CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE
PURCHASE OF TWO (2) 2006 FORD CROWN VICTORIA POLICE
INTERCEPTORS AND ONE (1) 2006 DODGE CHARGER POLICE VEHICLE
THROUGH THE STATE COOPERATIVE PURCHASING PROGRAM.
DISCUSSION:
I ntrod uction
The Police Department requests the Council's approval to order three squad
cars that have previously been approved and adopted in the 2006 Budget.
History
Like most metropolitan communities, the City purchases police vehicles
through a State Cooperative Purchasing contract. Under this arrangement,
the State prepares specifications, which reflect the needs of the police
agencies, and solicits bids for their procurement. Once the bid is awarded, the
participating cities purchase their vehicles using the State bid pricing.
Our experience has shown that using these vehicles for approximately 18
months as our primary police vehicles is optimum both from a cost and safety
perspective. Each year, with the purchase of new squads, the Police
Department rotates its older models to other City departments (Le.,
Engineering and Building Inspections) thus getting extended use from the
vehicles. Older vehicles are then disposed of. In 2005 only one vehicle was
rotated for use by other departments due to an increase in the authorized
number of officers and expanded patrol coverage on various shifts.
Current Circumstances
For more than 25 years, the Michigan State Police has conducted extensive
evaluations of the performance capabilities of each new model year's police
vehicles as part of its annual procurement process. Since 1981, the National
Institute of Justice (NIJ) through its National Law Enforcement and Corrections
Technology Center has sponsored these tests through a partnership with the
Michigan State Police. By disseminating these results to State and local law
enforcement agencies, NIJ helps theses agencies select vehicles that
maximize their budgets and ensures that evaluated vehicles provide reliable
and safe performance under the increased demands of police service. For the
purposes of the Michigan State Police evaluation, "police-package" vehicles
are those that are designed and manufactured for use in the full spectrum of
law enforcement patrol service, including pursuits. The "police-package"
vehicles tested for 2006 were the Ford Police Interceptor, the Chevrolet
Impala, and the first time, the Dodge Charger.

The Prior Lake Police Department patrol fleet is currently comprised of Ford
Police Interceptors. However, because of the favorable test results for the
Dodge Charger, from the testing done by the Michigan State Police, we would
like to evaluate one of those vehicles on our own for possible continued use by
the department.
FINANCIAL
IMPACT:
The new Crown Victoria Police Interceptors for 2006 are $20,785.00 each and
the Charger is $22,784.00 for a total of $64,354.00. The Department budget
contains $66,000.00 for the purchase of these vehicles.
ALTERNATIVES:
1) Adopt the Resolution authorizing the purchase of two (2) Ford Crown
Victoria Police Interceptors and one (1) Dodge Charger using the State
Cooperative bid.
2) Deny approval and direct further action.
RECOMMENDED
MOTION:
Adoption of the Resolution.

RESOLUTION 06-XX
A RESOLUTION APPROVING THE PURCHASE OF SQUAD CARS UNDER THE
STATE OF MINNESOTA COOPERATIVE PURCHASING PROGRAM

WHEREAS, the police budget for 2006 provides for the acquisition of three
replacement police squads;
WHEREAS, bids have been solicited and received by the State of Minnesota
Cooperative Purchasing Program for full-sized 2006 Ford Crown Victoria
Police Interceptor and Dodge Charger squad cars.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR
LAKE, MINNESOTA, that:
1. The recitals set forth above are incorporated herein.
2. The City is authorized to purchase squad cars in accordance with the State of
Minnesota Cooperative Purchasing Contract and staff is further directed to place
an order for the purchase of two 2006 Ford Crown Victoria Interceptor squad
cars and one 2006 Dodge Charger police vehicle in an amount not to exceed
$64,354.00.
3. Funding will come from the 2006 General Fund budget.
Adopted this 1 ih day of January 2006.
