Monday, February 11, 2019
1. Call to Order and Pledge of Allegiance:
Commissioner Fleming called the Monday, February 11, 2019 Prior Lake Planning Commission meeting
to order at 6:00 p.m. Those present were Commissioners Bryan Fleming, Dave Tieman,William Kallberg,
Dan Ringstad, Jason Tschetter and Liaison Zach Braid. Also present were Community Development
Director Casey McCabe, City Planner Amanda Schwabe, and Community Development Services
Assistant Sandra Peppin.
2. Approval of Agenda:
MOTION BY RINGSTAD, SECONDED BY KALLBERG TO APPROVE THE MONDAY, FEBRUARY 11,
2019 PRIOR LAKE PLANNING COMMISSION AGENDA.
VOTE: Ayes by Fleming, Tiernan, Kallberg, Tschetter and Ringstad. The Motion carried.
3. Approval of Monday, January 28, 2019 Meeting Minutes:
MOTION BY KALLBERG, SECONDED BY TSCHETTER TO APPROVE THE MONDAY, JANUARY 28,
2019 PRIOR LAKE PLANNING COMMISSION MEETING MINUTES.
VOTE: Ayes by Fleming, Tiernan, Kallberg, Tschetter and Ringstad. The Motion carried.
4. Public Hearings:
A. PDEV19-000002 — 16119 Northwood Road NW —Variance — Kristi Muller is requesting variance
from the required minimum lake and bluff setbacks to allow the replacement and reconfiguration
of an existing deck on a property in the R-1 SD (Low Density Residential Shoreland) Zoning
District. PID: 251410540.
Planner Schwabe: Introduced a public hearing to consider approval of a resolution approving
variances from the minimum lake and bluff setback on a property in the R-1 SD (Low Density
Residential Shoreland)Zoning District located at 16119 Northwood Road NW. She explained the
history, current circumstances, issues, and recommended a motion. She presented a resolution,
location map, survey dated January 15, 2019, and a narrative from the applicant.
Commission Comments/Questions:
Fleming: Questioned any building activity on the deck at the southwest corner of the property.
Planner Schwabe: Replied per the applicant, nothing is being done to that deck structure. She
mentioned that the structure is a platform, less than thirty inches from grade and not attached to
the home. She suggested the applicant could speak more on the platform; however, the applicant
is not requesting anything at this time.
Fleming: Asked Planner Schwabe to explain why lot averaging would not apply to this lot.
Planner Schwabe: Explained the neighboring lots are further than 75 feet from the lake;
therefore, setback averaging was not applicable in this case.
Tschetter: Asked for verification of the building permit process addressing any engineering
requirements regarding the bluff setback.
Planner Schwabe: Replied any engineering requirements that the building inspections
department feel to be appropriate to be applicable would be processed at that time of permit.
Tschetter: Asked if any additional work would be contributed to add to the already proposed 37
percent impervious surface amount.
Planner Schwabe: Said there will be no additional impervious surface based on the applicant's
proposed deck plans that include minimum deck board spacing and reduction of decking in the
walkway.
