
with business owners.
Increased communication with the EDA throughout the year, including two joint meetings.

2019 Goals (proposed)
Work with the Chamber of Commerce, EDA and downtown businesses to provide oppor-
tunities to increase customer traffic in the downtown area during 2019 construction.
Continue to establish and define the commercial liaison program with additional visits and
outreach programs.
Work with city staff to develop a Guide to the Commercial Development Process to be
used as a guide for business owners / developers who wish to establish or expand a
commercial business in Prior Lake.
ISSUES: BEC members should discuss what information should be included in the presentation and
which member(s) of the committee are available to attend and present the information at the
November 19th work session. The BEC is limited to three accomplishments and three goals.
The presentation at the work session will need to be no longer than ten minutes.
BEC members should RSVP to Ann Schroeder at aschroeder@cityofpriorlake.com if they plan
to attend the work session.

DISCUSSION: Introduction
The BEC has previously discussed opportunities to assist with customer attraction efforts in the
downtown area during 2019 construction activities.
Current Circumstances
Representatives of Bolton & Menk have provided examples of a few promotions and events that
have occurred during construction activities in other communities, including:
DEALS/PROMOTIONS
Construction Bucks (given out by stores or chamber as purchases are made to be used at
downtown businesses or to buy special items)
Seasonal Items available for a limited time! - only for construction (“orange cone latte” “con-
struction barrel brew” “bulldozer brew” “Skid Loader Smoothie” specialty t shirts)
Construction Coupons/Construction Related Promotions
• “Use the Back-Door Promotion” – City gave each business $500 to spend on back door
improvements as customers would have to use that entry during construction. (this would
need to be adapted to the needs in Prior Lake)
• Collective Construction Coupon Book – each business downtown creates 1-2 offers to add
to collective coupon book (valid for construction season, include map with detour route)
• Linked Coupons – buy X at store 1 get Y at store 2.
Group Advertisements (go in together as area businesses for newspaper/radio ads – “downtown
is open for business”)
Construction related marketing (logo with construction hat) extra signage (to be worked out with
City permitting requirements)
Permitting process easier to have businesses at Farmers market outside of downtown (sam-
pling of store products at Farmer’s markets and a “here’s where you can find us”)
Discount for walking or biking (to help cut down on construction congestion)
EVENTS
Special Community Events promoting downtown businesses as a group – “The Main Event”
(Redwing, MN)
Roundabout Rodeo – couple community initiatives with project initiative to create a week-
end/Saturday event getting people downtown. This specific event will be towards the end of
construction and can double as a celebration.
Host a downtown crawl – ticketed entry to get into crawl, ticket gets you in and a few small items
along the way, deals to encourage additional purchases. (divide proceeds among participating
businesses)
• Cocktails at local boutiques, appetizer at Edelweiss, activity at jewelry store/auto mechanic,
dinner at restaurant X, dessert at restaurant Y, after party at brewery.

Joint Open House/Chamber event for “what to expect during construction” – team up with Bolton
& Menk for an open house event, right before construction, to not only share project staging
information, but also for businesses to promote special events/deals they will have during con-
struction. We could already start the giveaways at this event or do a “selfie with a project team
member or business owner” to be entered in a raffle for a prize.
MISCELLANEOUS
Selfie raffle – Take a selfie as you make purchases at downtown businesses and share with the
#ToBeDetermined for a chance to win prizes!
Photo contest – Take a photo of downtown during construction and best photo wins a prize.
Could have different themes each month.
“Hiking Club/Passport” – initiative like DNR Hiking Club or State Park Passport where each store
has a special code or stamp that you receive when you make a purchase at their business. After
X amount of codes/stamps you can redeem a prize from the City or Chamber.
• There could also be a grand prize at the end of construction for whoever has collected the
most stamps.
Construction Medallion Hunt – Similar to the City’s annual medallion hunt for Lakefront Days.
Participants receive clues from downtown businesses after purchases are made.
• Purchases can be on a curve – i.e. one cup of coffee may not unlock the clue, but X dollar
amount or number of purchases needed.
There could be various twists to the above without the medallion as well. The chamber or city
could have intermittent prizes or a grand prize – winners/participants are promoted on social
media posts. Stores could give:
• Clues to solve a riddle
• Letters to solve wheel of fortune puzzle
• Clues to find a key – have a box at city hall with the prize inside. Decoy keys could also be
hidden around town that participants could try on the safe.
Cartoon maps showing detour route for each stage.
Conclusion
The events and promotions have also been shared with the Prior Lake Chamber of Commerce.
BEC members should discuss the events and whether they wish to participate with the Chamber
and other organizations to attract customers to the downtown area in 2019.
ISSUES: If the BEC wishes to participate, their efforts should be complimentary to that of the downtown busi-
ness owners, Chamber of Commerce, EDA or other groups who are attempting to generate cus-
tomer traffic in the downtown area during construction. FINANCIAL IMPACT: Some of the proposed customer attraction efforts may require financial support.

Economic Development Authority (EDA) – 2018 Accomplishments
The EDA developed the 2018 EDA Business Plan which identifies how additional funding will
be used to achieve a greater economic development impact in the community through identified
economic development initiatives.
Worked with the City Council to amend the EDA Enabling Resolution to include language which
allows the EDA to utilize EDA Special Revenue Funds to facilitate economic development initi-
atives identified in the EDA Business Plan.
Held joint meetings with the City Council, Business Engagement Committee and Scott County
First Stop Shop to promote partnerships and collaboration.
Reviewed and commented on the 2040 Land Use Plan as part of the 2040 Comprehensive Plan
Update.
Assisted commercial development and redevelopment projects by providing limited funding to
support utility relocation, electrical and soil correction costs.
Reviewed and recommended approval of two requests for annexation of needed commercial
and business park property.
Economic Development Authority (EDA) – 2019 Goals
Utilize EDA Special Revenue Funds appropriately to accomplish the approved economic devel-
opment initiatives.
Continue to guide the Business Engagement Committee and support the Technology Village
Board of Directors.
Continue to build upon the positive momentum by encouraging additional downtown develop-
ment and redevelopment opportunities.
Establish a process and plan to target resources for economic opportunities that provide signif-
icant benefits to Prior Lake, including those that may include property acquisition and direct
support to commercial and industrial development.
Conduct an annual meeting with the Scott County CDA First Stop Shop, City Council, Planning
Commission, EDA and Technology Village BOD to identifying reciprocal goals.

Updates of EDA activity related to the above listed topics will be presented to the BEC during their
October 25th meeting.
