BUSINESS ENGAGEMENT COMMITTEE
MEETING MINUTES – May 24, 2018
1. Call to Order
The meeting was called to order at 7:31 a.m. in the Wagon Bridge Conference Room at Prior Lake City Hall.
Members present: Kim Prchal, Stephanie Carroll, Jeff Petschl, Tim Marco, Ron Martin and Tommy Hesch. Staff
present: Casey McCabe and Dave Elbon.
2. Approval of Meeting Minutes
a. April 26, 2018
MOTION BY CARROLL and SECOND BY MARTIN to approve the April 26, 2018 meeting minutes. Motion
adopted unanimously.
3. Old Business
a. Marketing/Communication Material Update
ELBON presented updates city staff has made to a newly created Economic Development page on the City
of Prior Lake website. The new economic development page includes tabs for: start a business; community
profile; demographics; available commercial space; technology village; and resources and contacts. He
stated the link is not active to the public.
MARTIN suggested the link be shared with all BEC members to provide them with an opportunity to review
and comment on draft page.
MCCABE noted a link to START A BUSINESS will be added under the I WANT TO… tab on the website.
CARROLL suggested imagery, or a banner be included to provide more visual interest, as opposed to so
many words.
ELBON confirmed images can be added.
PETSCHL suggested a tab be added for existing businesses where business owners can go for news,
information on construction traffic or other updates.
MCCABE stated the links are in early draft form. Staff will work with Communications Coordinator Elbon to
provide a little more detail and content and the link with be shared with the BEC next week. This will allow
time for BEC members to review and comment before this page is shared with the EDA at the June 11 th
joint EDA/BEC meeting.
4. New Business
a. BEC Liaison Visits – Street Construction Handouts
MCCABE reviewed copies of flyers related to road construction alerts, informational booklet titled “How to
Thrive During Road Construction”, CH21/TH13 reconstruction project and moving forward 13-21 Facebook
information. He notified the BEC members that this information has been added to the BEC Commercial
Area Liaison folder on Dropbox and staff would print copies if needed for commercial area liaison visits.
PETSCHL commented on the need for appropriate business directional signage during street construction
projects.
MCCABE informed the BEC that the city council has approved the hiring of a consultant to assist with the
communications for the Hwy13/Duluth Avenue project. If successful, the council may consider a similar
position to assist with communications for the CH21/TH13 project in 2019.
PRCHAL stated a goal for the committee should be to have half of the commercial liaison visits completed
by July 1 and all liaison visits completed by September 1.
5. Other Business
a. EDA Meeting Update
MCCABE provided an overview of the EDA Special Meeting on April 30th related to the EDA 2018 Business
Plan and funding request. BEC members received a copy of the EDA 2018 Business Plan for review.
McCabe informed the BEC that the City Council approved an amendment to the EDA Enabling Resolution
and a transfer of $300,000 from the General Fund to the EDA Special Reserve Fund on May 21. The funds
will be used by the EDA to achieve economic development objectives identified in the EDA business plan.
b. Residential and Commercial Activity Update
BEC members received a copy of the residential and commercial activity update as of April 30, 2018.
c. Staff Update
MCCABE reminded BEC members the next joint EDA/BEC meeting is on Monday, June 11th at 4:00 PM in
the Parkview Community Room at City Hall. The discussion topics will focus on what the City of Prior Lake
can do during road construction projects to promote business activity and the economic development
enhancements on the City of Prior Lake website.
d. Member Ideas/Recommendations
PRCHAL noted she will not be attending the June 28 meeting.
6. Next Meeting Date.
The next regular meeting of the BEC will be on Thursday, June 28, 2018 at 7:30 a.m.

MOTION BY PETSCHL and SECOND BY MARTIN to adjourn the meeting. Motion adopted unanimously. The
meeting adjourned at 8:31 a.m.
