•Reviewed and recommended zoning actions related to
community and economic growth including 6 plats totaling
161 residential units.
•Evaluated the Subdivision Ordinance and proposed
amendments, including, but not limited to lot
combinations, proposed development signage, public
hearing requirements for final plat PUD’s.
•Acted upon numerous variance applications (12), and 2
conditional use permits.
•Planning Commission continued efforts to increase
communication via the addition of Proposed Development
signage.
•Continue to make decisions and recommendations on
subdivision and zoning applications throughout the
year based on the Comprehensive Plan.
•Identify ongoing learning opportunities with other
metro area communities to facilitate appropriate
community development.
•Foster and strengthen engagement and dialogue with
the broader Prior Lake community.

•The EDA developed the 2018 EDA Business Plan which identifies how additional funding will be used to achieve a greater economic development impact in the community through identified economic development initiatives.
•Worked with the City Council to amend the EDA Enabling Resolution to include language which allows the EDA to utilize EDA Special Revenue Funds to facilitate economic development initiatives identified in the EDA Business Plan.
•Held joint meetings with the City Council, Business Engagement Committee and Scott County First Stop Shop to promote
partnerships and collaboration.
•Reviewed and commented on the 2040 Land Use Plan as part of
the 2040 Comprehensive Plan Update.
•Assisted commercial development and redevelopment projects
by providing limited funding to support utility relocation,
electrical and soil correction costs.
•Reviewed and recommended approval of two requests for
annexation of needed commercial and business park property.
•Utilize EDA Special Revenue Funds appropriately to accomplish
the approved economic development initiatives.
•Continue to guide the Business Engagement Committee and
support the Technology Village Board of Directors.
•Continue to build upon the positive momentum by encouraging
additional downtown development and redevelopment
opportunities.
•Establish a process and plan to target resources for economic
opportunities that provide significant benefits to Prior Lake,
including those that may include property acquisition and
direct support to commercial and industrial development.
•Conduct an annual meeting with the Scott County CDA First
Stop Shop, City Council, Planning Commission, EDA and
Technology Village BOD to identifying reciprocal goals.

•Worked with the EDA to secure funding for the
development of an economic development focused
website for the City of Prior Lake.
•Website is under construction and expected to be
live by the end of 2018.
•Continued to establish the Commercial Area Liaison
Program through communications with business owners.
•Increased communication with the EDA throughout the
year, including two joint meetings.
•Work with the Chamber of Commerce, EDA and Downtown & South
Lake Village area businesses to provide opportunities to increase
customer traffic in the downtown area during 2019 construction.
•Continue to establish and define the commercial liaison program with
additional visits and outreach programs.
•Promote the newly created economic development focused website to
existing Prior Lake businesses and others who may be interested in
locating or expanding their business in Prior Lake.
•Work with city staff to develop a ‘Guide to the Commercial
Development Process’ to be used as a guide for business
owners/developers who wish to establish or expand a business in Prior
Lake.
•Host another ‘Talk of the Town’ event, or similar events, which
provided an opportunity for business leaders, property owners and
developers to gather with local elected and appointed officials to
share opportunities, express concerns, discuss current community
events/activities, or offer ideas to make Prior Lake a stronger business
community.

•In partnership with the Scott County First Stop Shop, the Technology Village Board assisted with the FAST-TRACK Business Challenge, a Shark Tank style event for Scott County Businesses.
•The Prior Lake Technology Village and Scott County First Stop Shop received the 2018 Program of the Year Award by the Economic Development Association of Minnesota (EDAM) for the FAST-TRACK Business Challenge.
•The Technology Village BOD hosted several networking and educational events including Creating a Corporate Culture, Business Plan Development, Cyber Security and Marketing,
•The Board continued to work with Scott County Communities and the Scott County CDA-FSS to expand the business accelerator program county-wide including the creation of a Business Plan which identifies the specific tasks necessary to secure funding and/or sources of funds to support Scott County program expansion.
•Maintained nearly 100% occupancy of available space in 2018 and increased the number of virtual program participants from two to four.
•Continue to implement the Technology Village Phase II.5
Business Plan, primarily related to program expansion
within Scott County.
•Identify additional program mentors and service
providers, as well as additional program participants
(both virtual and physical) to increase the number of
Technology Village related employees working in Prior
Lake.

the 3rd Annual FAST-TRACK Business Challenge for Scott

•Community outreach and education on public safety issues including broader
social media reach in partnership with the communication committee.
•Extended outreach at community events with a table at community fest, and
the Veterans Market as well as a proclamation for Domestic Violence
awareness month, and fire prevention month, and participation at the fire
department’s open house. Added domestic violence materials and sex
trafficking materials into table resources.
•Youth safety initiative, in partnership with the schools. Driving, online, social
media, anti-drug, fire safety
•Safety reminders sent to students at the beginning of school and at Prom,
including an in-person message to juniors and seniors, and participation in
the Mock Crash conduct the week before prom at Prior Lake High School.
This was also pushed out on the city’s social media pages.
•Crime prevention initiatives to reduce opportunity for crimes
•Support of traffic law enforcement initiatives for neighborhood speed
enforcement and enforcement on Highway 13. Handed out materials at
community events on internet safety, and fraud prevention, domestic
violence, and sex trafficking.
•5 new committee members for this year, so we will
spend our December meeting Identifying goals for
2019.
