ONE FEATHERLlTE ENCLOSED TRAILER 4. ONE 8' CLASSIC PAK MP SLIDE-IN SANDER I ntrod uction The purpose of this agenda item is to authorize the purchase of 1. One 2006 Chevrolet Silverado 1500 extended cab pickup and the trade- in of one currently owned 1991 %-ton Chevrolet 2. One 2006 Melroe Bobcat S-250 skid loader and the trade-in of one currently owned 1999 763 Melroe Bobcat 3. One Featherlite Enclosed Trailer 4. One 8' Classic Pak MP Slide-In Sander History Yearly, as part of the Capital Improvement Program (CIP), the City Council adopts an Equipment Replacement Fund and Matrix. The purpose of this Fund and Matrix is to identify and budget for equipment and vehicles that need replacement due to age or wear, or for additional equipment that needs to be purchased due to growth. All equipment identified in the Matrix is subject to Council approval. The Matrix identifies $23,727 for a ~ ton extended cab four- wheel drive pickup; $32,469 for a skid loader; $6,200 for an enclosed trailer, and $5,000 for a slide-in sander. Current Circumstances 1. Pickup Truck The pickup truck to be purchased will be utilized by the Parks & Fleet Supervisor. The vehicle that the Parks & Fleet Supervisor currently uses will be transferred to the Central Garage (Fleet Dept.) replacing a 1991 Chevrolet 3/4 ton pickup (unit #541) with 126,400 miles. This vehicle will not be outfitted with a snowplow. The equipment matrix identifies $23,727.00 in the 2006 CIP for the purchase of this truck. Bids were received from Owatonna Ford Chrylser. This dealer bid a Ford and Dodge truck through the State of Minnesota Purchasing Program. Although Chevrolet did not offer bids through the State bid, staff solicited a bid from Grossman Chevrolet using comparable specifications. The bids varied by $3,723.24 including a "$250 discount" which the City would receive as a result of a class action suit settlement. Including tax and discounts, the low bid amount is $21,459.75 from Grossman Chevrolet which staff recommends purchasing. Skid Loader A skid loader is relied upon daily by Parks, Streets and Utility Maintenance staff. This piece of equipment is probably the most labor saving machine in the equipment fleet. Its primary use is to push, dig, level, backfill and fine-grade all types of materials. Because of its compact design and zero turning radius, this machine is especially effective for many tasks and projects. With various attachments, this piece of equipment is also used for drilling holes for posts or tree planting; trenching for drain tile, irrigation and silt fence installation; sweeping; blowing snow; milling and leveling blacktop; back filling; winter maintenance; repairing sewer breaks; loading trucks; removing trees and brush and other miscellaneous tasks. This skid loader will be equipped with a two speed hydrostatic transmission for quicker forward and reverse response time during snow removal operations while loading trucks on Main Ave and Dakota St during the winter months. The new skid steer loader is compatible with all our current attachments. The existing skid steer loader to be traded is a 1999 Melroe Bobcat 763 (unit #501), has accumulated 2,084 hours. Typically, with the type of usage these skid loaders are experiencing, the engines, transmissions and drive trains are capable of operating 2,500 to 3,000 hours before needing major repairs or overhauls. The 2006-2010 Equipment Replacement Matrix proposes to replace the skid steer loaders every 6 years. Although 6 years is a suggested replacement schedule for this type of equipment, as with any other piece of equipment, the maintenance and repair costs will be analyzed prior to requesting Council approval for future replacements. In some cases, a piece of equipment or vehicle at its suggested replacement time may still be in good operational condition and be pushed back into the replacement schedule, or a piece of equipment may experience "harder" use than other machines and be replaced at its recommended time. The skid loader to be replaced has various problems. The following are repairs needed for the 763 Bobcat: Estimated Cost $2,008.00 $ 392.00 $ 145.42 $ 173.72 $ 95.12 $ 193.72 $ 460.00 These repairs would cost $3,467.98. At this point, the City can trade the 1999 763 Melroe Bobcat and receive $8,000.00 as a trade in on a new bobcat. Considering the age, hours accumulated, and current trade-in value of this piece of equipment, it should be replaced. In addition to the purchase of the skid loader, a hydraulic breaker attachment is proposed. This piece of equipment will be utilized for the following purposes: . Concrete slab and sidewalk removal at City parks . Curb removal and replacement . Sidewalk removal and replacement R:\Agenda Reports\Feb 6 2006\equipment purchase.doc . Watermain repairs . Gate valve and valve box repairs . Sanitary sewer collection system . Bituminous removal in streets Equipment and hydraulic breaker rental for any of the above-mentioned activities has typically generated an expense in the range of $250 to $600 per event. There are approximately twelve utility breaks per year, and most of these events occur after normal business hours making it difficult for staff to acquire a hammer to use. Staff has also increased its attention towards concrete curb, sidewalk and flat slab conditions throughout the Prior Lake community for safety and proper drainage issues. Staff contacted three manufacturers that offer skid loader and hydraulic breakers on the State Cooperative Purchasing Program. The bids varied by $7,475.41. Including the hydraulic breaker, tracks and tax, the low bid amount is $36,733.80 from Lano Equipment, which staff recommends purchasing. Enclosed Trailer The Public Works Street and Utilities Division is currently responsible for maintenance of 220 miles of collection system and distribution system piping; 1,422 fire hydrants and 2,585 gate valves throughout the growing community of Prior Lake. Staff has investigated ways to improve general or emergency maintenance repair, response time and service. One item that would allow staff to improve service would be the use of an enclosed trailer for the previously mentioned maintenance activities. The use of an enclosed trailer would allow staff to have in stock and move all appurtenant equipment to job sites, and perform general or emergency repairs in a timely manner. An example of equipment stocked or used from the trailer would include the following