The overlay improvements will include: •Replacement of cracked or damaged curb and gutter •Full width milling from curb to curb •Underseal •Paving 1.5-inches of new bituminous •Restoration Project Area Existing Conditions Existing pavement Overall Condition Index (OCI) ratings: •The various neighborhoods ranges from 51-70 The OCI is used as a guide to determine the type of project that is proposed. •0.0 to 45.0 Poor (Reclaim/Reconstruction) •45.1 to 65.0 Fair (Mill and Overlay) •65.1 to 100.0 Good (Preventative Maintenance) Existing Conditions Proposed Improvements Typical Improvements •Replace damaged or cracked curb and gutter •Full width mill to a depth of 1.5 inches for the entire width of the street from curb to curb •Underseal –similar to chip seal that is done on street surfaces •Pave 1.5 inches of new bituminous over the entire roadway width •Complete any restoration behind replaced curb and gutter that is needed Estimated Project Costs Project Funding ITEM PROJECT TOTAL Ad Valorem (Property Taxes) $260,100.00 Assessments $439,900.00 Total $700,000.00 Proposed Assessments Assessment amounts are based on the City 2019 Fee Schedule per Residential Equivalent Density (RED): The fee per RED = $1,266 •Single Family (1.0 RED)=$1,266 •Townhouse (1.0 RED) =$1,266 •Condominium (0.8 RED) =$1,013 •Church/School (area x 2.2) =varies Assessment Period is 5 years Preliminary Project Schedule ACTIVITY DATE City Council Ordered Feasibility Study November 5, 2018 Accept Feasibility Report / Call for Public Hearing December 17, 2018 Conduct Public Hearing/Order Project January 22, 2019 Approve Plans and Specifications/Order Ad for Bids February 4, 2019 Open Bids March 2019 Accept Bids/Award Contract March 18, 2019 Begin Construction June 2019 Complete Construction August 2019 Schedule Assessment Hearing October 2019 Conduct Assessment Hearing/Adopt Assessment Roll October 2019 Project Feedback City Project Email •Received one email requesting delay in project due to financial burden associated with tax increases and school referendum.
