CONSIDER APPROVAL OF A RESOLUTION APPROVING APPOINTMENTS
TO CITY TRAFFIC SAFETY COMMITTEE
Introduction
The purpose of this agenda item is to request City Council approval of
appointments to the City's Traffic Safety Committee for terms expiring October
31,2006.
History
While bylaws have not been adopted for the Traffic Safety Committee, we are
following the procedures adopted for other city advisory boards. The bylaws for
the City Council's various advisory bodies provide that the terms of advisory body
members expire on October 31. Advisory body members are subject to a term
limit as well to encourage new persons to become involved in the advisory
committee process. We placed notices in the local newspapers and on the
Website to invite volunteers to apply.
Current Circumstances
There are currently two vacancies on the Traffic Safety Committee. It was the
intent of the committee to appoint one resident and one business owner. The
following is a breakdown of the interview team, applicants, and recommended
appointments.

Conclusion
The City Council should determine if it concurs with the appointments
recommended by the Traffic Safety Committee interview team. Council members
Erickson and Dornbush along with Public Works Director/City Engineer Steve
Albrecht will be available to respond to questions. A copy of the applications
submitted is attached.
ISSUES:
Only one of the proposed appointments raises a policy issue which the Council
should consider. There are two vacancies on the Traffic Safety Committee and
we are recommending the appointment of three individuals.
During the interviewing process, a major concern voiced from the applicants was
the safety of County Road 21. There were a number of applicants whose main
objective for serving on the committee was CR 21. In order not to exclude a
candidate for having CR 21 as their main focus, the committee concluded that
appointment of a CR 21 special member is warranted. This additional position of
the committee should remain as along as the CR 21 Accident Reduction Zone is
being implemented. The other two appointees are intended to focus upon city
wide issues.
The Traffic Safety Committee is recommending a total of three appointments.
ALTERNATIVES: 1. Adopt the resolution making the appointments in accordance with the
recommendations of the interview committees.
2. Adopt the resolutions with modifications.
3. Take no action.
RECOMMENDED Staff recommends alternative #1.

WHEREAS, The Traffic Safety Advisory Committee was formed to deal with traffic safety issues in
the City of Prior Lake; and
WHEREAS, The Traffic Safety Advisory Committee is comprised of Council members, City staff
members and Prior Lake resident and business owner representatives; and
WHEREAS, Currently there are two vacancies on the Traffic Safety Advisory Committee; and
WHEREAS, Notices were placed in the newspaper and on the City's website requesting applicants;
and
WHEREAS, Interviews were conducted with all applicants; and
WHEREAS, Overwhelming concern was expressed regarding safety along the CR 21 corridor,
thereby warranting a special CR 21 committee member; and
WHEREAS, Staff recommends the following appointments for terms ending October 31,2006:

NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. An additional position focused on CR 21 safety is created on the Committee to remain as along as
the CR 21 Accident Reduction Zone is being implemented.
3. Appointments to the Traffic Safety Advisory Committee are approved as recommended.
