Grow collaborations to provide efficient and cost-effective services to the community. DISCUSSION: Introduction City advisory committees assist the City Council and staff to implement the 2040 Vision and Strategic Plan(attached). The purpose of this agenda item is to formally approve the 2019 goals and objectives of the advisory bodies. History On Monday, November 19, 2018, as part of the recognition of our volunteers and advisory committees, the 2018 accomplishments and 2019 goals and objectives were shared with the City Council. The understanding at that time was that the staff would review the 2019 goals and objectives for consistency with the 2040 Vision and recommend them in original or modified form for City Council adoption at the annual meeting. Current Circumstances The staff has reviewed each of the advisory committee 2018 goals and objectives for the following: 1. Are they within the purview of the body as set forth by the bylaws? 2. Are they consistent with the 2040 Vision and Strategic Plan? 3. Is there duplication or an opportunity for the goal or objective to be pursued or achieved collaboratively? The Council should examine the committee goals against these criteria or any other they believe appropriate for the purpose at hand. ISSUES: Attached is the matrix comparing each goal and objective for all advisory committees to the criteria set forth above. From a staff perspective it appears that each of the goals proposed for 2019 are both within the purview of the committee proposing them and are consistent with the 2040 Vision and Strategic Plan. FINANCIAL IMPACT: Support of the City and EDA committees is an extensive and time consuming undertaking. However, the work accomplished by the committees is valuable to our final product and our efforts to accomplish the 2040 Vision and Strategic Plan. ALTERNATIVES: 1. Motion and second as part of the consent agenda to approve the 2019 advisory committee goals as proposed or with amendments. 2. Motion and second to remove this from the consent agenda for further discussion. RECOMMENDED MOTION: Alternative #1 ADVISORY BODY GOALS FOR 2019 1/07/2019 1 | P a g e Goal Committee Purview Vision Duplicative Planning Commission PC1 Continue to make decisions and recommendations on subdivision and zoning applications throughout the year based on the Comprehensive Plan. Y Y N PC2 Identify ongoing learning opportunities with other metro area communities to facilitate appropriate community development. Y Y N PC3 Foster and strengthen engagement and dialogue with the broader Prior Lake community. Y Y N PC4 Conduct research on growth and development. Y Y N Economic Development Authority EDA1 Utilize EDA Special Revenue Funds appropriately to accomplish the approved economic development initiatives. Y Y N EDA2 Continue to guide the Business Engagement Committee and support the Technology Village Board of Directors. Y Y N EDA3 Continue to build upon the positive momentum by encouraging additional downtown development and redevelopment opportunities. Y Y N EDA4 Establish a process and plan to target resources for economic opportunities that provide significant benefits to Prior Lake, including those that may include property acquisition and direct support to commercial and industrial development. Y Y N EDA5 Conduct an annual meeting with the Scott County CDA First Stop Shop, City Council, Planning Commission, EDA and Technology Village BOD to identifying reciprocal goals. Y Y N Business Engagement Committee BEC1 Work with the Chamber of Commerce, EDA and Downtown & South Lake Village area businesses to provide opportunities to increase customer traffic in the downtown area during 2019 construction. Y Y N BEC2 Continue to establish and define the commercial liaison program with additional visits and outreach programs. Y Y N BEC3 Promote the newly created economic development focused website to existing Prior Lake businesses and others who may be interested in locating or expanding their business in Prior Lake. Y Y N BEC4 Work with city staff to develop a ‘Guide to the Commercial Development Process’ to be used as a guide for business owners/developers who wish to establish or expand a business in Prior Lake. Y Y N Technology Village Board of Directors TV1 Continue to implement the Technology Village Phase II.5 Business Plan, primarily related to program expansion within Scott County. Y Y N TV2 Identify additional program mentors and service providers, as well as additional program participants (both virtual and physical) to increase the number of Technology Village related employees working in Prior Lake. Y Y N TV3 Identify creative approaches to promote the Technology Village program and its participant businesses. Y Y N TV4 In partnership with the Scott County First Stop Shop, host the 3rd Annual FAST-TRACK Business Challenge for Scott County Businesses.
