The Engineering Department has reviewed the site plan for the subject project and we
have the following comments:
Hvdroloaic/Hvdraulic. Water Quality and Gradina Comments
1. The limits of grading shall be shown on the plans.
2. Environmental 3" sumps shall be used at the last structure prior to storm water
discharging into any body of water.
3. Hay bales or silt fence checks should be installed at the inlet of the catch basin
to protect from siltation, which may occur as a result of construction.
General
1, Construction with in City Right-of-Way requires a utility permit. The fee is
$250.00. A copy of the application is attached.
2. Provide a copy of the Prior Lake/Spring Lake Watershed District permit prior to
start of construction.
3, Schedule a preconstruction meeting with the Engineering Department.
4. Record drawings of the newly constructed storm sewer will be required.

The City of Prior Lake has completed its review of the above referenced site plan
application, This letter serves as the official notice of approval of the site plan for
this addition, Attached is an approved set of plans for your files, Approval of this
site plan is subject to the following conditions:
1, The parking lot shall be constructed as shown on the approved plans,
2. Further parking lot alterations will require review and approval,
3, Environmental 3" sumps shall be used at the last structure prior to storm

REGULATIONS PERTAINING TO THE INSTAllATION OR
REPAIR OF UNDERGROUND UTILITIES IN CITY STREETS
OR IN CITY RIGHT -OF-WA Y/EASEMENTS
The following regulations and conditions constitute a part of the application made by any installer or contractor for
the installa~ion of utilities in any City street right-of-way or City utility easement and the applicant, in making his
application'to do such work, shall agree to abide by these regulations and conditions:
1. The individual obtaining the permit shall, before commencing such work, notify the City Engineer when the
work at each location is to commence; and, when requested by the Engineer, shall submit plans and
specifications.
2. Upon completion ofthe proiect. the individual shall promptlv notify the City EnQineerinQ Department for final
inspection.
3. The public is to be protected by the individual, at all times, from the commencement of the work until the
completion and acceptance by the City. The installer or contractor shall so conduct his operations as to
cause the minimum inconvenience to the public. The installer or contractor shall furnish, erect, and
maintain, in accordance with the le9ally accepted standards, all necessary warning and traffic control signs,
barricades, traffic cones, and flashing lights to direct and control the movement of traffic through the project
in all directions and at all times.
The foregoing provisions shall not in any way relieve the installer or contractor of any of his legal
responsibilities or liabilities for the safety of the public.
4. All openings in bituminous surfaces shall be cut in a straight line with sides smooth and vertical. No ragged
edges will be permitted. Cutting shall be done with a concrete saw, cutting wheel, jaCk hammer, spades or
similar approved tools.
Backfill material shall be suitable for highway embankment construction. No peat, frozen lumps, broken
asphalt, sod, roots, or other undesirable material shall be permitted as backfill. Rocks larger than six
inches (6") in diameter shall not be used in backfilling of trenches.
The backfill material shall be placed in layers not to exceed one foot (1 ') and mechanically compacted to
not less than 95 percent of modified Proctor density.
The upper six inches (6") of the backfill shall meet Minnesota Highway Department Specifications for Class
5 material and shall be compacted to not less than 95 percent of modified Proctor density.
As soon as possible after backfill operations are completed, the cut bituminous edges of the trench shall be
painted with an asphalt emulsion such as SS-1. Immediately thereafter, the patching material shall be
placed and mechanically compacted to not less than 95 percent of modified Proctor density. The asphaltic
material used in patching shall be of the same type as removed from the roadway, except, that in no case,
will a plant mixed asphalt of less quality than Minnesota Highway Department Specifications 2331 be used.
The finished surface of the patch shall conform to the surface of the undisturbed roadway.
No permanent asphalt patches shall be on any base whose temperature is 32 degrees Fahrenheit or less.
Cold weather patching shall be of temporary nature, using cold mixed asphalt, well graded crushed rock or
similar approved materials. Temporary patches shall be true to line and grade. Temporary patches shall

