DISCUSSION: Introduction The purpose of this agenda item is to request city council approval to recruit a public relations firm to assist city staff and local community groups to plan for and implement events which promote shopping in commercial areas affected by the 2019 Road Reconstruction Projects. History The city council has expressed a desire to promote Prior Lake businesses. They have also directed the staff to engage in robust communications in traditional media and social media particularly when residents or visitors are likely to be impacted by city projects. In 2019 road improvement projects will occur on Duluth, TH13 and County Road 21 which are essential to our transportation future and community development but most certainly will cause short term access problems for area businesses. Current Circumstances The city council has already approved a contract to facilitate clear and ongoing communication with area businesses affected by the Duluth and TH13 improvement projects slated for June next Year. This effort has already paid off by facilitating expeditious road right of way acquisition by approaching each property owner personally to explain the advantages and impacts of the upcoming project. Similarly, extensive time was invested by the city and county communicating with businesses and residents anticipated to be affected by the County Road 21 and TH13 Road Improvement Project. For the above investments to be effective however, the communication effort must continue up to and throughout the actual construction. What is missing to date is the coordination of a series of community events which will encourage consumers to continue to come downtown and to South Lake Village to shop despite the construction activities. Attached is a list of community event activities contemplated for 2019. Additional events are contemplated by the Chamber of Commerce, Downtown Business Association, Business Engagement Committee and area vendors. The city has insufficient staff either in Community Development or Recreation to accomplish these ends. Each event requires planning, volunteers, management, collaboration and oversight to achieve the two-fold objective of: 1. Getting shoppers to continue to shop downtown and South Lake Village regardless of the improvement work. 2. Sales receipts at levels which will sustain the businesses during 2019 and 2020. The staff’s intent is to contact businesses who specialize in such work. We would explain what we need and request a detailed quote enumerating services to be provided and the itemized costs, therefore. The proposal(s) would be refined and submitted to the city council for consideration. ISSUES: The city and county have accomplished a great deal to date as both projects are moving forward in 2019. For the projects to be actual successes, the businesses affected by the projects must survive. It is the recommendation of the Economic Development Authority and the city staff that the effort recommended in this report be undertaken. FINANCIAL IMPACT: There are two forms of economic consequences. The city could save money by rejecting this recommendation and then lose businesses who fail because customers change their shopping habits, buy elsewhere and consequently Prior Lake Businesses fail. This has the potential to be the biggest and most long-term financial loss. The other consequence would be the money the city invests in this project which produces a return on investment in the form of successful businesses and continued positive momentum for our downtown and South Lake Village renewal. ALTERNATIVES: 1. Motion and second as part of the consent agenda to adopt a resolution directing the staff to work with one or more public relations firms to prepare and assist in the implementation of an “Encourage Local Shopping Project” for consideration by the Prior Lake City Council. 2. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. City staff is directed to contact one or more public relations firms to prepare and assist in the implementation of an “Encourage Local Shopping: project during the 2019 road reconstruction season.
