Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT JANUARY 3, 2006 11 C Ralph Teschner, Finance Director CONSIDER APPROVAL OF THE 2006 OFFICIAL CITY FEE SCHEDULE Introduction The purpose of this agenda item is to consider approval of the 2006 Official City Fee Schedule. The fee schedule identifies those types of service charges and license fees charged on a user basis to recover city-associated costs as directed by the City Council in an effort to reduce reliance upon the property tax. The intent is that the user who benefits should pay the ultimate cost of the service provided. Current Circumstances Attached is the proposed 2006 Official City Fee Schedule that lists all license fees and service charges. Also we have modified a number of service charges including our utility rates this past year. As a result there are only a few recommended changes on the 2006 Official Fee schedule. Next year we will be tracking and evaluating all zoning and subdivision fees since these are very labor intensive. The MCES sac (sewer availability charge) increase of $100.00 from $1450 to $1550 is required by the Metropolitan Council Environmental Services. The fee helps pay the capital costs of construction of the Metropolitan sewer interceptor system. This rate has increased incrementally by $50-100 each year since inception. The PAC (Park Advisory Committee) has recommended that the non-resident fee for Lakefront Park pavilion rental be raised from $75.00/hr. to $85.00/hr. due to increases in operating costs. The PAC (Park Advisory Committee) has proposed that the boat trailer parking permit be raised from $15.00/day to $20.00/day in an effort to cover www.cityofpriorlake.com Phone 952.447.4230 / Fax 952.447.4245 cleanup and operating costs associated with the parking lot area. The PAC (Park Advisory Committee) also is recommending a fee increase for the non-resident season park sticker from $35.00 to $50.00. This adjustment would make the fee closer in line with all other non-resident park fee charges. The City is periodically asked to provide conduit bond financing for eligible projects. The conduit bond origination fee of $50,000.00 is paid for the purpose of obtaining a lower interest rate in the form of tax exempt bonds. The financing fee helps offset city staff time involved in the process, but also for the marketability of the City's name which makes it possible to lower private sector project financing costs, since the bonds are tax exempt. The City undertakes no risk and does not secure the bonds. The entire debt obligation is assumed by the requesting entity. The City's bond approving attorney (Briggs and Morgan) and our fiscal consultant (Northland Securities) structure the bonds for compliance purposes. With the adjustments proposed, all city fees are consistent with the most recent Association of Metropolitan Cities' "Municipal License & Permit Fee Survey"that is conducted every two years. ALTERNATIVES: The following alternatives are available to the City Council: 1. Approve the 2006 Official City Fee Schedule as presented 2. Approve the 2006 Official City Fee Schedule subject to specific Council amendments 3. Delay action if the Council requires additional information.