be replaced by permanent patches when weather conditions permit and notification shall be required as
stated in 2.
5. Other areas may be required to be compacted at the direction of the City Engineer.
6. Such permittee to be responsible for maintenance and repair of all trenches for a period of one (1) year and
if settlement occurs or excavation caves in, the same shall be promptly indicated by adequate warning
signs and shall be restored to proper condition in accordance with specifications above provided as soon
as conditions permit.
7. All culverts and ditches shall be, replaced in their original position and condition existing prior to

construction and no change shall be made in drainage without approval of the City Engineer.
8. Permittee shall save the City harmless from all third party claims for injury or damage which may occur
between the time the work commences and the time it is finally accepted by the City.
9. The permittee may be required to jack or bore under certain streets, as determined by the City Engineer.
10. The applicant shall furnish evidence of public liability insurance of not less than $100,000/300,000 and
property damage of not less than $25,000 issued by an insurance company authorized to do business in
the State of Minnesota on which the City is named as an additional insured party.
11. Except for the negligent acts of the City, its agents and its employees, the permittee shall assume all
liability for, and save the City, its agents and its employees, harmless and defend same at its sole cost and
expense from any and all claims for damages, actions or causes of action arising out of the work to be
done herein and the continuing uses by the permittee, including but not limited to the placing, constructing,
and reconstructing, maintaining, protecting and use of said facility under this application and permit for
construction.
12. Existing Facilities - The utility facility and installations shall not interfere with any existing utility facility on
the City's right-of-way or easements. It is the responsibility of the applicant to call for necessary locations
of existing utilities. (GopherOne)
13. Private Property - The work permit or permit for construction as issued doeS not in any way imply that the
appropriate easement exists to allow the applicant to work on private property.
14. Cutting Trees - The permission herein granted does not confer upon the permittee the right to cut, remove
or destroy trees or shrubbery within the legal limits of the right-of-way. Easements that are not specifically
identified on the plan attached to this permit or relieve permittee from obtaining any consent otherwise
required from the owner of the property adjacent thereto.
15. Clean-Up - Street, trailways and affected right-of-way shall be scraped clean at the end of each work day
and swept clean after construction is completed and left in a neat and presentable condition.
16. Replacement of Sod - Wherever top-soil and sod are disturbed, they shall be r~placed in kind and
maintained satisfactorily until the turf is established.

stated above and relevant City Ordinances.

Revised Landscaping Plan
Dear Mr, Mehleis:
At the request of Jared Lee of Anderson-Johnson Associates, Inc" the City of
Prior Lake reviewed a revision to the approved landscaping plan for the
Oakwood Elementary School. This revision replaces the 7 ash trees located on
top of the retaining wall on the north side of the property with 14 Pyramidal
Arborvitae, The Arborvitae will be at least 6' in height. The staff feels these
trees will satisfy the screening requirement.
Attached is an approved copy of the revised landscaping plan. The trees must
be planted prior to issuance of a certificate of occupancy.

Dear Mr, Mehleis:
At the request of Jared Lee of Anderson-Johnson Associates, Inc" the City of
Prior Lake reviewed a second revision to the approved landscaping plan for the
Oakwood Elementary School. This revision eliminates all of the trees located on
top of the retaining wall on the north side of the property, Upon review of the
Zoning Ordinance requirements and the site itself, the City staff has determined
the elimination of the landscaping will be acceptable.

