CONSIDER APPROVAL OF A REPORT REGARDING COUNTY
ROAD 21 ACCIDENT REDUCTION ZONE
Introduction
City staff is recommending an action plan for development and
implementation of an Accident Reduction Zone (ARZ) for CR 21 from
CR 82 to CR 87 (see attached exhibit).
Historv
In the spring of 2005 the Prior Lake City Council formally reviewed
and commented on the CR 21 corridor study. This study identified
several improvements needed in the corridor to improve safety and
meet increased traffic volumes. The City also received a petition
from residents of the Deerfield area in the Spring of 2005 requesting
that a traffic signal be installed at Fish Point Road and CR 21. The
City Council directed staff to include this project in the Capital
Improvements Program (CIP). City and County staff also worked
together to revise the County Transportation Improvement Program
(TIP) to include this project. Through a cooperative planning effort
the City and County have identified the following projects in the
corridor for improvement:
. 2006: Upgrade CR 21/CR 82 Intersection and realignment of
Eau Claire Trail/CR 21 and Highland Avenue/CR 21
intersections. These improvements are proposed as part of the
CR 82 project scheduled for summer of 2006.
. 2007: Intersection Improvements at CR 21/Franklin Trail,
signal installation at CR 21/Fish pt. Rd. and construction of turn-
lanes at CR 21/Adelmann St. intersection.
. 2012: Remaining improvements at CR 21/TH 13, CR 21/Main
Avenue, CR 21/Arcadia Street, CR 21/Duluth St., Wagon
Bridge and CR 87 intersection improvements (No City or County

funding sources identified yet).
At the November 19, 2005 City Council meeting staff presented a
report regarding the intersections of CR 21/Fish Point Road and CR
21/ Adelmann Street. This report discussed options to increase
safety at these intersections prior to the 2007 project. The Council
asked staff to develop a plan for implementation of an ARZ for the
CR 21 corridor from CR 82 to CR 87.
Current Circumstances
The purpose of this ARZ is to promote driver awareness to increase
safety and reduce accidents on CR 21 particularly at the Fish Point
Road and Adelmann intersections. The proposed ARZ will involve a
combination of speed enforcement and public awareness efforts.
Speed enforcement would involve increased patrols in the corridor.
The public awareness program would include use of City message
boards and media notification.
Based on the Council's direction Staff has reviewed other ARZ
programs in Minneapolis and Burnsville. While limited data is available
the participants did indicate that while programs were generally effective
during implementation the subject corridors tended to revert to pre-
program conditions upon completion of the ARZ program. In the case of
the CR 21 ARZ staff feels it is temporary measure meant to bridge the
period until significant corridor improvements begin in 2007.
ISSUES:
Staff is recommending the Council utilize the existing Traffic Safety
Committee (TSC) to develop a CR 21 ARZ program for Council review.
The current TSC is made up of seven (7) individuals including two
Council members, the City Manager, Public Works Director, City
Engineer, Scott County Traffic Engineer, Police Chief and Public Works
Coordinator. Staff is recommending that the Council reconfigure the
TSC eliminating the City Engineer and City Manager from the
committee. The City Engineer position is now combined with the Public
Works position as part of the department reorganization. Staff
recommends that the vacant positions be filled by a resident and
business owner in the community in an effort to garner greater
community input and knowledge about City traffic safety issues.
Staff recommends that the Council direct the TSC to solicit applications
from an interested business owners and residents to serve on the
Committee for one year using the website, official newspaper and e-
news. The TSC would then proceed with development of an ARZ for
review by the Council. The following is a tentative schedule for the ARZ
program:
January 16th (week of) - TSC convenes and interviews resident and
business owners to serve on the committee.

February 13th (week of) - TSC Develops ARZ plan and budget for
Council Review
February 21st - City Council reviews report on ARZ and determines
whether to proceed with program.
There is no immediate cost other than staff time until the City Council
decides whether or not to proceed with the ARZ. It is estimated that the
ARZ will have a minimum cost of $12,000/year for police patrol overtime
once implemented which could come from the 2006 contingency fund.
The alternatives are as follows:
1. Accept the report and direct staff on how to proceed with the TSC
and the CR 21 ARZ program.
2. Deny this agenda item for a specific reason and provide staff with
direction.
3. Table this item to a certain date in the future.
Staff recommends alternativ number 1.