items: . Safety equipment . Watermain repair parts and tools . Hydrant repair parts and tools . Gate valve repair parts and tools . Sewer repair parts and tools R:\Agenda Reports\Feb 6 2006\equipment purchase.doc The addition of the enclosed trailer would allow staff to use a one-ton pickup to move the trailer to repair areas rather than removing utility trucks from their normally scheduled activities of lift station repair, customer service calls and traffic signing operations. Quotes were solicited from three manufacturers that supply enclosed'trailers. The enclosed trailers are not offered on the Minnesota State Cooperative Purchasing Program. Slide-In Sander The Public Works Street Maintenance Division has an increasing need to apply sand/salt to parking lots, narrow streets, dead-end streets, and for the application of sand/salt behind the two-loader routes after snowfall. The slide-in sander will be outfitted into a one-ton truck to achieve these tasks that the five-ton trucks are unable to perform. Staff recommends purchasing the slide-in sander for the following reasons: . Parking lots - the slide-in sander has an adjustable deflector shield, which would keep product from hitting vehicles in parking stalls. . Application rates - this unit is equipped with an adjustable sliding gate, which will allow the operator to apply product at desired rates. . Service during the plow - short, narrow and steep-sloped streets by the lake must be plowed by pickup trucks or one-ton dump trucks; five-ton dump trucks cannot maneuver on these streets. With the use of a slide-in sander, the operator could apply sand/salt to these hard to access streets immediately after plowing the route. . Loader route coverage - currently two loaders are used for snow removal; each loader covers approximately 10-12 miles of street with no sand/salt application capability after plowing. The slide-in sander unit would allow for quicker coverage of sand/salt application after an area is plowed. Bids were received from three vendors that offer their slide-in sanders on the State Cooperative Purchasing Program. The low bid from MacQueen Equipment, Inc. of St. Paul is in the amount of $4,270.65, which staff recommends purchasing. The total actual cost, including trade-in and tax is $68,444. The Finance Director advises that there is a sufficient balance in the Equipment Fund to address the additional $1,048.18 needed for these purchases without affecting future acquisitions. The City Council has set some guidelines for purchasing equipment. The criteria and how this purchase addresses each criterion are shown below. Use Minimum Reauirement Specifications Not Listed Wants 1. Truck This vehicle will be utilized by the Parks & Fleet Supervisor, replacing a 15-year- old truck with 126,400 miles. The specifications are minimal requirements for this vehicle to perform its intended functions. 2. Skid Loader This machine is being purchased for a variety of functions as described in the report. The specifications are minimal requirements for this machine to perform its intended functions. FINANCIAL IMPACT: 3. Slide-In Sander The slide-in sander will be utilized on short, narrow streets and is equipped with a deflector to keep product from being applied in unnecessary areas. Also, the operator will be able to apply chemicals at a more manageable rate saving taxpayers in wasted product costs. The specifications are minimal requirements for this machine to perform its intended functions. Use Functional Reauirements Not An Individual Manufacturer Specifications 1. Truck The State's specifications were used to save $3,723.24 by purchasing a vehicle that was not offered on the State Bid. 2. Skid Loader The specifications were prepared by the State Purchasing Department's employees based upon their experience with equipment and the need expressed by public agencies from the bid. Enclosed Trailer The enclosed trailers are not offered on the Minnesota State Cooperative Purchasing Program. Specifications were prepared by City staff based on the intended function of the trailer. 4. Slide-In Sander Slide-in sanders are offered on the Minnesota State Cooperative Purchasing Program. Specifications were prepared by City staff based on the intended function of the sander. Receive Where Possible Three Real Bids 1. Truck Two bids were received from Owatonna Ford Chrysler through the State of Minnesota Purchasing Program and one was also received from Grossman Chevrolet (not currently in the State Bid). 2. J-Craft of Kimball, MN 3. Crysteel Truck Equip of Fridley, MN Use Some Form of Financial Analvsis to Support the Purchase 1. Truck This vehicle will replace a 15-year-old vehicle with 126,000 miles. The 1991 Chevrolet has outlasted its usefulness for snowplowing, pulling heavy equipment and hauling equipment necessary for the mechanics to perform field repairs. 2. Skid Loader This machine is one of the most heavily utilized pieces of equipment in our fleet. It is operated in many harsh conditions. The 1999 Melroe Bobcat 763 proposed for replacement is 7 years old with 2,084 hours requiring $3,467.98 in repairs, As this piece of equipment approaches 2,500 to 3,000 hours it will require major R:\Agenda Reports\Feb 6 2006\equipment purchase.doc engine and drive train work. The City has been offered a favorable trade-in price of $8,000.00 3. Enclosed Trailer This trailer will improve efficiency, customer service and safety during street and utility repair operations. All the necessary materials for hydrants, watermain, sewer and traffic safety can be inventoried and stocked for emergency situations in the enclosed trailer. 4. Slide-In Sander The slide-in sander will improve efficiency and material application rates resulting in cost savings and improved response time to the citizens of Prior Lake. If the City Council desires additional time, any of these items could be deferred. ALTERNATIVES: The alternatives are as follows: 1. Approve Resolution 06-XX for the trade in of one 1991 Chevrolet four- wheel drive truck (unit #541) and the purchase of one 2006 Y2 ton four- wheel drive extended cab pickup. 2. Approve Resolution 06-XX for the trade in of a 1999 Melroe Bobcat 763 and the purchase of one 2006 Melroe Bobcat S-250 Skid Loader. 3. Approve Resolution 06-XX for the purchase of one enclosed trailer. 4. Approve Resolution 06-XX for the purchase of one slide-in sander. 5. Table this agenda item for a specific reason. 6.