ROADWAY AND PARKING AREA LIGHTING
PART 1: GENERAL
1.01 RELATED DOCUMENTS
A, Drawings and general provisions of the Contract, including General and Supplementary Conditions and Division I
Specification Sections, apply to this Section.
B, Requirements of the following Division 16 Sections apply to this Section:
1. Section 16050: "Basic Materials and Methods".
C. Refer to other Division 16 sections for wires/cables, raceways, transfonners, and electrical boxes and fittings work
which are required in connection with roadway and parking area lighting poles and standards.
1.02 SUMMARY
A. This section includes lighting standards and luminaries for roadway and parking area lighting. Extent, location, and
details of roadway and parking area lighting work are indicated on drawings and in schedules.
B. Applications of roadway and parking area lighting specified in this section include the following:
I. Private roadways.
2. Automobile parking lots.
C. Excavation and backfilling for roadway and parking area lighting poles, standards, and foundations are specified in
Division 2.
D, Concrete for embedding roadway and. parking area lighting poles, and for pole and standard foundations and
footings is specified in Division 3.
1,03 SUBMITTALS
A. General: Submit the following in accordance with the Conditions of the Contract and Division I specification
sections:
1. Product Data: Submit manufacturer's data for each type of product on roadway and parking area lighting units
including, but not limited to, fabricated electrical poles and standards, mast arms, luminaires, brackets, lamps
and associated components. In addition, include luminaires utilization data graphic plots for each unit.
2. mumination Data: Provide isofootcandle (isolux) plot diagram of footcandles on horizontal pavement surface
which shows composite values of illuminance projected from the arrangement of light sources from indicated
fixture locations and heights. Show on graphic plots the locations, spacings and heights ofluminaires.
3. Maintenance Data: Submit maintenance data and parts list for each roadway and parking area lighting fixture
and accessory including "trouble-shooting" maintenance guide. Include that data, product data, and shop
drawings in an Operating, Maintenance and Warranty Data Manual in accordance with requirements of
Division 1.

1.04 QUALITY ASSURANCE
A. Manufacturer's Qualifications: Engage firms regularly experienced and engaged in manufacture of roadway and
parking area lighting units, of types and sizes required, whose products have been in satisfactory use in similar
service for not less than 5 years.
B, Installer's Qualifications: Engage firms with at least 3 years of successful installation experience on projects with
roadway and parking area lighting installation work similar to that required for this project.
C. Codes and Standards:
1. Electrical Code Compliance: Comply with applicable local code requirements of the authority having
jurisdiction and NEC Articles 220, 250, 410, and 501 as applicable to installation, and construction of
roadway and parking area lighting.
2. UL Compliance: Comply with UL standards, including UL 486A and B, pertaining to roadway and parking
area lighting. Provide lighting components and fittings which are UL-listed and labeled.
3. NEMA Compliance: Comply with NEMA Stds PubINo's. LE 2 and TT 1 pertaining to roadway and parking
area lighting units, materials, and installation.
4. IES Compliance: Comply with applicable requirements of IES RP-8 "Roadway Lighting," and RP-20,
"Parking Facilities Lighting."
1,05 PRODUCT DELIVERY, STORAGE AND HANDLING
A. Deliver exterior lighting products, fixtures, and fittings in factory-fabricated containers or wrappings, which
properly protect products from damage.
B. Store exterior lighting products, fixtures, and fittings in original cartons in well-ventilated space protected from
moisture, construction traffic and debris,
C. Handle exterior metal lighting standards and brackets carefully to prevent breakage, denting and scoring finish.
Wrap finished laminated wood standards and mast anns individually, in heavy-duty moisture-resistant paper for
protection in transit. Do not install damaged units or components; replace with new.
1,06 SEQUENCING AND SCHEDULING
A. Coordinate with other electrical work including wire/cables, electrical boxes and fittings, and raceway, to properly
interface installation of roadway and parking area lighting work with other work.

B. Sequence roadway and parking area lighting installation work with other work to minimize possibility of damage
and soiling during remainder of construction period.
1,07 EXTRA MATERIALS
A. Furnish stock or replacement lamps and baUast amounting to 15 percent, but not less than one (I) lamp and one (I)
ballast in each case, of each type and size lamp used in each type fixture. Deliver replacement stock as directed to
Owner's storage space, and obtain receipt.

