Condition targets.
DISCUSSION: Introduction
The purpose of this agenda item is to accept the final plans and specifications and
authorize advertisement of bids for our 2019 street reclamation project. Once bids
are received the funding picture becomes clear for the 2019 construction season.
History
The City uses the Five-Year Capital Improvement Program and its Pavement Man-
agement program to plan its infrastructure improvements and the financing for
capital improvements. The location programmed for improvement in 2019 is: Fish
Point Road from CSAH 21 to Fawn Meadow Curve. In the fall of 2018, the City
Council authorized staff to prepare a Feasibility Report for the 2019 project loca-
tion.
The primary purpose for proceeding with this project is to upgrade the street condi-
tion. The pavement condition is poor and requires reclamation in accordance with
the City’s desire to maintain a high overall condition index (OCI) rating on its road-
ways. The proposed improvements include street reclamation, trail replacement,
spot concrete curb replacement, spot sidewalk replacement and appurtenant work.
The M.S. Chapter 429 process applies to all projects that will be financed in whole
or part through special assessments or bond proceeds.
At its January 22 meeting the City Council held a Public Hearing and ordered the
improvements for the Fish Point Road Reclamation Project.
Current Circumstances
The project plans and specifications are complete. Anyone that would like to view
the plans, can visit the Engineering Department in City Hall to view the plans.
The design incorporates full pavement reclamation from CSAH 21 to Fawn
Meadow Curve. This includes increasing the street section with the existing milled

pavement and in place gravel base. The bituminous trail to the west will be re-
placed, curb and sidewalk will be replaced in damaged areas, and pedestrian
ramps will be upgraded to meet current ADA standards.
One individual testified at the public hearing, voicing concerns regarding access to
the businesses.
Conclusion
The project plans are ready for bidding. Staff recommends that the City Council
accept the plans and authorize advertisement for bids.
ISSUES: The design is straight forward with no added direction from the City Council at pre-
vious meetings.
FINANCIAL
IMPACT:
Funding tables will be updated based on final bid amounts for presentation to the
City Council at the second meeting in March.
The Fish Point Road Reclamation Project is proposed to be financed by Special
Assessments and Tax Levy. The funding of each option and the corresponding
estimated amounts are shown below:

The Capital Improvement Plan estimate for this project was $636,000

A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING
THE ADVERTISEMENT FOR BIDS FOR THE 2019 FISH POINT RECLAMATION PROJECT

WHEREAS, Pursuant to Resolution 19-010, adopted on January 22, 2019, the Assistant City
Engineer has prepared plans and specifications for the 2019 Improvement Project
(TRN19-000003).
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The plans and specifications, a copy of which is attached hereto and incorporated by
reference herein, are hereby approved.
3. The City Manager shall prepare and cause to be inserted in the official newspaper of the City
and on QuestCDN an advertisement for bids for the making of the improvement pursuant to
the attached plans and specifications. The advertisement shall be published not less than 21
days prior to the bid opening, shall specify the work to be done, and shall state that the bids
will be received by the City Manager at which time the bids will be publicly opened at City Hall
at 4646 Dakota Street SE by the Assistant City Engineer. No bids will be considered unless
sealed and filed with the City Manager and accompanied by a cash deposit, cashier’s check,
bid bond, or certified check payable to the City of Prior Lake in the amount of five (5) percent
of the amount of such bid.
4. The City reserves the right to reject any and all bids for any reason as determined solely by
the City Council.
