HomeMy WebLinkAbout4A 11 05 2018 City Council Minutes 1 4646 Dakota Street SE Prior Lake, MN 55372 REGULAR CITY COUNCIL MEETING MINUTES November 5, 2018 CALL TO ORDER Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors McGuire, Thompson, Burkart and Braid, City Manager Boyles, City Attorney Schwarzhoff, Finance Director Erickson, Police Chief Elliott, Community Development Director McCabe, Public Works Director/City Engineer Wedel and Executive Assistant Schroeder. PUBLIC FORUM Mayor Briggs reviewed the process for the public forum and explained that items scheduled for public hearing or items for which a public hearing has been held but no final action taken, are not eligible for discussion on the public forum. Tom Lannon, 5665 150th Street SE: Stated he is concerned about the Winter Maintenance Pol- icy from last year that does not do the snow removal on the sidewalk in his neighborhood. Ex- plained in 2005 when the sidewalk was put in, the city stated it was a trail to connect city parks and was needed for safety which would be plowed by the city. Noted he does not understand why the city will no longer remove the snow. Read a memo that was sent to residents in 2005 that ex- plained in more detail the reasoning of the sidewalk and how it would be snow plowed. Stated he does not understand what has changed with the public works department that this is no longer go- ing to be plowed. Michelle Jirik, 984 Riddle Creek Drive: Noted she is a member of the Prior Lake Rotary and on the committee for the Lakefront Music Fest. Explained the music fest has gone on for nine years; they are increasing the talent budget to bring in bigger artist; a higher level of talent brings more people to the event increasing attendance. Noted bigger artists require higher volume levels and will not play “soft” to meet the city ordinance. Requested support in changing the sound variance. Jim Clark, 3353 Glynwater Trail: Stated he has an interest in the walking paths snow plowed. Noted he has received 50 residents who have signed off on the petition to snow plow the trails in his neighborhood park. Suggested it does not have to be plowed after every snow storm but maybe once a week or half of the street sweeping budget should be used for snow removal. Briggs: Stated that agenda item 9A will be addressing the winter maintenance policy. Noted the noise ordinance is also going to be discussed tonight on agenda item 9B. DRAFT 11 05 2018 City Council Meeting Minutes 3 PRESENTATIONS No Presentations Scheduled PUBLIC HEARINGS No Public Hearings Scheduled OLD BUSINESS No Old Business Scheduled NEW BUSINESS 9A Consider Approval of a Resolution Updating the City of Prior Lake Public Works Oper- ations Manual for Winter Maintenance Public Works Director/City Engineer Wedel presented on this agenda report dated November 05, 2018. Burkart: Requested a review that Lannon’s request is inconsistent with policy but Glynnwater is consistent. Wedel: Responded that the Glynnwater trail is consistent with being a high use recreational area. Suggested that if council wanted to, staff could monitor the trail to ensure it was being used as a high use recreational trail. Noted the sidewalk on 150th street is along homes, it has a sufficient boulevard and does not meet the criteria. Braid: Asked is there snow removal equipment out there near 150th area. Wedel: Responded the blue segments on the maps are trails that the city does plow due to city owned property. Braid: Questioned why the street sweeping is important. Wedel: Stated street sweeping is done to protect the water quality of the lake; we sweep more than a typical city that does not have 14 lakes. Braid: Noted he is in favor in clearing the snow in both of the areas. Explained regarding the 150th area the city made a commitment and we should carry through with it. McGuire: Stated the city did make a commitment on 150th street and it is tough to go back. Noted it costs the residents more to plow this then it does for the city. Braid: Commented that sidewalk maintenance use to go through 150th and prior to the policy last year the full strip was plowed but we eliminated that stretch. Agreed with the other counci- lors that we should continue the commitment on 150th city and have staff look at the other com- mitments the city had in this area. Noted that if we are adding a segment but not taking anything away it will affect the cost and staff time it takes to snowplow, and council needs to be mindful of this when making acceptations to the policy. Suggested that maybe not all of Lakefront Park needs to be plowed. MOTION BY BRAID, SECOND BY BURKART TO APPROVE RESOLUTION 18-176 UPDATING THE CITY OF PRIOR LAKE PUBLIC WORKS OPERATIONS MANUAL FOR WINTER MAINTE- NANCE WITH THE ADDITION OF GLYNNWATER TRAIL AND THE 150TH SEGMENT WITH STAFF TO MONITOR HIGH USE TRAILS DRAFT 11 05 2018 City Council Meeting Minutes 4 Thompson: Asked if the policy review was just done to figure out the high use trails. Wedel: Stated the mayor is asking staff to monitor the high use trails to ensure they are indeed high use trails. Noted these two trails that were added are going to increase the timeframes to complete the service. Briggs: Responded yes, as council adds trails service levels go down and we have to accept that. Braid: Noted this event is a valued community event and the money raised by the Rotary is coming back to the city. McGuire: Stated Lakefront days has been park of the community for 40 plus years and would hate to see either event go away. Briggs: Asked the Rotary to think of some thoughts and strategies to ensure a pleasant event all around. Added that the City Manager has authority to address issues if this is not successful. Thompson: Commented that she has heard that the community wants bigger names. Boyles: Noted he normally is watching for this and should have explained this in more detail as a new agenda business item. DRAFT 11 05 2018 City Council Meeting Minutes 5 Wedel: Stated he agrees that when it is over the engineer estimate staff should give a further explanation to council. Explained we have an issue with beavers in the area, so they are build- ing stormwater structures that are beaver proof. McGuire: Suggested if a consent agenda item is over a certain dollar amount it should not be on consent. Burkart: Asked what is the percentage over an estimate where the City Manager pulls this off. Boyles: Stated any bid that is over the engineer’s estimate should be pulled so the city council has the opportunity to discuss should they desire. COUNCILMEMBER LIAISON UPDATES Briggs: Noted the City Manager finalists will be announced by the end of the day November 6, 2018. Thanked the city staff for their work on the Candy Crawl that brought in over 1,200 visitors to our city with over 500 visitors to our Main Street. Added we now have City of Prior Lake flags available for purchase of $25. Concluded tomorrow is a big day and we need to let our voices be heard at the polls. OTHER BUSINESS / COUNCILMEMBER REPORTS 12A Street Project Update - Public Works Director/City Engineer Wedel provided an update. Briggs: Stated he likes the boulder look around the monument sign at CR42 and TH13. ADJOURNMENT With no further business brought before the Council, a motion was made by Braid and seconded by McGuire to adjourn.