2,01 MANUFACTURERS

shown in the Light Fixture Schedule.
2,02 MATERIALS AND COMPONENTS
A, General: Provide roadway and parking area lighting units of sizes, types and ratings indicated, complete with, but
not limited to, poles/standards, brackets, mast anns, luminaires and other components and accessories required for
complete roadway and parking area lighting systems:
2,03 LIGHTING POLES AND STANDARDS
A. Metal Lighting Standards: Provide metal,' raceway-type, lighting poles and standards, of sizes and types indicated,
comprised of shafts and tenon joints. Equip with grounding connections readily accessible from handhole or
transfonner base access doors, and constructed of the following materials and additional construction features:
I. Material: Stainless steel.
2. Material: Galvanized steel.
3. Material: Spun aluminum.
4. Material: Extruded aluminum.
5, Configuration: Anchor base type with handhole and cover where indicated
6. Metal Lighting Standard Accessories: Provide accessories for metal lighting standards, including galvanized
anchor bolts, leveling grout and vibration dampers as recommended by lighting standard manufacturer, of
sizes and materials needed to meet erection and loading application requirements. Provide base cover
concealing anchor bolts and nuts. Provide with set screws to hold base in place.
2,04 LUMINAIRES
A. See Light Fixture Schedule for exterior fixtures and standards.
B. General: Provide luminaires as described in the light fixture schedule with hinged and latched gasketed flat

PART 3: EXECUTION
3,01 EXAMINATION
A. Examine areas and conditions under which roadway and parking area lighting equipment and components are to be
installed, and substrate which will support equipment. Notify Contractor in writing of conditions detrimental to
proper completion of the Work, Do not proceed with the Work until unsatisfactory conditions have been corrected
in a manner acceptable to the Installer.
3,02 INST ALLA TION
A. Install roadway and parking area lighting units and products as indicated, in accordance with manufacturer's written
instnlctions, applicable requirements ofNEC, NESC and NEMA standards, and with recognized industry practices
to ensure that roadway and parking area lighting equipment fulfill requirements.
B. Utilize belt slings or rope (not chain or cable) to protect finishes when raising and setting finished poles and
standards.
C. Provide concrete bases as shown on pole base detail(s).
D. Set poles and standards plumb. Adequately support to foundation during anchoring.
E. Provide sufficient space encompassing hand access and cable entrance holes for installation of underground cabling
where indicated.
F. Fasten electrical lighting fixtures and brackets securely to indicated stnlcturaI supports or standards, and ensure that
installed fixtures are plum and level.
G. Tighten connectors and tenninals, including screws and bolts, in accordance with equipment manufacturer's
published torque tightening values for equipment connectors. Where manufacturer's torquing requirements are not
indicated, tighten connectors and terminals to comply with tightening torques specified in UL Standards 486A and
B, and the National Electrical Code.
3,03 GROUNDING
A. Provide equipment grounding connections for roadway and parking area lighting unit as indicated. Tighten
connections to comply with tightening torques specified in UL 486A to assure pennanent and effective grounds.
3.04 FIELD QUALITY CONTROL:
A. Replace defective and burned out lamps for a period of 1 year following the Date of Substantial Completion.

B. At the Date of Substantial Completion, replace lamps in roadway and parking area lighting fixtures which are
observed to be noticeably dimmed after Contractor's use and testing, as judged by the Architect/Engineer.
I . Refer to Division 1 sections for the replacement/restoration of lamps in roadway and parking area lighting
fixtures, where used for temporary lighting prior to Date of Substantial Completion.
3,05 DEMONSTRATION
A. Upon completion of installation of roadway and parking area lighting, and after lighting circuitry has been
energized with normal power source, test lighting system to demonstrate capability and compliance with
requirements. Where possible, correct malfunctioning units at the site, then re-test to demonstrate compliance;
otherwise, remove and replace with new units and proceed with re-testing. Demonstrate that measured illuminance
values on horizontal pavement surface agree with calculated values submitted on the isofootcandle plot diagram.

A. Aim adjustable lighting fixtures and lamps in night test of system. Aim fixtures and lamps so that resultant

3,07 CLEANING
